AIBOC is making all out efforts to settle the prolonged wage settlement using all available sources. During last three days our state units made presentation before the Committee on Government Assurances, Rajya Sabha at Lucknow and Chennai.
The contents of AIBOC Circular No. 2015/15 dated 17/02/2015 is reproduced for the information of friends.
“COMMITTEE ON GOVERNMENT ASSURANCES, RAJYA SABHA
STUDY VISIT TO LUCKNOW ON 16.02.2015 AND TO CHENNAI ON 17.02.2015 SUBMISSION OF OUR REPRESENTATION TO THE COMMITTEE.
You are aware that our Confederation leaves no opportunity that helps in an early and reasonable Salary Revision for the Bank Employees and resolving other issues concerning the Bank Employees, working class and common masses. A similar opportunity was utilized as soon as the undersigned came to know on 15th of February, 2015, that Committee on Government Assurances, Rajya Sabha, shall be on visit to Lucknow to study the reasons for delay on demand for pay hike in Public Sector Banks.
Our activists from various Affiliates based in Lucknow were contacted immediately and they were briefed to be present before the committee to submit the view of the Confederation justifying our demands and requesting the Committee to intervene and help us in getting our delayed Salary Revision. A meeting was also arranged through the Affiliates, in the Bank of India, which was the nodal agency for the captioned visit.
As per the briefing given, the delegation consisting of Com. Dilip Chauhan, State Secretary, UP & Uttranchal Unit, Com. Atul Swaroop, State President, Com. S.S. Prasad, General Secretary, DBOA Unit, Com. Vinay Srivastava, General Secretary, UBIOA, Com. Satyajeet Singh, President, BOIOA and Com. B.P. Verma, Zonal Secretary, BOIOA, met the Rajya Sabha Committee and submitted the view of the Confederation as well as the written representation, which was especially drafted by the Central Office. We have been reported that the meeting was meaningful and the Chairman of the Committee, Shri Satish Chandra Mishra, is reported to have assured of full support for the cause of the Bank Officers and Employees. We further came to know that the Committee will visit Chennai-Portblair & other places also and, therefore, the copy of the representation was supplied to General Secretaries of all Affiliates yesterday.
Yesterday, late evening, we came to know that the Rajaya Sabha Committee will be visiting Chennai today. The information was passed on to Com. Anandakumar, Chairman of the Negotiating Committee and Com. Manimaran, Sr. Vice President of our Confederation with a request to seek appointment with the committee and present our case before the committee. We are happy to inform you that Com. K. Anandakumar & Com. J.D.Sharma could meet the members of the committee and a satisfactory interaction could take place with the Chairperson and other members of the committee. The committee members were well informed about the present stage of the salary revision and our representatives could convince the committee about our legitimate demand and early wage settlement which is long overdue.
During the discussions held for about half an hour need for minimum increase of what was settled during previous settlement was emphasized. It was maintained that minimum of 19.5% on pay slip components may be offered by IBA now which was equal to the increase settled during last bi-partite settlement. Clarifications on Establishment cost and Payslip components were also given to the committee members. It was also emphasized that Salary of Bank officers should commensurate with risk, responsibility, accountability, hardships of transfers. Some questions and queries raised by the members of the committee were appropriately answered. Finally, the special note sent by the central office of the Confederation was handed over to the chairperson of the committee with a requested of favour.
The Rajya Sabha committee is supposed to meet IBA officials and GM (HR) of some of the Banks tomorrow at Chennai. Comrades, the leadership of the Confederation is taking all possible steps towards ultimate target of achieving a good salary settlement. But, we should not relent in preparation for our four days strike call from 25th February to 28th February, 2015 and all preparatory programmes announced by United Forum of Bank Unions already circulated by us. We need to make extra efforts this time.
Please ensure 100% participation in all agitational programmes and in strike. All officers, irrespective of their scales and categories should be involved. Special efforts must be made with our Direct Recruit/Probationary officers who are on probation to educate them that their participation in strike will not have any impact on their confirmation. Similarly, our senior colleagues who are retiring in next 10 month, should also be made clear that their pension or retirement benefits will not be affected due to their participation in strike (Service regulations in individual banks can be quoted in your reproductions).
And, at the last, please do not be misguided by information/news given by any other organization/media about our struggle programme/strike.
March on Comrades for our final struggle.
With warm greeting,
Comradely yours,
(HARVINDER SINGH) GENERAL SECRETARY”
