5 Lakh Bank Retirees
running pillar to post for
their Health Insurance,
despite DFS sanction.
PLEASE INTERVENE
When the hopes of common man perishes, his elimination becomes destiny, he remembers Parmeshwar.
When one fails to seek justice, despite his right and exhausted with all efforts, as last resort, these days, he knocks the door of Prime Minister, because he thinks, knocking PM door won't go futile, his difficulties would get attention and most possibly resolved.
Banks have left the health of 5 lakh bank pensioners to God. DFS is ignoring his own order, which he issued vide letter F. No. 14/7/92-IR (Volume-ii) dated 24.2.2012 to the Indian Banks Association to provide health insurance to both working and retirees from the Welfare Fund sanctioned to the Banks. The defiance of this letter continues to this day. Secretary, DFS, despite repeated reminders to him, he is silent and is not doing anything on the implementation of his letter. Health insurance of working people is being done from Welfare Funds since 2015, but the premium of retirees' insurance has been put on retirees. The premium which was Rs.5600 for a policy of Rs.3 lakh in 2015 has increased to Rs.34000 today. As a result, 80% of retirees could not take insurance.
Retirees have repeatedly tried to invite the attention of top management of Banks, Association of Banks, Indian Banks Association, the Secretary, Department of Financial Services and even the Hon'ble Finance Minister for the last three months, but no one even took cognizance. Banks have issued order to pay the premium by issuing a circular. The premium cost is equivalent to two months' pension, which 80% of the pensioners cannot afford.
We humbly request you to kindly intervene in this matter and save 5 lakh pensioners from illness and death. Banks should provide a minimum health insurance cover to all retirees from the banks' welfare funds. Pensioners have no other means or option for health protection.

आजकल, हक के बावजूद, जब कोई सभी प्रयासों के बावजूद उसे पाने में सफल नहीं होता है, अंतिम उपाय के रूप में, वह प्रधान मंत्री का दरवाजा खटखटाता है, क्योंकि वह सोचता है कि पीएम का दरवाजा खटखटाना व्यर्थ नहीं जाएगा, उसकी कठिनाइयों पर ध्यान दिया जाएगा और यथासंभवत उसे न्याय मिलेगा।
5 लाख बैंक पेंशनरों के स्वास्थ्य को बैंकों ने ईश्वर भरोसे छोड़ दिया है। डी.एफ.एस. के आदेशों की अनदेखी जारी है, जो उन्होंने पत्रांक एफ.नं. 14/7/92-आईआर (वालूम-ii) दिनांक 24.2.2012 के माध्यम सें इंडियन बैंक्स् एशोसिएशन को दिया था कि बैंकों को स्वीकृत कल्याण निधि से कार्यरत और रिटायरीज, दोनों, का स्वास्थ्य बीमा कराया जाए। इस पत्र की अवहेलना आज तक जारी है। डी.एफ.एस. महोदय को बार बार स्मरण दिलाने के बावजूद वे चुप हैं और अपने पत्र के क्रियान्वयन पर कुछ नहींं कर रहे हैं। कार्यरत लोगों का स्वास्थ्य बीमा कल्याण निधि से 2015 से हो रहा है, लेकिन रिटायरीज के बीमा का प्रीमियम रिटायरीज पर डाल दिया गया है। 2015 में 3 लाख की पालिसी का जो प्रीमियम रु.5600 था वह आज बढ़ कर रु.34000 हो गया है। परिणाम स्वरूप 80% रिटायरी बीमा नहीं करा सके हैं।
रिटायरीज ने बैंकों के शीर्ष प्रबंधन, बैंकों के एशोसिएशन, इंडियन बैंक्स एशोसिएशन, सचिव, वित्तीय सेवाएं विभाग और माननीय वित्तमंत्री तक का ध्यान बार-बार पिछले तीन महीनों से आकर्षित करनें का प्रयास किया, लेकिन किसी ने संज्ञान तक नहीं लिया। बैंकों ने सरकूलर जारी कर प्रीमियम देने का आदेश जारी किया है। प्रीमियम लागत दो महीनें की पेंशन के बराबर है, जिसे 80% पेंशनर नहीं दे सकते।
हम आपसे विनम्र निवेदन करते हैं कि कृपया इस मामले में हस्तक्षेप कर 5 लाख पेंशनरों को बीमारी और मौत से बचायें। बैंकों की कल्याण निधि से सभी रिटायरीज को एक न्यूनतम स्वास्थ्य बीमा बैंकें उपलब्ध करें। पेंशनरों के पास स्वास्थ्य सुरक्षा का कोई और उपाय या विकल्प नहीं है।
