Letter To Prominent Union Leaders

Dear Brothers,



Wake up & do whatever you can, that creates the tremors of earthquake in Banking. It's need of time.



Hope, you all would have read our letter dated 4.6.2023, addressed to you & 4 other employees unions, containing the details the 'side changing' instances of UFBU's 9th Union. The 9th Union is working as an agent of IBA and Banks' Management. In alliance with IBA and Banks' Management, this Union is sitting amidst you people in disguise. Hope you all know this fact and less talked is better.



We have to say that things are not well on ground. This is because of one's 'ego.' You all know this situation. The CEO of the 9th Union has been imposing himself on all the Unions as the boss. He is mental patient, suffering from his ego & misunderstanding of his being the 'great.' It turned out to be incurable disease. As far as other workmen Unions are concerned, they can bear this pressure, because they have their own weaknesses, difficulties & compulsions, in which they may be helpless. But, it is not understood that why the Officer Associations are tolerating this 'mental patient' who is the victim of his 'ego' and 'misunderstanding' of being 'great', who is playing havoc with the interest of entire banking fraternity?



The over all scenarios in banking have undergone sea change. Today the onus of Banking is on the Officers. Once upon a time when 70/75% were workmen, banking used to run at their behest. The officers were also dependent on them, as they were quite less in number and un-organized as well. Today workmen are 30%, so to assume that they are still the relevant players, in today's context it's  foolishness. 



Today, the Officers are 70%, meaning they are in the same position as the workmen once were. It is not right for you people not to take cognizance of this demographic change and to remain back player even today. Today, together you are in a position to play not only a leading but a decisive role, but we see that you are hesitating to do so. Instead of taking this change as a boon, you are working with the same old mindset of timidity. This is an unfortunate situation, which you should seriously consider and try to overcome it.



Hanuman ji was mighty, but he had to be reminded of his strength. You people are also capable, but due to lack of self-confidence, you are not taking desired steps. The result is that the 9th Union is not only imposing itself on other Workmen Unions, it is also overshadowing the Officer Associations. Why are you allowing this to happen or what are your weaknesses, loopholes, compulsion etc., the Bankmen are anxious to know.



It has been observed that in order to humiliate the Officer Associations, the 9th Union brings proposals opposite to those of the Officers Associations and sticks to it. This happened with regard to the adjustment of increased  time due to 5-day banking. Same thing happened when you put the pre- condition in your COD that first two major issues, 5-day banking and pension revision, should be negotiated and settled, then the talks on new COD commence. Obviously, the 9th Union is doing everything to prevent these from happening. 



Now it has come to the fore that, considering the above two issues as general issues, a  letter dated 3.6.2023 has been sent by UFBU to IBA to start talks on the COD immediately. Putting the 5-day banking and pension revision on the backburner and linking it with old pension scheme restoration is a well-planned hoax. Restoration of OPS is currently mere a concept at this stage, while 5-day banking and pension updation are the fact-based long-pending issues of today's.



We would like to request all of you to recognize your importance and consider walking bit different way, leaving old track.  Accept the reality that the key to banking rests in your hands. Be it the government or the top management of banks, cannot run banking by ignoring the Officer class (Scale-1 to General Manager). But, when you people will sit with your hands on your hands, then this helpless situation and harassment of the officers will take a more frightening form.



There is an issue as well as an opportunity to stick and rise up. Reiterate your earlier decision and demand IBA to settle first two important issues, 5 day banking and pension revision on RBI line and then proceed with new COD. Take independent view to see that your voice is not suppressed. If you don't defend your voice/ decision, who else you want to do it?  



You are requested to meet the IBA, give them a memorandum stating in very clear and candid terms that if two important issues i.e. 5-day banking & Pension updation on RBI line, agreed to be discussed and settled in conciliation proceedings before CLC on 24.6.2022 are not negotiated and settled soon, then the Bank Officers will express their protest by going on Mass Casual Leave for two days. Better, if you give dates for Mass Casual Leave in your letter. Request IBA to inform the government about this and take immediate steps to solve the problem.



We are sure that this step of yours will pave the way for the resolution of the above issues. Such of steps, as you may contemplate, are eagerly wanted in government circle. The government is currently not in a position to ignore the discontentment of the Bank Officials. Banks are like an infallible weapon in the hands of the government. For the government, banks are the pivot of economic development of nation.



This step of yours, please believe, will have a positive impact on the quality of negotiation and agreement on your COD as well. At the moment you have to release one arrow that will prove to be multi-dimensional. Even if the program of two days mass casual leave does not work, the message of this step will be far-reaching. The officer Associations will be seen moving in the right direction and the illusion will be broken, which is at present that without the 9th Union even the leaf in Banking does not move. The matter of moving the leaf is minor. Do something that creates the tremors of earthquake in Banking.
