यूनियनों की जवाबदेही का क्या?

हेट मोदी तो चलेगा, पर इससे "लव मनमोहन-लव चिदांबरम" के प्रश्न का जवाब नहीं मिलता!  इस "लव" समींकरण का निहितार्थ क्या था? व्यवसायिक हित और भ्रष्टाचार में बंदरबांट या और कुछ..

सन् 2018 में प्रधानमंत्री मोदीजी ने संसद में कहा कि 2007 तक सभी बैंकों का तब तक का कुल अग्रिम 18 लाख करोड़ था, जो आगामी 7 वर्षों में, अर्थात 2014 तक, बढ़कर 52 लाख करोड़ हो गया। अर्थात, 7 वर्षों में 34 लाख करोड़ का नया अग्रिम हुआ। प्रधानमंत्री ने संसद में यह सूचना देते हुए यह भी कहा कि मैं शासन संभालने के 4 साल बाद, अर्थात 2018 में, यह बात कह रहा हूं, क्योंकि यदि मैं 2014 में ही यह बात कह देता तो शायद आम जनता का सरकारी बैंकों से विश्वास ही उठ जाता। प्रधानमंत्री का संसद में यह बयान स्थिति की गंभीरता का बयान तो करता ही है, साथ ही साथ कई गंभीर सवाल भी पैदा करता है।

■ प्रधानमंत्री के उपरोक्त बयान को किसी विपक्षी, खासकर कांग्रेस जिसके शासन काल में यह हुआ था, ने नकारा नहीं न कोई प्रतिवाद किया। इससे बयान की सत्यता पर किसी संदेह की गुंजाइश ही नहीं बचती।

■ सार्वजनिक बैंकों के वित्तीय कठिनाई, जो पिछले पांच वर्षों में दिखी, का कारण यही 34 लाख करोड़ का ऋण है, जो 2007-2014 के दौरान हुआ और इसका बड़ा हिस्सा एन.पी.ए. हो गया। इस सच्चाई को सभी बैंक यूनियनें जानती हैं, लेकिन सब चुप रहतीं हैं। यह जहां एक तरफ यूनियनों का तत्कालीन सरकार के साथ गठजोड़ दर्शाता है, वहीं दूसरी तरफ हेट-मोदी की पराकाष्ठा भी। हेट-मोदी के लिए यूनियनें बैंकों के हितों की बलि देने से भी नहीं चूकीं, यह दुर्भाग्यपूर्ण है।  

■ उपरोक्त विषय में स्थिति और संगीन हो जाती है, जब हम इस तथ्य को देखते हैं कि सभी सार्वजनिक बैंकों के निदेशक मंडल में कर्मचारियों/अधिकारियों के प्रतिनिधि निदेशक होते है। चूंकि बड़े-बड़े एडवांस बोर्ड से स्वीकृत हुए थे, जाहिर है इस प्रक्रिया में कर्मचारी/अधिकारी निदेशक भी शरीक थे। महज 7 वर्षों में 34 लाख करोड़ और बैंकिंग के सैकड़ोंं साल में 18 लाख करोड़, इस बात को इंगित करता है कि उस दौरान कुछ भी सामान्य नहीं था और यूनियनें भी इसमें शरीक थीं।

■ किसी यूनियन ने कोई सवाल नहीं उठाया। ऐसा नहीं है कि यूनियनें इस बात से अवगत नहीं थी। उनके पास सब फैक्ट और फीगर थे। आज भी वे चुप हैं। ऐसा "लव मनमोहन- लव चिदम्बरम" के कारण हुआ।

 

■ किसी कर्मचारी/अधिकारी प्रतिनिधि निदेशक का किसी बैंक के बोर्ड के किसी प्रस्ताव पर "असहमति" (डिसेंट) दर्ज कराने का कोई उल्लेख नहीं मिलता, जबकि आरबीआई/वित्तमंत्रालय/अन्य निदेशकों के "असहमति" के सैकड़ों उदाहरण भरे पड़े हैं।  कार्यपालकों ने इन निदेशकों को उपक्रित कर यह सुनिश्चित किया। ये निदेशक चेयरमैन के साथ हमेशा खड़े रहे। 

■ बैंकों में इतने बड़े बड़े स्कैम्स हुए, यूनियनों का कोई बयान मीडिया में नहीं दिखा। ऐसा "लव मनमोहन- 

लव चिदांंबरम" के कारण हुआ। सारे स्कैम्स उन्हीं के शासनकाल के थे, अत: उन्हें शील्ड करने की नीति के तहत किसी यूनियन ने इस मामले को मीडिया में नहीं उछाला।

■ लोग तो यह भी कहते हैं कि बैंक यूनियन के किसी बड़े नेता ने अपने दामाद के नाम से किसी बैंक से कोई एटीएम का ठीका ले रखा है। बिडम्बना है, लोग सच्चाई को जानते हुए, मौन रहते हैं ठीक वैसे जैसे मनमोहन मौनमोहन हो गए।

■ भ्रष्टाचार का इससे बड़ा उदाहरण कुछ नहीं हो सकता। और, यदि हमारे ही प्रतिनिधि बैंकों के बोर्ड में होकर भी भ्रष्टाचार को नहीं रोक पाए, ऐसे प्रतिनिधि निदेशकों की क्या जरूरत है? यह बात सरकार के अलावा मजारिटी यूनियनें समझ चुकी हैं और इसीलिए वर्षों से खाली पड़े कर्मचारी/अधिकारी निदेशकोंं की नियुक्ति को लेकर यूनियनें बिल्कुल गंभीर नहीं है। कर्मचारी यूनियन, जिसके निदेशक होनें हैं, उसके सभी नेता सेवा निवृत्त है। जाहिर है, उन्हें तो बनना नहीं है तो औरों के लिए वे खोपड़भंजन क्यों करें?

■ इसे हम यूनियनों का 'सेल्फ कंडेमनेशन' भी कह सकते हैं। वे मान चुके हैं, इन निदेशकों की अनुपयुक्तता और भ्रष्टाचार को। लेकिन, अधिकारियों/कर्मचारियों को अपनी यूनियनों से जानने का हक है कि इस संवैधानिक व्यवस्था पर वे चुप क्यों हैं, कोई एक्शन क्यों नहीं? राजनीतिक निहितार्थ को लेकर भारत बंद में कर्मचारियों/अधिकारियों को उतार दिया जाता है, उनके वेतन कटते हैं। लेकिन, इस कानूनीं हक की यूनियनें अनदेखी कर रहींं हैंं, यूनियनें चुप हैं, क्योंकि कोई नेता अब इस पद का दावेदार नहीं बचा है। ( इनपुट- रमेश चन्द्र गुप्ता, इंदौर)

"And, bankmen shout, the "workers of the world unite". If the people sitting in a hall are not one and united, then shouting "workers of the world unite"  is not if fraud, then what else?"

If bamkmen call Union Leaders Girhakat, then they do not call it meaningless.

A rotten fish pollutes the water of the entire pond. A rotten fish forces other fishes to compromise and stay in polluted pond.

The Forum does not write unnecessarily. We have a record of double billing of big leaders. One bill in cash and the other from union accounts.

We have a record of leaders, who take full diem allowance in additional to the food, drink ( alcohol), laundery bills, hotel bills of their stay from Unions.

We have a list of leaders, who get TA/DA bills from the bank during inquiries, but the hospitality expenses like food, hotel bills etc of stay during inquiries fall in the hands of the chargesheeted employee. Here, in the role of a lawyer, no fees is right, but leaders take all kinds of freebies in the name of hospitality.

During the visit of the leader to the city, which item is very famous in that city, to know and then to show curiosity, to say nice and then obviously the person understands what it means to be nice.

We have a list of such leaders like who started life with the theft of petrol, diesel from the bank's car-jeep, ignore the matter of fake repair bills, used to wash the inner garments of his bosses, cleaned the children's potties, he became the General Secretary. In a small union in five/ten years, many lakhs were siphoned.We have a list of leaders who, by showing lakhs of debts on the union, went on a recovery drive from members, managers, officers, and recovered thousands from hundreds of Temperry workers.

We know leaders who deal with RM/ZMs for the postings of their choiced BMs in 5/10 branches to ensure regular cash inflow from such Managers.

To remain in leadership, it is not unusual to gratify big leaders. Without this no leader can be immortal. 

To stay on the seat, strong piling of the seat is necessary. For this, political maneuvers are necessary and for this the funding of the head of the political party concerned is the business of the big bank leaders, and the members are told that the union is non-political.

Some unions are in alliance with political parties who question the patriotic duties of our military forces, side with Naxals, Urban Naxals, traitors, terrorists, separatist organizations and advocates of enemy nations. The aged leader dances at the Dafali of Kanhaiya of "tukde-tukde gang" demands freedom, as if the country is under slavery. If you look at it, you will know how dangerous villain they are, who are not loyal even to motherland.

The one who is renowned apparently, is the one who is infamous internally. The bigger the leader, the bigger the bastard. It's the image of bank Union leaders!

Problem is theirs, who are honest in the middle range. They break down, cannot survive, because they cannot do all this.

We asked a big leader, why there is so much quarrel among leaders in same  unions. Fellow told honestly, "for the money". Union funds are behind the internal battle in every union. The larger the fund, the greater the battle. Peace is where it is a matter of eating together on shared basis. Give the checkbook presigned by Treasurer to the President, or pass the bills of strong contenders/ rivals blindly, peace will be remain intact.

Five year old cars are replaced by new models by leaders.

We have heard stories of the war of supremacy in the Mahamandaleshwaras of the monasteries. The battle of pandas (priests) for yajamans at pilgrimage centers, the war for credentials of religious priests, the lawsuits, the struggle for possession of property and even the murders . Thankfully, there is no murder in our knowledge for acquiring the unions. The rest is, a record of beating, tut-foot, lathi-danda, lafungai, bakaiti and little bloodshed.

Not only an eyewitness, we have been the security in-charge of the conference of a very large national organization and have taken briefs of national leaders on how to manage dissidents in hall. Such confinement happens in every conference and this work is done by the host unit. The conference will be where the host unit is able to perform this work.

Conferences have all the delegates & observers of the same union, but the leaders have great insecurity from their own delegates, observers. Strange is the story of the Chair, to get it, one has to do all nefarious deeds.  And, bankmen shout, the "workers of the world unite". If the people sitting in a hall are not one and united, then shouting "workers of the world unite"  is not if fraud, then what else?
