Today's Talk Between IBA and UFBU Yields No Gain---Strike on 18th

अजय तिवारी/एसएनबी नई दिल्ली। बैंकों का दो लाख करोड़ से ज्यादा डूब जाने का बहाना करके सरकार ने बैंक कर्मचारियों का वेतन बढ़ाने से इनकार कर दिया है। वित्त मंत्रालय ने बैंकों में हफ्ते में पांच दिन काम की मांग भी ठुकरा दी है। बैंक कर्मचारियों को बांटने के लिए वित्त मंत्रालय ने सख्ती दिखाते हुए यह भी कहा है कि स्केल 4 से स्केल 7 तक के कर्मचारी एक्जुक्युटिव श्रेणी में आते हैं इसलिए उनके विषय में कोई भी वार्ता बैंक यूनियन के साथ नहीं की जाएगी। इंडियन बैंक एसोसिएशन (आईबीए) और बैंकयूनियन के बीच शनिवार को मुबंई में हुई बैठक में जब स्थापना व्यय में महज 5 फीसद की वृद्धि यानि 1500 करोड़ रुपए की पेशकश की गई तो यूनियन ने इसे ‘ऊंट के मुंह में जीरा’

बताते हुए ठुकरा दिया। बैंक यूनियन ने कहा कि बैंक में क्लर्क 12000/- रुपए और अधिकारी 22 हजार रुपए से नौकरी की शुरुआत कर रहा है जो नाकाफी है और इस तरह से तो बैंक में काम करने के लिए कोई नहीं आएगा। यूनियन ने कहा कि एक तरफ केंद्र सरकार के कर्मचारियों के लिए अभी से 7वें वेतन आयोग की घोषणा अभी से कर दी गई है और लाभ कमाने वाले बैंकों के कर्मचारियों की उपेक्षा की जा रही है। आईबीए और बैंक यूनियन की यह एक साल में चौथी बैठक थी जिसमें किसी भी विषय पर सहमति नहीं बनी। बैठक चली तो तीन घंटे लेकिन इसमें पूरे समय सिर्फ किचकिच ही होती रही। सभी 9 बैंक यूनियन ने तल्खी से कहा कि हमें हड़ताल करने में मजा नहीं आता। हम भी जानते हैं कि बैंक का कामकाज ठप होने से व्यवसाय भी प्रभावित होता है और बैंक की छवि भी खराब होती है। 

बैठक में जब आईबीए ने कहा कि वो मजबूर हैं, वित्त मंत्रालय ने सिर्फ 1500 करोड़ रुपए देने के लिए कहा है तो बैंक यूनियन ने कहा कि इतनी छोटी रकम को वह स्वीकार नहीं कर सकते। आईबीए ने इस बात का रोना रोया कि बैंकों का एनपीए (नॉन फरफोरमेंस एसिट्स) बढ़कर 2 लाख करोड़ रुपए हो गया है तो यूनियन ने भी सख्त जवाब देकर कहा कि इसके लिए बैंक कर्मचारी जिम्मेदार नहीं हैं। यूनियन ने आईबीए को याद दिलाया कि 7 साल में 1,40,000 करोड़ रुपए का कर्ज सरकार ने ही राइट ऑफ किया है। बैंक यूनियन ने आईबीए को कहा कि एक साल से सरकार का टालमटोल चल रहा है और जब नतीजा नहीं निकल रहा है तो हड़ताल के सिवा कोई विकल्प नहीं रह जाता।
नेशनल आर्गनाइजेशन ऑफ बैंक वर्कर्स (एनओबीडब्ल्यू) के महासचिव अश्विनी राणा ने ‘राष्ट्रीय सहारा को बताया कि 18 दिसम्बर की बैंक हड़ताल के लिए सोमवार को साढ़े ग्यारह बजे मुख्य श्रम आयुक्त से बैठक हो रही है। उन्होंने कहा कि इस हड़ताल के बाद भी बैंक यूनियन चुप नहीं बैठने वाली और आगे का कदम उठाने के लिए 23 दिसम्बर को हैदराबाद में बैठक करेंगी। एनओबीडब्ल्यू के महासचिव ने कहा कि सरकार की इस बात को भी नहीं माना जाएगा कि स्केल 4 से स्केल 7 तक के कर्मचारियों की मांगों पर यूनियन से बात नहीं की जाएगी। सिर्फ 1500 करोड़ दिए जाने की पेशकश यूनियन ने ठुकराई 18 की हड़ताल के लिए मुख्य श्रम आयुक्त से यूनियन की सोम को बैठक इंडियन बैंक एसो. की मध्यस्थता से नहीं बनी बात

Dear Friends,

United Forum of Reserve Bank Officers and Employees met Governor of RBI, Sri.Raghuram Rajan,and submitted their demands for pension updation and option for pension for remaining few hundreds of employees / retirees,as per mandate from the membership and retiree colleagues.

The cir dt 12th Dec states that:-

"On 11th December afternoon Executive Director, Sri Gandhi, along with officials of HRMD met the United Forum and allayed our apprehensions by stating that RBI would not compromise on autonomy in staff matters and the technical necessity of bringing the RBI Staff Regulations under subordinate legislation, which the Government have been insisting, will be processed accordingly. He hoped to get a positive response from the Government officials “in a few weeks” on matters related to pension.

On 12th December Governor, Dr. Raghuram Rajan gave us an audience on the eve of the Çentral Board meeting. Before that we handed over to all Board members a memorandum on behalf of the United Forum (reproduced overleaf). We thanked the Governor for his kind and sympathetic initiative in the matter. He has stated that RBI is in constant dialogue with the Ministry officials, and has complied with all their requirements. The “ball is now in their court”. He felt that things could be sorted out early. "

“Further to the call given by UFBU for All India Strike on 18th December,2013,
IBA held discussions with UFBU today in Mumbai. IBA was represented by Mr. TM Bhasin, Chairman of the Negotiating Committee, Mr. M V Tanksale, the newly appointed Chief Executive of IBA and other members of the
Negotiating Committee. From UFBU, representatives of all our constituent
unions were present.


From the IBA, it was stated that looking to the stress on the
profitability of the Banks, the increasing cost onaccount of pension, the declining profits, etc, it would be difficult to take any additional cost on account of wage increase. From our side we explained that on account of high inflation and unabated price rise and also keeping the increase in the
operating profits of the Banks, the employees and officers deserve
adequate increase in their wages 


After a lot of discussions, IBA stated that they would be able to offer an increase of 5% over the wage expenses covered by the payslip components and that the offer is exclusive of the cost on other components including
superannuation benefits. IBA also stated that in regard to officers, they would like to cover the discussions only upto Scale III
officers. 

They further stated that the Government is not in favour of our demand for
introduction of 5 Days Banking.

Regarding compassionate appointment scheme,informed that the matter is
still under consideration of the Government.

In view of this, we informed the IBA that their offer falls too short of our
demand and expectation and hence not acceptable to us. We urged
upon the IBA to substantially revise their offerto reach an acceptable position. IBA could not do so but requested us towithdraw the agitation and continuethe talks.

Since their offer was too low and not acceptable to us, it has been
decided to goahead with our strike action on 18th Decembver, 2013.
Hence all our unions and members are requested to implement the
strike action on 18th December 2013 and make it a total success. UFBU will meet on 23rd instant to decide on further course of action to
achieveour demands.”

WAGE REVISION DEMANDS IBA’s INITIAL OFFER NOT  ACCEPTABLE TO US
GO AHEAD AND MAKE THE 18TH DECEMBER 2013 STRIKE A TOTAL SUCCESS.

Further to the call given by UFBU for All India Strike on 18th December, 2013, IBA held discussions with UFBU today in Mumbai.
