One important distinction
Many of these were government programmes implemented by different ministries, civil servants, state governments, Parliament, public-sector institutions and private-sector partners.
It is more accurate to say that Modi's governments initiated, approved, promoted or provided political leadership for them. The official government material itself describes these as programmes of the Government of India.
