Questions Raised Against IBA

Following message of Sri Kamlesh  Chaturvedi  taken from Facebook  which every bank staff should read and try to understand  where they stand and what UFBU is doing for decades.


Few Basic and important questions that must peep into the minds of every common bank employee and for that matter Trade Union workers who are Office-Bearers of various bank-wise Unions at Regional/State/All India level must be as to whether Leaders negotiating at apex Industry Level have power, authority and competence to negotiate on behalf of Bank Employees? While Indian Banks Association has clarified its position through issuance of its own Law Circular on 30.09.2019 after We Bankers questioned its Status. Indian Banks Association says its neither a registered body nor it is a "STATE" within the meaning of Article 12 of Constitution of India. It acts on the mandate given by various member Banks and its role and status is that of an advisory body only. Such free, frank and unambiguous statement by Indian Banks Association places greater significance and importance to the "MANDATE" given to it by member Public Sector Banks.

Now basic and vital question of importance is : Whether a member Public Sector Bank consults and takes into confidence the elected representatives of Employees of that particular Bank before giving mandate to Indian Banks Association? If not, where is the voice of common bank employees?

Remember as common bank employee, you pay your monthly subscription to a State Level Bank-wise Registered Union and you are member of such Union. The Union of which you are a member and pay your monthly subscription has a separate entity having been registered with Registrar of Trade Unions at respective State Level and has its own bye-laws. Under the Code of Discipline accepted by Indian Banks Association, as permanent employee you have a right to elect your own representatives at Branch Level, Regional Level and All India Level through Secret Ballot. This valuable right gives you an opportunity to elect any one from amongst the various registered Unions operating in your bank based on qualities and potential. Thus, Code of Discipline has provided to ensure that there is democracy in the matter of Recognition of All India Union at the level of Bank and Election of  Representatives of Employees of a particular Bank through Secret Ballot.

As a common bank employee, you must be concerned with the Registered Union of which you are a member and to which you pay your monthly subscription and such Registered Union must be answerable and accountable to you on all matters whether such matters pertains to Branch Level, Regional Level, All India Level and Industry Level. At the same time, elected representatives of such Union must have a say in all such matters otherwise how they will answer to your queries, satisfy and convince you?

The Indian Banks Association is disrespecting, disregarding and violating the Code of Discipline which has been accepted by it and permitting those who have not been elected by Bank Employees through Secret Ballot. Thus, there is unholy combination of both Indian Banks Association and various constituent Unions of United Forum of Bank Employees and such unholy combination is serving and protecting the interest of each other. The democracy guaranteed under Code of Discipline has been murdered by both United Forum of Bank Unions and Indian Banks Association. While United Forum of Bank Unions is not questioning the power, competence and authority of Indian Banks Association in spite of free, frank and unambiguous admission of its position by Indian Banks Association itself and Indian Banks Association is not questioning the powers, competence and authority of Leaders of United Forum of Bank Unions being not duly elected representatives of Bank Employees. In this process, it is your voice i.e. voice of common bank employees which is being disrespected, ignored and sidelined.

WILL YOU BE A SILENT SPECTATOR OF KILLING OF YOUR RIGHT AND HAVE A SAY IN ALL MATTERS CONCERNING YOU-A VALUABLE RIGHT PROVIDED TO YOU BY CODE OF DISCIPLINE?

This question must agitate the mind of each and every trade union worker who is an Office Bearer of any union at Local/State Level who work with utmost devotion and dedication for redressing the grievances of the members who pay them monthly subscription. There is no voice of such trade union workers in matters relating to fixation of Salary, Pension, Number of Days per week working and other service conditions which are decided at apex industry level.

We Bankers has provided you an opportunity to snatch your right irrespective of your Union Affiliation. It is Endeavour of We Bankers that there must be Trade Union Reform in Banking Industry by way of democracy, fixing of accountability and responsibilities of elected representatives.

Forget which union you belong. Remember that We Bankers is fighting for your own right, your dignity, your powers and authority to have a say in all matters. Thus, the present movement of We Bankers is your movement and you have a duty to strengthen it and make it successful rising above trade union affiliation for the sake of Trade Union Reforms in Banking Industry.

ACT NOW BEFORE ITS TOO LATE. RISE TO THE OCCASION TO LEAD THE MOVEMENT. QUESTION THE AUTHORITY, POWER AND COMPETENCE OF BOTH INDIAN BANKS ASSOCIATION AND LEADERS OF UNITED FORUM OF BANK EMPLOYEES. RESIST DISRESPECTING AND DISREGARDING THE CODE OF DISCIPLINE BY BOTH THESE NEGOTIATING AGENCIES TO SUB-SERVE THEIR OWN INTEREST.
