15 अक्टूबर 2026 से लागू नए नियमों के अनुसार, बड़े मर्चेंट्स के लिए 0.4% का मर्चेंट डिस्काउंट रेट (MDR) तय किया गया है। लेकिन आम जनता और कुछ बेहद ज़रूरी सेवाओं को राहत देने के लिए सरकार और NPCI ने कुछ खास कैटेगरीज में प्रतिशत (%) के बजाय सस्ता और तय फ्लैट शुल्क (Flat Fee) लागू किया है।
जानिए इन जरूरी सेवाओं पर कितना चार्ज लगेगा:
* ⛽ पेट्रोल पंप (Fuel Stations): यदि आप ₹2,000 से अधिक का ईंधन (पेट्रोल/डीजल) भरवाते हैं, तो पेट्रोल पंप संचालक पर कोई प्रतिशत चार्ज नहीं लगेगा। इस पर प्रति ट्रांजैक्शन मात्र ₹5 का फ्लैट शुल्क तय किया गया है।
* 🚂 रेलवे बुकिंग (IRCTC और काउंटर): परिवार के लिए टिकट बुक करते समय यदि बिल ₹2,000 से ऊपर जाता है, तो पूरे अमाउंट पर 0.4% कटने के बजाय केवल ₹5 का फिक्स चार्ज लगेगा।
* 🛡️ बीमा प्रीमियम (Insurance Premiums): अपनी जीवन या स्वास्थ्य बीमा पॉलिसी के ₹2,000 से अधिक के भारी-भरकम प्रीमियम भुगतान पर भी सिर्फ ₹5 का फ्लैट शुल्क लागू होगा।
* ⚡ बिजली, पानी और ब्रॉडबैंड बिल: ₹2,000 से अधिक के सरकारी या निजी यूटिलिटी बिलों के भुगतान पर भी मर्चेंट को केवल ₹5 का तय शुल्क देना होगा।
ध्यान दें:
1. यह शुल्क केवल ₹2,000 से ऊपर के ट्रांजैक्शन पर ही लागू है। ₹2,000 से कम के सभी लेन-देन पहले की तरह 100% मुफ्त हैं।
2. यह चार्ज सिर्फ मर्चेंट (दुकानदार/कंपनी) को देना है। कोई भी व्यापारी इसे ग्राहकों के बिल में अलग से नहीं जोड़ सकता।

Whether passengers book tickets directly at physical station counters or online via IRCTC, the same blanket policy applies:
The Cap: A fixed flat charge of ₹5 per transaction for tickets costing above ₹2,000.
The Impact: For family vacation bookings or long-distance AC tier tickets that easily reach ₹5,000 to ₹10,000, the Indian Railways as a merchant will only ever pay ₹5 to the banking ecosystem, rather than a variable percentage fee (which would have been ₹40 on a ₹10,000 ticket). Passengers pay only the base ticket fare.
Annual or quarterly insurance renewals generally command high ticket sizes but are tied directly to consumer financial security.
The Cap: Covered under the same concessional umbrella, paying a flat ₹5 fee for premium transactions above ₹2,000.
The Impact: Even if a policyholder settles a heavy annual life insurance premium of ₹40,000 via a UPI handle, the insurance provider's transactional ecosystem overhead is legally frozen at a micro-fee of ₹5
To prevent cost escalations across daily public necessities, several other sectors have specific flat caps or specialized formulas:
Public Utilities: Electricity bills, municipal water charges, and piped natural gas (PNG) payments above ₹2,000 carry a flat MDR of ₹5.
Telecom Services: High-value post-paid family plans or annual prepaid broadband recharges above ₹2,000 carry a flat MDR of ₹5.
Education Fees: School and college tuition fees cleared digitally are assigned a matching flat ₹5 concession on payments above ₹2,000.
Capital Markets: Fund transfers to stockbrokers, mutual fund platforms, and investment indices follow a completely distinct sub-tier framework. They attract a fractional fee of 0.02% of the transaction value, which is strictly capped at a maximum ceiling of ₹300 per transaction.
