29 सितम्बर की वार्ता के दौरान का मज़ेदार वाक़या है । जब IBA के द्वारा Fixed Pay & Variable Pay Scheme को प्रस्तुत किया गया तब IBA के एक अधिकारी ने Power Point Presentation के ज़रिए इसे नेताओं को समझाया और हमारे नेताओं ने मेधावी छात्रों की तरह इसे पूरा मन लगा कर समझा ताकि वे सदस्यों को इसका मतलब समझा सकें । इसे Performance Linked Emoluments कहा जा रहा है ।
अब सवाल यह है कि Operating Profit, Return on Assets को Performance से कैसे जोड़ा जा सकता है ? ज़रा परिभाषा देहते हैं
What Is Operating Profit?
Next on the income statement is operating profit. Derived from gross profit, operating profit reflects the residual income that remains after accounting for all the costs of doing business. In addition to COGS, this includes fixed-cost expenses such as rent and insurance, variable-cost expenses such as shipping and freight, payroll and utilities, as well as amortization and depreciation of assets. All the expenses that are necessary to keep the business running must be included.
Operating Profit = Operating Revenue - COGS - Operating Expenses - Depreciation and Amortization
However, like gross profit, operating profit does not account for the cost of interest payments on debts, additional income from investments or taxes. Gross profit reflects the profitability of a company's operations.
What is 'Return on Assets - ROA'
Return on assets (ROA) is an indicator of how profitable a company is relative to its total assets. ROA gives a manager, investor, or analyst an idea as to how efficient a company's management is at using its assets to generate earnings. Return on assets is displayed as a percentage and its calculated as:
भला आम बैंक अधिकारी और कर्मचारी का ऑपरेटिंग प्रोफ़िट और Return on Assets से क्या लेना देना है ? ये तो सीधे सीधे मैनज्मेंट से जुड़े मसले हैं -क्या आम अधिकारी या कर्मचारी के पास यह अधिकार हैं कि वह उच्च अधिकारियों के ऑपरेटिंग प्रोफ़िट और Return on Asset को प्रभावित करने वाले निर्णयों को नियंत्रित कर सकें ?
ख़ुद IBA और नेताओं के द्वारा दिए गए आँकड़े बताते हैं कि प्रति कर्मचारी उत्पादकता में बेतहाशा वृद्धि हुई है और कुल ख़र्चों में वेतन मद में होने वाले ख़र्चे के प्रतिशत में कमी आयी है ।
कुल मिला कर नेताओं द्वारा प्रस्ताव को होम वर्क के लिए लेना, छात्रों की तरह Power Point Presentation को देखना और समझने की कोशिस करना इंगित करता है कि यह IBA के समक्ष पूरी तरह समर्पण का मसला है । गुज़रे ज़माने के नेता होते तो सीधे सपाट शब्दों में कहते कि तुम्हारे इन तकनीकी शब्दों और Power Point से हमें कुछ नहीं लेना देना -इसे अपने पास रखो -हम पर काम का बोझ बढ़ा है और हमें इतने प्रतिशत कम से कम वृद्धि चाहिए -देने को राज़ी हो तो आगे बात करेंगे नहीं तो हम चले बैंक कर्मियों को यथार्थ बताने - कर्मचारी ख़ुद फ़ैसला लेंगे कि उन्हें क्या करना है ।

2. We ( -10 retired officers Lucknow based ) have filed a Writ petition in the name of Nawal Kumar Saksena and -9- others Vs Bank of Baroda on last Tuesday before division bench of the Hon'ble High Court Lucknow which has been heard and admitted yesterday ( 20.09.2018 ). Court No. - 2Case :- SERVICE BENCH No. - 27249 of 2018
3. The Writ has been filed for inclusion of Special Allowance for retirement benefits like Pension Gratuity ARB etc.
4. You all know that a Special Allowance ranging 7.75% to 11.00% of Basic Pay with DA was introduced in 10th BPS with rider that it will not be reckoned for retirement benefits .
5 The aforesaid clause has been challenged . The order of the Division Bench is enclosed for your kind perusal.
6 The writ will be heard expeditiously because bench has fixed the time frame for counter by Bank, IBA & Union Govt and rejoinder by petitioner and for early listing on priority basis as the issue relates to Retirees.
7. We were very busy during last 3 months in preparation of writ petition. As you all know that now we are fighting the Bank/ IBA on our three major issues:
A. Denial of Special Allowance on superannuation benefits ie Gratuity, Pension, ARB, PF and NPS.
B. Payment of Additional Gratuity to officers for inclusion of
SPECIAL ALLOWANCE FPP/PQP and Additional Gratuity @ 45 days per month etc. to all retired officers.
C. IBA for bringing it under RTI before Hon'ble High Court, Delhi.
