Why Bank Pensioners Are Unhappy

 TO ALL ACTIVISTS, PENSIONERS:



Some pensioners' groups, video makers and some so called Activists keep on changing their gesture and narrative according to the time and circumstances. It seems to be their gamble. Some seem so prejudiced that they go beyond the facts and make allegations and counter allegations. We do not know what they achieve by doing this and to please whom they do this. 


If examined, there is no personal issue of the pensioners and there is no estrangement with anyone. Many people living in the same city are strangers to each other. When they do not meet, do not know, do not recognize, then there is no reason for bickering. The condition of pensioners is similar to that of a crowd attending a fair. Everyone has come to see the fair, no one has to settle the account of life! People, being in the higher age group, seem unnecessarily competing to prove themselves right. The earnest request is, everyone should think of improving this situation and everyone should start this work from their own level.


All pensioners have one identity that they are all former bank workers. They wish a few things. Their problems are common, that is, they all have one disease. Obviously, when the disease is recognized, its diagnosis will also be the same. Common Sickness & Common Cure! One illness different treatment, instead of curing the disease, the disease gets worse.


The big problem of all pensioners is the lack of pension revision / improvement. The second problem is about health security. These two major problems are part of service conditions, which are decided by the Banks Unions and the Indian Banks' Association through mutual negotiations. The Banks Unions represent the Bankmen and the IBA represents the Banks. In such a situation, Banks Unions represent pensioners regarding pension revision and health security. It is unfortunate that it has never been felt that Unions are representing pensioners and making any serious effort towards their issues. What was shown was that from the 7th to the 11th Agreements, decisions were taken to dilute the pension. 


Pensioners hate retirees' unions, AIBRF-AIBPARC, not because they couldn't get pension revised, settle 100% DA, couldn't get good deal of second option, couldn't stop special allowance etc, but hate because when it all were happening then these Unions were busy in fellowship of mathadhishas of operating unions. How shameful is this situation? Far from talking about pension revision and reforms, the operating unions continued to scoff at 50% pension eligibility and AIBRF, AIBPARC remained mute spectators.


Pensioners know that these two retirees unions cannot do anything, not because they are incompetent, but because they do not have the capacity to raise any industrial dispute. In no way can they interfere with the banks and cause industrial unrest. When they don't have this power, why would IBA or bank management give them cognizance?

Industrial settlements occur in the magnitude of industrial unrest. These unions did not do what they could. Just they engaged in cleaning kamandals, matting, pressing the feet of mathadhishas of operating unions. What a shame? Pensioners are the same, who were reckoned once with honor, but today the entire pensioner community is facing difficulties due to incompetent leadership.


The steps taken by small groups and especially Activists after 2015 have raised some hope. It is a different matter, these unions have put all their might to thwart the efforts of these groups/ Activists. They are being attacked internally and externally. It is clear that two retirees Unions are playing the role of Jaichand and Mir Jafar. It would be better if the pensioners ask for the accounts from them and if they do not give the accounts, then settle their accounts.

PENSION REVISION :


Yesterday, on 18.8.2022, in an informal meeting with Hon'ble Finance Minister, one of our well wishers drew her attention to the issues of bank pensioners. Hon'ble Finance Minister said that she is well aware. Assured to consider soon. She asked the concerned officer to consult further on this issue. Yesterday was Hon'ble Finance Minister's birthday, so she was very busy. It is expected that there will be further talks with the concerned officer any time in next week.


PENSION OPTION TO RESIGNEES:


Three-four days ago, on the issue of giving pension option to the resignees, a discussion was held with the Senior Officer of the Hon'ble Finance Minister, in which the Chairman of IBA and the officials of DFS were present. The concerned officer said that some court decisions are in favor and some are in against. In such situation, an administrative decision is needed. Then, the Hon Supreme Court has given several decisions not to award two punishment and the pension of many tainted people has been restored accordingly. Resignees have resigned voluntarily from service. Perhaps, he opined that these points should be given due consideration. The conversation was positive. It is expected that the Chairman of IBA & DFS will consider this position further. It is too early to draw definite conclusions, but what happened there can be considered favorable to the demand of the resignees.

कल, 18.8.2022, को माननीय वित्त मंत्री के साथ एक अनौपचारिक मुलाकात में, हमारे एक शुभचिंतक ने बैंक पेंशनरों के मुद्दों पर उनका ध्यान आकर्षित किया। माननीय वित्तमंत्री ने कहा कि वे भलीभांति अवगत हैं। शीघ्र  विचार करने का आश्वासन दिया। उन्होंने संबंधित अधिकारी से कहा कि इस पर आगे मंत्रणा करें। कल माननीय वित्तमंत्री का जन्मदिन था, इसलिए वह बहुत व्यस्त थी। उम्मीद है कि संबंधित अधिकारी से अगले सप्ताह किसी दिन पुनः मुलाकात और बात होगी। 


इससे दो-चार दिन पूर्व, रिजाइनीज को पेंशन देने के  मुद्दे पर माननीय वित्तमंत्री के वरिष्ठ अधिकारी से बातचीत हुई थी, जिसमें आईबीए के अध्यक्ष व डीएफयस के अधिकारी मौजूद थे। संबंधित अधिकारी ने कहा कि कुछ कोर्ट के फैसले पक्ष में हैं तो कुछ विपक्ष में। ऐसे में एक सामान्य प्रशासनिक निर्णय की बात बनती है। फिर, सर्वोच्च न्यायालय ने दो सजा न देने के अनेक निर्णय लिए हैं और इस आलोक में अनेक दागी लोगों की पेंशन बहाल हो चुकी है। रिजाइनीज सेवा से स्वयं त्यागपत्र दिए हैं। संभवतः वे कहना चाहते थे कि इन बिंदुओं पर समुचित विचार किया जाना चाहिए। बातचीत सकारात्मक रही। डीएफयस/ आईबीए के चेयरमैन इस स्थिति पर और विचार करेंगे, ऐसी आशा है। निश्चित निष्कर्ष निकालना अभी जल्दबाजी होगी, लेकिन वहां जो हुआ वह रिजाइनीज की मांग के अनुकूल माना जा सकता हैं।
