Social Welfare for Life of the Employee After Retirement.

"OLDER  we  grow,  more  enjoy   this  life  becomes,  because  growing  in  age  gives  you  greater  perceptions  and  awareness   to  appreciate  all  around  us ...... Even  now  mere  sound  of  a  rainfall  or  small  chirp  of  a  tiny  birds  reveal  the  ecstatic  beauty  and  infinite  power  of  the  Creater."

Bank Pensioners have forgotten the enjoy that comes older they grow. Older they grow, their hardships too grow & harden. With grow in age, their pension moneys deplets under inflationary trends. With grow in age, their physical status deteriorate they run in multiple health hazards necessitating more health care expenses. Where is enjoy in such older we grow phenomenon? We can enjoy or grasp perceptions, awareness or appreciate the things around us provided we remain in happy state of mind. Only in happy state of mind we can feel the esctatic beauty of sound of rainfall or small chirp of a tiny bird and infinite power of world Creator.

"Pension is an assistance for the post-retirement period. It is not a gift to be paid voluntarily, but it is a way of social welfare for the dignified life of the employee after retirement.

“It should always be kept in mind that the basic premise of granting such pension is to provide the retired employee with the means to lead a dignified life in old age and that such benefits should not be denied to an employee unfairly, especially on the basis of technicalities.” 

In a judgment, the Supreme Court said that pension is not a gift, which should be paid voluntarily, but it is a measure of social welfare for the retired employee, so that the employee can live a dignified life even after the job. But, unfortunately, the doors of banking have been closed over the years to these fundamental principles, concepts and judgments of the Supreme Judiciary. What to complain at the closed doors of banking, the banking unions have also kept their doors closed. Even today there has not been a slight change in their attitude, but with a sense of vengeance, they have come down on the barrier. Now, they are bent upon not allowing pension revision by any fair or foul means.

" हम जितने उम्रदराज होते हैं, यह जीवन अधिक आनंदमय बन जाता है, क्योंकि बढ़ती उम्र, हमारे आपपास हो रहे बदलाव की सराहना के लिए हमें अधिक से अधिक अवधारणाएं एवं जानकारियां देती है।  ...... यहां तक कि वर्षा की केवल ध्वनि या छोटी पक्षियों की धीमीं चहकन,  सृष्टिकर्ता की आनंदमयी सुंदरता और अनंत शक्ति को प्रकट करती है।"

बैंक पेंशनभोगी उस आनंद को भूल गए हैं जो वे बढ़ती उम्र में होने के हकदार हैं। वे बड़े होते हैं, साथ में उनकी कठिनाइयाँ भी बड़ी और कठोर होती हैं। उम्र बढ़ने के साथ, मुद्रास्फीति के दबाव में उनकी पेंशन राशि कम हो जाती है। उम्र बढ़ने के साथ, उनकी शारीरिक स्थिति बिगड़ती है, वे कई तरह के स्वास्थ्यीय खतरों में होते हैं और उन्हें स्वास्थ्य देखभाल खर्च की अधिक आवश्यकता होती है। इस तरह से  बूढ़े होने में आनंद कहाँ है? हम अपने आस-पास की परिणतियों का आनंद, समझ, जागरूकता या सराहना कर सकते हैं, बशर्ते हम प्रसन्नचित हों। केवल मन की प्रसन्न अवस्था में ही हम वर्षा की ध्वनि या एक छोटे पक्षी की धीमीं सी चहक और विश्व श्रृजनकर्ता की अनंत शक्ति की मनोहर सुंदरता को महसूस कर सकते हैं।

"पेंशन सेवानिवृत्ति के बाद की अवधि के लिए एक सहायता है। यह कोई उपहार नहीं है जिसका भुगतान अपनी मर्जी से किया जाये, बल्कि यह सेवानिवृत्ति के बाद कर्मचारी के सम्मानित जीवन के लिए समाज कल्याण का एक तरीका है।

“इस बात को हमेशा ध्यान में रखा जाना चाहिए कि इस तरह के पेंशन देने का मूल आधार सेवानिवृत्त कर्मचारी को वृद्धावस्था में सम्मानित जिन्दगी जीने का साधन उपलबध कराना है तथा इस प्रकार के लाभ से किसी कर्मचारी को अनुचित तरीके से, खासकर बारीकियों के आधार पर वंचित नहीं किया जाना चाहिए।” 

सुप्रीम कोर्ट ने एक फैसले में कहा कि पेंशन कोई उपहार नहीं जिसका भुगतान मर्जी से किया जाये, बल्कि यह सेवानिवृत्त कर्मचारी के लिए समाज कल्याण का एक उपाय है, ताकि कर्मचारी नौकरी के बाद भी सम्मानित तरीके से जीवन यापन कर सके। लेकिन, दुर्भाग्य का विषय है कि इन आधारभूत सिद्धांतों, सर्वोच्च न्यायपालिका की अवधारणाओं और निर्णयों के लिए, बैंकिंग के  दरवाजे वर्षों से बंद रहे हैं। बैंकिंग के बंद दरवाजों पर क्या शिकवा करें, बैंकिंग यूनियनों ने भी अपनें दरवाजे बंद कर रखा हैं। आज भी उनके रवैये में रंचमात्र बदलाव नहीं आया है, बल्कि प्रतिशोध की भावना लिए अवरोध पर उतर गए हैं। अब वे येनकेन प्रकारेण पेंशन रिवीजन नहीं होने देने पर आमादा हैं।
