1. दोस्तों और रिश्तेदारों को पैसे भेजना हमेशा की तरह मुफ्त रहेगा (P2P Transfers)


  • क्या मतलब है?: जब आप अपने किसी दोस्त, भाई, माता-पिता या किसी भी व्यक्ति के बैंक खाते में UPI (जैसे PhonePe, Google Pay, Paytm) के जरिए पैसे ट्रांसफर करते हैं, तो वह पूरी तरह मुफ्त रहेगा।चाहे आप ₹500 भेजें या ₹50,000, आपसे एक भी पैसा नहीं काटा जाएगा।

2. ₹2,000 से कम के सभी पेमेंट पर कोई चार्ज नहीं (Transactions Under ₹2,000)

  • क्या मतलब है?: आपके घर के पास की किराना दुकानचाय की टपरीसब्जी वाले या ऑटो वालेजिनकी महीने की UPI कमाई ₹1 लाख तक हैवे इस दायरे से बाहर हैं। अगर आप उन्हें ₹2,000 से ज्यादाका पेमेंट भी कर देंतो भी उन छोटे दुकानदारों से कोई फीस नहीं ली जाएगी।

4. ₹2,000 से ज्यादा के बड़े पेमेंट पर भी ग्राहक को कुछ नहीं देना (MDR Applied on Merchants, Not Consumers)


  • क्या मतलब है?: अगर आप किसी बड़े शोरूम से ₹10,000 का टीवी खरीदते हैं और UPI से पेमेंट करते हैं, तो आपके खाते से सिर्फ ₹10,000 ही कटेंगे, एक भी पैसा ज्यादा नहीं। जो 0.4% का चार्ज (यानी ₹40) लगेगा, वह वह बड़ा शोरूम अपने मुनाफे से बैंक को देगा। कोई भी दुकानदार यह चार्ज आपसे (ग्राहक से) नहीं वसूल सकता, ऐसा करना गैरकानूनी है।

  • क्या मतलब है?: देश में हर साल करोड़ों का लेनदेन UPI से होता है। कंप्यूटर सर्वर को चालू रखने, फ्रॉड(धोखाधड़ी) रोकने और सुरक्षा को मजबूत करने के लिए बहुत पैसों की जरूरत होती है। इसलिए सरकार नेतय किया कि आम जनता से पैसे लेने के बजाय, सिर्फ देश के 4% सबसे बड़े और अमीर बिजनेस घरानों सेथोड़ा सा प्रोसेसिंग चार्ज लिया जाए ताकि UPI सिस्टम हमेशा बिना रुके मुफ्त चलता रहे।


ग्राहकों के लिए जरूरी चेतावनी:

अगर कोई दुकानदार आपसे यह कहकर अतिरिक्त (Extra) पैसे या कैश मांगता है कि "UPI पर चार्ज लग रहाहै", तो यह पूरी तरह गैरकानूनी है। आप तुरंत इसकी शिकायत कर सकते हैं:

  1. अपने UPI ऐप (जैसे PhonePe, Google Pay) में उस ट्रांजैक्शन पर जाकर 'Report Dispute' करें।
  2. राष्ट्रीय उपभोक्ता हेल्पलाइन (National Consumer Helpline) के नंबर 1915 पर कॉल करकेशिकायत दर्ज कराएं।



अगर कोई दुकानदार ग्राहक से जबरन चार्ज वसूलता है, तो बैंक क्या कार्रवाई करेंगे?

QR कोड और UPI आईडी ब्लॉक (Deactivation): शिकायत सही पाए जाने पर बैंक उस दुकानदार कीमर्चेंट UPI आईडी और दुकान पर लगा QR कोड तुरंत हमेशा के लिए ब्लॉक कर सकते हैं।


पेनल चार्ज (Penalty): बैंक उस दुकानदार पर नियमों के उल्लंघन के लिए भारी जुर्माना लगा सकते हैं।


ब्लैकलिस्ट (Blacklisting): उस मर्चेंट को बैंकों की ब्लैकलिस्ट में डाल दिया जाएगा, जिससे उसे भविष्यमें किसी भी बैंक से नया QR कोड या स्वाइप (POS) मशीन नहीं मिलेगी।
