यहाँ बैंक हड़ताल को सुलझाने के लिए संवाद/वार्ता और बैंक सुचारू रूप से चलाने के उपायों से संबंधित  जानकारी प्रस्तुत है:


बैंक हड़ताल के समाधान और सुचारू संचालन हेतु महत्वपूर्ण संदेश:


1. मुद्दों के समाधान और संवाद की पहल (Reconciliation of Issues):


सरकार और वित्त मंत्रालय ने बैंक यूनियनों से अपील की है कि वे हड़ताल के रास्ते को छोड़कर रचनात्मक बातचीत (Constructive Dialogue) के माध्यम से अपनी शेष मांगों पर चर्चा करें


यूनियनों की अधिकांश चिंताओं (जैसे पीएलआई योजना को स्थगित रखना आदि) का सकारात्मक समाधान किया जा चुका है, और 5-दिन के कार्य सप्ताह (Five-day workweek) जैसी शेष मांगों पर भी सहानुभूति पूर्वक विचार किया जा रहा है। अतः हड़ताल से बचकर सौहार्दपूर्ण हल निकालना सर्वोपरि है।


2. बैंक कामकाज और संचालन सुनिश्चित करने के कदम (Ensuring Bank Functioning):


शाखाओं का संचालन: हड़ताल के दिनों में भी महत्वपूर्ण और रणनीतिक शाखाओं को खुला रखने के निर्देश दिए गए हैं ताकि ग्राहकों और सरकारी लेन-देन पर असर न पड़े।


गैर-हड़ताली कर्मचारियों की तैनाती: 


जो कर्मचारी हड़ताल में शामिल नहीं हैं, तथा प्रशासनिक कार्यालयों के सहयोग से बैंक शाखाओं का संचालन सुचारू रूप से जारी रखने की व्यवस्था की गई है।


कानूनी एवं सुरक्षात्मक कार्रवाई: 


यदि किसी भी स्तर पर हड़तालियों द्वारा काम करने वाले कर्मचारियों को जबरन रोकने, धमकाने या शाखाओं को बलपूर्वक बंद कराने का प्रयास किया जाता है, तो स्थानीय प्रशासन के सहयोग से तुरंत कानूनी कार्रवाई और एफआईआर (FIR) दर्ज करने के कड़े निर्देश दिए गए हैं।

यदि तुम्हारी भर्त्सना हो रही है, तो

सबसे पहले अपने अंदर  झांको;

तय करो तुम तानाशाह, अपराधी तो नहीं हो 

यदि तुम शक्तियों का दुरुपयोग करते हो,

तो लोगों की प्रतिक्रिया है, दुर्व्यवहार नहीं !!

हमें सोशल मीडिया पर 16 तारीख को बैंककर्मियों को संबोधित एक पत्र मिला है, जिसमें 3 दिन की हड़ताल सुनिश्चित करने का जिक्र है, जिसमें मुख्य रूप से अपने कट्टर विरोधियों के खिलाफ अपना गुस्सा, पीड़ा, घृणा, हताशा व्यक्त की गई है। 

पत्र में आरोप लगाया गया है कि 'शत्रु ताकतों द्वारा बहुत सी ध्यान भटकाने वाली रणनीति अपनाई जा रही है, जिन्होंने सरकार का समर्थन करने का रास्ता चुना है।' पत्र के शब्दों में, कर्मचारियों और अधिकारियों के बीच भ्रम पैदा करने और उनकी एकता को विभाजित करने के लिए सभी प्रकार के प्रचार-स्पष्ट रूप से इसका मतलब दुर्भावनापूर्ण प्रचार-प्रसार किया जा रहा है।'

 पत्र लिखने वाले का कहना है कि उनके धुर विरोधी सोशल मीडिया पर सक्रिय हैं और अपमानजनक संदेश प्रसारित करने में व्यस्त हैं। दुस्साहसी स्वभाव में वह कहते हैं, ''ये प्रयास उनके लिए कोई नई बात नहीं हैं,'' और फिर कुछ उपदेशों के साथ समापन करते हुए उन्होंने अपने साथियों को "कुत्सित प्रयासों और बुरे प्रचार" से दूर रहकर असफल करने की सलाह दी।


अमेरिकी राष्ट्रपति निक्सन ने अपने इस्तीफे के बाद अपने स्टाफ और कैबिनेट सहयोगियों को संबोधित करते हुए बेहद भावुक शब्दों में कहा, *"केवल अगर आप सबसे गहरी घाटी में रहे हैं तो ही आप जान सकते हैं कि सबसे ऊंचे पर्वत पर होना कितना शानदार है।"

कड़वाहट पर काबू पाने के बारे में उन्होंने आगे जो कहा वह जानने लायक है। उन्होंने कहा, ''हमेशा याद रखें, दूसरे आपसे नफरत कर सकते हैं, लेकिन जो आपसे नफरत करते हैं वे तब तक नहीं जीतते जब तक आप उनसे नफरत नहीं करते, और फिर आप खुद को नष्ट कर लेते हैं।


अब, इसमें निहित बुद्धिमत्ता के बारे में सोचें। खोजें, ज्ञान और स्वीकारोक्ति जो भी नफरत का ज़हर था जो उन्हें और उनके प्रशासन को प्रेरित कर रहा था और उन्हें यह एहसास हुआ कि इसने उनके दुश्मनों को नष्ट नहीं किया, बल्कि खुद को नष्ट कर दिया। 

सोशल मीडिया में इस पत्र में पेंशनर समुदाय और उनका समर्थन करने वालों के प्रति भारी नफरत, आक्रोश और शत्रुता का चित्रण है। 


यह अब कोई रहस्य नहीं है कि BMS और इसकी बैंकिंग यूनियनें, NOBO और NOBW समान रूप से वर्किंग और सेवानिवृत्त बैंककर्मियों का समर्थन कर रहे हैं और यही कारण है कि NOBO/NOBW को यूएफबीयू से हटा दिया गया है। 9.7.2026 को वित्तमंत्री के साथ बैठक कर उन्होंने सार्वजनिक बैंकों के सभी चेयरमैन /MD-CEOs को अल्पसंख्यक यूनियनों के साथ समय-समय पर आईआर बैठकें आयोजित करने का निर्देश जारी करवाया। 

इस निर्देश ने दशकों से चले आ रहे बूढ़ी और स्वनामधन्य तथाकथित सबसे बड़ी यूनियन के आधिपत्य को एक बड़ा झटका दिया है। 


इसके अलावा, 7.9.2026 को BMS के वित्तीय क्षेत्र के प्रमुख श्री गिरीश चंद्र आर्या ने वर्किंग के विवादास्पद मुद्दों - 5 दिवसीय बैंकिंग और पीएलआई की गड़बड़ी - और पेंशनर्स के पेंशन अद्यतन, स्वास्थ्य बीमा, डीए एकरूपता, अनुग्रह राशि की समीक्षा आदि के संदर्भ में वित्त मंत्री से मुलाकात की। वित्तमंत्री ने सूचित किया कि अगले वेतन वार्ता पर विचार करने के लिए PLI को फिलहाल स्थगित रखा गया है और 5 दिवसीय बैंकिंग पर सक्रिय रूप से विचार किया जा रहा है, मंजूरी शीघ्र मिल सकती है। इन घटनाक्रमों पर, स्वनामधन्य महाशय अपना मानसिक संतुलन खो दिया और  अब संदेह दूर करने के लिए गड़बड़ी के लक्षण सामने आ चुके हैं।


हम अपने अगले 2/3 संदेशों में बैंको और बैंकिंग उद्योग के स्तर पर तथाकथित बड़ी यूनियन के बंटाधार-पुरुष की मैनेजमेंट और आईबीए के साथ नापाक गठजोड़ का भंडाफोड़ करेंगे, जिसने वर्किंग और रिटायर्ड बैंककर्मियों के जीवन को नरक बना दिया है। हम उन लफ्फाजियों पर सिलसिलेवार चर्चा करेंगे, जो पिछले ढाई दशकों से हो रही है। सभी वर्किंग और रिटायर्ड बैंककर्मियों से आग्रह है कि आगामी हर पोस्ट को ध्यान से पढ़ें और लोगों से साझा करें। बैंककर्मी अब नहीं चेते तो उनका बंटाधार होना तय है।

Now I am submitting below in English what government has taken steps to reconcile with striking bank staff and what steps have been then taken to ensure bank functions to meet essential services.


To address the proposed nationwide bank strikes called by employee unions (such as the United Forum of Bank Unions over demands like a five-day workweek), the government and financial authorities have implemented a combination of administrative, conciliatory, and operational measures:

1. Diplomatic and Conciliatory Appeals

  • Urging Dialogue: The Ministry of Finance has formally urged bank employees and unions to call off the strikes and resolve pending matters through constructive discussion, pointing out that continuous agitations affect public convenience and crucial financial timelines.
  • Addressing Core Demands: The government highlighted that major concerns have already been addressed—notably keeping the Performance Linked Incentive (PLI) scheme in abeyance following union feedback—while noting that the remaining demand for a five-day workweek is actively under examination.

2. Administrative Preparedness & Crisis Management

  • High-Level Reviews: Financial Services Secretary Sanjay Lohia convened high-level meetings with heads of Public Sector Banks (PSBs), Regional Rural Banks (RRBs), and NABARD to blueprint standard operating procedures and ensure business continuity.
  • Crisis Management Groups: A dedicated crisis management group has been deployed to coordinate responses across banks, minimizing disruptions to government transactions, international banking, and public utility services, particularly given that strike dates coincide with sensitive financial windows like the half-yearly closing on September 30.

3. Highlighting Employee Welfare and Workforce Measures

To counter grievances regarding working conditions, the government has widely publicized proactive steps taken for the banking workforce, which include:

  • Enhanced Compensation & Welfare: Implementing revised pay scales, increased allowances, and a significantly expanded Staff Welfare Fund.
  • Robust Recruitment Drive: Boosting staffing levels across public sector banks—recruiting roughly 4.82 lakh employees between FY2015 and FY2026, with recruitment doubling over recent years to fill over 95\% of officer and 92\% of staff positions.
  • Social Security & Inclusivity: Upgrading family pensions, enhancing medical insurance for retirees, introducing special leave provisions for women employees, and increasing conveyance allowances for employees with disabilities.
  • Early Bipartite Negotiations: Initiating groundwork discussions well ahead of the November 2027 Bipartite Settlement deadline to guarantee timely salary revisions.

4. Operational Contingency Planning

  • Digital Alternatives & Branch Advisories: Public sector institutions like the State Bank of India and Union Bank of India have issued customer advisories encouraging the use of digital channels—such as ATMs, net banking, mobile banking apps, and UPI—to mitigate branch-level disruptions.


Yes, official directives issued by the government and financial authorities to Public Sector Banks (PSBs) outline specific operational procedures regarding branch openings and the handling of disruptions by non-striking personnel:

1. Opening of Branches & Deployment of Non-Striking Staff

  • Operationalizing Strategic Branches: Banks have been instructed to ensure that all strategic and important branches—particularly those handling crucial government transactions, treasury operations, and clearing infrastructure—remain operational during strike days.
  • Utilizing Available Workforce: Management is directed to keep branches functioning by deploying non-striking employees, as well as drawing on staff from administrative and regional offices where necessary.

2. Handling Obstructions and Legal Action

  • Protection of Non-Striking Employees: Official guidelines explicitly state that any incidents of obstruction, coercion, or restriction preventing non-striking employees from entering branches or critical infrastructure must be handled firmly.
  • Documentation & Legal Recourse: Banks are instructed to thoroughly document any forceful closures or blockades—including capturing photographic and CCTV evidence—to ensure that appropriate disciplinary and legal action under applicable laws is pursued against individuals resorting to forced shutdowns.

3. Law and Order Coordination

  • District Administration Support: State and district-level representatives of public sector banks are directed to closely coordinate with local district administrations and police authorities. This ensures adequate security is deployed around vital banking installations, currency chests, and key branches to maintain public order and safe access for willing workers and customers.
