प्रिय महोदय,
5.11.20 का आपका आईबीए को संयुक्त पत्र
तथाकथित कंवेनर, यूयफबीयू, को आईबीए के लिखे पत्र के प्रत्युत्तर में आपका उपरोक्त पत्र हमनेंं देखा। आप सब 9.11.2020 की बैठक का वहिष्कार कर रहे हैं।
सबसे पहले हम आपके दिशा सुधार की प्रसंशा करता हूं कि आपने कुछ साहस दिखाया, भले ही देर से और जिसका कोई महत्व न हो।
हम दोहराते है कि अधिकारियों के लिए उपलब्ध वित्तीय व्यवस्था के समयोजन की रूपरेखा तय करनें के बाद अगर आप औपचारिक ज्वाइंट नोट पर हस्ताक्षर नहीं भी करते हैं तो अधिकारियों के मामले में जो बातें और सहमति आपने आईबीए से की है उस पर इसका कोई प्रतिकूल असर नहीं होगा। बल्कि, आपका ऐसा कदम आपको खेल का नियम बदलने वालों की हैसियत में ला ला खड़ा करेगा।
आईबीए के विचार आपको मालूम है। जब आप बैठकों के बाईकाट के मोड में थे, तो आईबीए ने कहा था जो पैरामीटर्स कर्मचारियों के लिए तय होंगें उन्ही पर अधिकारियों का वेतन तय कर दिया जाएगा।
हलांकि, कर्मचारी यूनियनें इसे आपका पाखंड कहेंगी, भर्षना करेंगी, लेकिन आप इस पर ध्यान न दें और आगे की सोंचे, बैंकिंग में कुछ आसान और राहत हासिल करने के लिए कार्यबल की तरफ से कुछ कठोर कदम की जरूरत है।
यह अच्छा होता, आईबीए को संदर्भित मुद्दों को लेकर आप लोग अपने अगले कदम पर कुछ प्रकाश डाला होता। हम समझते हैं कि आप लोग मुद्दों को लेकर पेंशन रिवीजन को लंचिंग पैड बनाकर, कुछ संज्ञेय कदम उठाने की हैसियत में हैं, खासकर उस पृष्ठभूमि में, जो माननीय वित्तमंत्री के बयान के बाद बनी है।
बैंकिंग समुदाय मानता है कि कर्मचारी यूनियनें वित्तमंत्री की दर्शायी सहानुभूति पर, बिना अपने राजनीतिक मालिकों की स्वीकृति के न अपना मुंह फाड़ेंगी और न जीभ निकालेंगी। सार्वजनिक बैंकिंग उद्योग के इतिहास में बैंककर्मियों को लेकर कभी किसी ने ऐसा साहस और सहानुभूतिपूर्ण व्यवहार नहीं दिखाया जैसा माननीया वित्तमंत्री ने दिखाया। हम समझते हैं आपके ऊपर ऐसी कोई रोक नहीं है।
हम हमझते हैं आप स्वतंत्र नागरिक हैं, समर्पित बैंकर हैं, न कि कोई कठपुतली। आप लोगों में बेहतर बौद्धिक क्षमता है, बनस्पति लंगड़ी बतखों के। आप सभी को वित्तमंत्री को उनके सकरात्मक बयान के लिए धन्यवाद और उनकी सराहना करना चाहिए था।
हम समझते हैं कि आप सभी ईमानदारी से पेंशन रिवीजन चाहते हैं, जिस पर माननीया वित्तमंत्री ने अपनीं चिंताएं व्यक्त की हैं। तो, ऐसी चुप्पी क्यों? अब भी देर नहीं हुई है, सोचने का उपयुक्त समय गया नहीं है, एक जिम्मेदार अधिकारी संगठन के नाते दिशा सुधार करो।
बैंक पेंशनर पेंशन रिवीजन के मामले में आपसे एक ईमानदार और समर्पित भूमिका की उम्मीद रखते हैं. यह एक विषय है। यह अब तश्तरी पर रखा विषय है, जिसे आपको पेंशनरों की तरफ खिसकाना भर है। आपको कोई दिमाग लगाने की जरूरत भी नहीं है, सब कुछ रिजर्व बैंक के बड़े भाइयों ने तय कर दिया है। आपको आईबीए से बस इतना कहना है कि अब और हीलाहवाली नहीं, आरबीआई की शर्तों, नियमों और लागू होने की तारीख से पेंशन रिवाईज करो। आईबीए को स्पस्ट शब्दों में और समय बरबाद न करनें को कहना है।
उम्मीद है, आप लोग इसका संज्ञान लेते ऐसी रणनीति तैयार करते हैं जो आपकी उपस्थिति का एहसास कराए।

Dear Sirs,
Your Joint Letter dated 5/11/20
We have before us your above letter addressed to IBA in response to their letter addressed to 'so called' Convener, UFBU. You all have decided not to join 9th Nov.20 talks.
At the out set we would like to appreciate your course correction and showing some guts, though at very belated stage and of no significant impact.
We reiterate, for Officers, having discussed lay-out of financial load, even if you don't ink formal joint note, it's not going to cause any adverse impact on whatever understandings you all have had reached with IBA in officers matters. Rather, your such stand would make you game changer. IBA intentions are known to you. When you were in boycott mode, IBA decided to entertain talks with workmen Unions & settle officers wages on parameters set for workmen.
However, workmen Unions would call it as your gimmick. Hope, you don't mind it and think way forward, banking need some tough stands from workforce to get some ease & relief.
It would have been better, if you would have thrown the light on your next course of action on issues, you referred to IBA. We think, you all are in better position to take some cognizable steps on issues, making Pension revision as launching pad, which have got due potentials now in the backdrop of press statement of Hon'ble Finance Minister.
Banking fraternity is aware that workmen unions won't wide their mouth, push out their tounges, without sanction from their political masters, to appreciate the kind gesture, which FM has shown just now. In Banking industry none in past had such courage to fall on back of bankmen in open, as she did it now. But, in your case there is no such embargo.
We think, you are free citizen, dedicated bankers not political puppets. You have better relents than the lame ducks. You all should have congratulated & complimented FM for her favorable averment in media.
We think, you all, too honestly want pension revision of which Hon'ble Minister of Finance has expressed her concerns. Then why conspicuous silence? Still not late, there is better reason to think about it and do course correction as a responsible Officer trade unions.
Bank pensioners expect of you playing honest and dedicated role in pension revision. It's one point issue. Now, it's an issue on platter, just you have to dish it out to pensioners. Hardly you need to apply your mind, everything had been done by RBI brothers. Simply you have to say to IBA: no more dilly-dally, revise pension on RBI terms, conditions and date of effect. IBA may please be told in clear words not to waste time on this issue.
Hope, it receives your mind and make some strategy to let one know your presence.
