सत्य, संयम और विवेक की अपील: भ्रामक सोशल मीडिया अफवाहों से सावधान रहें

जय जिनेंद्र साधर्मिक बंधुओं,

श्री सम्मेद शिखरजी केवल एक पर्वत नहीं, बल्कि हमारी आस्था का सर्वोच्च केंद्र और 20 तीर्थंकरों की पवित्र मोक्ष भूमि है। तीर्थराज की पवित्रता और सुरक्षा को लेकर प्रत्येक जैन धर्मावलंबी का चिंतित और संवेदनशील होना स्वाभाविक है।

लेकिन पिछले कुछ समय से यूट्यूब, व्हाट्सएप्प और अन्य सोशल मीडिया प्लेटफॉर्म्स पर सनसनीखेज वीडियो, भ्रामक थंबनेल और भड़काऊ खबरें फैलाई जा रही हैं। यद्यपि इनमें से कुछ लोग चिंतावश ऐसा करते हैं, परंतु कई बार व्यूज (views) और टीआरपी पाने के लिए छोटी घटनाओं को बढ़ा-चढ़ाकर पेश किया जाता है, जिससे समाज में भय और आक्रोश फैलता है।

सोशल मीडिया का उपयोग करते समय इन बातों का ध्यान रखें:

• अफवाहों पर तुरंत विश्वास न करें: किसी भी व्यक्ति के व्यक्तिगत व्लॉग या वीडियो को अंतिम सत्य न मानें। जब तक स्थानीय दिगंबर/श्वेतांबर समाज की कमेटियों या जिला प्रशासन द्वारा आधिकारिक पुष्टि न हो, तब तक वीडियो शेयर न करें।

• स्वयं कानून हाथ में न लें: किसी भी बिना अनुमति या भावावेश में उठाए गए कदम से कानूनी जटिलताएँ पैदा हो सकती हैं, जिससे तीर्थ की व्यवस्था पर विपरीत असर पड़ता है।

• कानूनी स्थिति को समझें: केंद्रीय पर्यावरण मंत्रालय द्वारा 5 जनवरी 2023 को जारी कार्यालय ज्ञापन (Office Memorandum) के तहत शिखरजी पर्वत क्षेत्र में पर्यटन/इको-टूरिज्म गतिविधियों पर पूरी तरह रोक लगाई जा चुकी है। वहां शराब, मांस, नशीले पदार्थ और तेज संगीत पर पूर्ण प्रतिबंध है। कानून हमारे पक्ष में है—आवश्यकता इसका कड़ाई से पालन कराने की है, न कि घबराहट फैलाने की।

• विवेक और शांति से तीर्थ रक्षा करें: तीर्थ की सच्ची रक्षा नियमित वंदना, समाज की एकजुटता और प्रशासनिक माध्यमों से अपनी बात रखने में है।

आइए, भगवान महावीर के अनेकांतवाद और विवेक के मार्ग पर चलते हुए भ्रामक वीडियो और अफवाहों से दूर रहें तथा तीर्थराज की गरिमा बनाए रखें।

विषय: परम पवित्र श्री सम्मेद शिखरजी (पारसनाथ पर्वत क्षेत्र) की पवित्रता एवं मर्यादा हेतु केंद्रीय पर्यावरण मंत्रालय के आदेश (दिनांक 05.01.2023) का कड़ाई से अनुपालन कराने बाबत।

महोदय/महोदया,

हम आपका ध्यान विश्वभर के जैन धर्मावलंबियों के सर्वोच्च तीर्थराज श्री सम्मेद शिखरजी (पारसनाथ पहाड़ी, गिरिडीह) की पवित्रता और वहां लागू सरकारी नियमों के कड़ाई से पालन की ओर आकृष्ट करना चाहते हैं।

जैसा कि केंद्र एवं राज्य सरकार दोनों द्वारा स्वीकार किया गया है, यह भूमि जैन धर्म की परम पवित्र मोक्ष स्थली है। इसकी धार्मिक गरिमा की रक्षा हेतु भारत सरकार के पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय द्वारा 5 जनवरी 2023 को स्पष्ट निर्देश (Office Memorandum) जारी किए गए थे, जिसके अंतर्गत:

• इको-सेंसिटिव ज़ोन (ESZ) अधिसूचना के तहत पर्यटन एवं इको-टूरिज्म की सभी गतिविधियों पर तत्काल प्रभाव से रोक लगाई गई।

• पारसनाथ अभयारण्य प्रबंधन योजना के नियम 7.6.1 का कड़ाई से पालन सुनिश्चित करने का निर्देश दिया गया।

• पर्वत क्षेत्र में शराब, नशीले पदार्थ, मांस-मदिरा की बिक्री व सेवन, लाउडस्पीकर/तेज संगीत तथा किसी भी प्रकार की अपवित्रता पर पूर्ण प्रतिबंध लगाया गया।

वर्तमान चिंताएँ एवं अनियमिततियाँ:

इन स्पष्ट आदेशों के बावजूद, वंदना मार्ग (27 किमी परिक्रमा पथ) पर ज़मीनी स्तर पर कुछ ढिलाई देखी जा रही है:
• वंदना मार्ग पर तंबाकू, सिगरेट या अन्य प्रतिबंधित सामग्रियों के उपयोग की छिटपुट शिकायतें सामने आती हैं।
• विभिन्न टोंकों (विशेष रूप से पार्श्वनाथ टोंक क्षेत्र) के आसपास सुरक्षा जाँच और रात्रि गश्त को और अधिक मजबूत करने की आवश्यकता है।
• गैर-श्रद्धालु असामाजिक तत्वों द्वारा तीर्थ की मर्यादा के विपरीत आचरण करने के मामले सामने आते हैं, जिससे श्रद्धालुओं की भावनाएं आहत होती हैं।
•
हमारी प्रमुख मांगें / निवेदन:

तीर्थ की शांति, सुरक्षा और प्रशासनिक व्यवस्था बनाए रखने के लिए हम आपसे निम्नलिखित कदम उठाने का सादर अनुरोध करते हैं:

• सख्त चेकिंग प्वाइंट्स की स्थापना: मधुबन एवं पहाड़ी के मुख्य चढ़ाई मार्गों पर पुलिस/वन विभाग की स्थायी चौकियाँ स्थापित की जाएँ, जहाँ नशीले पदार्थों, तंबाकू और प्लास्टिक का प्रवेश पूरी तरह रोका जा सके।

• सीसीटीवी एवं पुलिस गश्त में वृद्धि: पार्श्वनाथ टोंक सहित सभी पवित्र टोंकों के समीप सुरक्षा गश्त बढ़ाई जाए और सीसीटीवी कैमरों से निरंतर निगरानी की जाए।

• आधिकारिक सूचना बोर्ड: पूरे वंदना मार्ग पर हिंदी, अंग्रेजी और स्थानीय भाषा में स्पष्ट चेतावनी बोर्ड लगाए जाएँ, जिनमें 2023 के सरकारी आदेश और उल्लंघन करने पर होने वाली कानूनी कार्रवाई का उल्लेख हो।

• अनुश्रवण समिति (Monitoring Committee) की नियमित बैठक:

ESZ निगरानी समिति की बैठकें नियमित रूप से आयोजित की जाएँ, जिसमें जैन समाज के प्रतिनिधियों को शामिल रखकर नियमों के पालन की समीक्षा की जाए।
हमें पूर्ण विश्वास है कि प्रशासन इस विषय की संवेदनशीलता को समझते हुए मौजूदा कानूनों का कड़ाई से अनुपालन कराएगा और श्री सम्मेद शिखरजी की पावन गरिमा को अक्षुण्ण रखेगा।

​An Appeal for Wisdom, Truth, and Unity (सत्य और संयम की अपील)

​Jai Jinendra to all Sadharmik Bandhus,

​Shri Sammed Shikharji is the core of our faith—the sacred Moksha Bhumi of 20 Tirthankaras. While it is natural for every Jain to feel deep emotion and concern regarding the sanctity of our Tirthraj, we must exercise extreme caution regarding how information is consumed and shared on social media.

​Recently, sensationalized videos, emotional clickbait, and unverified viral clips have been circulating on YouTube and WhatsApp. While some may stem from genuine concern, many are designed to create panic, provoke outrage, and divide communities for online views.

​How to Approach Viral Videos Responsibly:

• ​Verify Before Reacting: Do not accept unverified individual vlog accounts or sensational titles as absolute facts. Always cross-check claims with official statements issued by local Jain Samaj Trusts (Digambar and Shwetambar Committees) or district authorities.
• ​Avoid Unauthorized Actions: Individual acts without the guidance or consent of designated Teerth Suraksha Committees or local administration can create legal complications and disrupt peaceful management.
• ​Know the Existing Protections: The Union Ministry of Environment, Forest and Climate Change (MoEFCC) via its Office Memorandum dated January 5, 2023, officially stayed all eco-tourism activities on Parasnath Hill and mandated strict enforcement against non-vegetarian food, alcohol, and desecration. The existing framework is legally in our favor—our job is to demand enforcement, not yield to viral panic.
• ​Promote Peace and Vigilance: True protection (Teerth Raksha) comes through unity, regular pilgrimage (Yatra), respectful engagement, and formal institutional representations, rather than spreading inflammatory messages.

​Let us practice Anekantavada and Vivek (discrepancy/wisdom). Protect the sanctity of Shikharji through constructive, lawful action and unwavering faith—not panic.

​Subject: Representation regarding strict enforcement and compliance of MoEFCC Office Memorandum dated 05.01.2023 for preserving the sanctity of Shri Sammed Shikharji Parvat Kshetra (Parasnath Hill).

​Respected Sir/Madam,

​We are writing to draw your urgent attention to the ongoing need for strict ground-level enforcement of existing statutory directives and rules governing the Shri Sammed Shikharji Parvat Kshetra (Parasnath Hill, Giridih).

​As recognized by both the Central and State Governments, Shri Sammed Shikharji is the most sacred pilgrimage site for the global Jain community. To protect its sanctity, the Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India, issued an Office Memorandum on January 5, 2023, which explicitly:

• ​Stayed all tourism and eco-tourism activities under Clause 3 of the Eco-Sensitive Zone Notification (S.O. 2795(E)).

• ​Directed the State Government of Jharkhand to strictly enforce Clause 7.6.1 of the Management Plan of the Parasnath Wildlife Sanctuary.

• ​Enforced a complete ban on the sale and consumption of liquor, intoxicants, non-vegetarian food, loud music/loudspeakers, and any form of desecration on Parasnath Hill.

• ​Mandated the inclusion of permanent representatives from the Jain community in the High-Level Monitoring Committee.

​Key Concerns & Irregularities Observed:

​Despite these clear notifications and subsequent judicial confirmations, pilgrims regularly report ground-level laxity on the 27 km trekking route, including:
• ​Unauthorized carrying or consumption of tobacco, alcohol, and prohibited items along the trail.
• ​Insufficient enforcement checkpoints and inadequate night monitoring along the Tonks (sacred shrines).
• ​Intermittent tourist nuisances that disrespect the religious norms of the sacred site.

​Our Prayer / Requests:

​To prevent public unrest, curb sensational rumors, and uphold the rule of law, we respectfully request the administration to execute the following steps immediately:

• ​Set up Dedicated Verification Checkpoints: Deploy dedicated police/forest personnel at Madhuban and key trail entry points to screen and restrict alcohol, tobacco, non-vegetarian items, and unauthorized plastic waste.

• ​Increase Patrols & CCTV Surveillance: Enhance security surveillance near all Tonks (specifically Parasnath Tonk) and sensitive spots on the mountain to prevent any unauthorized interference or desecration.

• ​Formal Notification Boarding: Install official signboards in Hindi, English, and local languages along the entire trek path clearly stating the prohibited activities under the 2023 MoEFCC OM and the specific penalties for non-compliance.

• ​Regular Monitoring Committee Meetings: Convene routine reviews of the designated ESZ Monitoring Committee, including Jain community representatives, to continuously review compliance and address local grievances promptly.

​We trust that the administration will act swiftly to ensure full compliance with the existing legal directives and preserve the pious atmosphere of Shri Sammed Shikharji.
