We invite your kind attention to our mails dated 2.11.2019, followed with another one on 8th Nov.2019 on above issue.
We don't see any step taken on government part. Industrial relations in PSBs have been deteriorating with deepening crisis. Glaring instance is present wage/pension revision issues & apathy in health insurance of retirees of PSBs.
It's over 36 months, new wage settlement has become overdue. Govt directed Banks to start process for new settlement in January, 2016 and despite 4 reminders Bankers didn't move.
DFS advised vide it's letter no. F.24/7/92-IR (Volume-।।) dated 24.2.2012 to IBA sanction of Welfare Funds for PSBs. In letter it is suggested that working as well as retired employees may be given health insurance cover from WFs. This letter the kept ucomplied for over 3 years & 7 months. In last they provided cover to working employees and excluded retirees contrary to DFS instructions. Till date, this is not complied & DFS is moot spectator.
Due to it's inept handling of HR issues, over 50 writs are pending in different HCs, branding मुकदमेंबाज image of government. On these writs Banks are spending crores. Banks are doing it on money power with helpless employees & officers. It's totally undesirable and unbecoming on Bankers part.
According to IBA, as they have admittedly stated in their circular letter dated 30.9.2019, they have no legal/ constitutional status or authority to act on behalf of govt or Banks. For your ready reference, we quote below point 4 of IBA circular under reference:
"4. Hence, this circular to clarify IBA's status as follows:
● IBA is merely a voluntary association of banks and other financial services players.
● IBA is neither Government/ govt department nor a regulator and not even self-regulator/ self regulatory organization.
● IBA has no authority over Banks & other financial services players.
● IBA does not issue directive to Banks & financial services players, and
● IBA at a times, as directed by its members, merely facilitate matters of common purpose for its members and even then does not make any decision..."
Looking to their own aforesaid status statement, it's strange, how govt or PSBs have been assigning various tasks to IBA. Question arises, if IBA has no legal identity, status, how could they have been doing numerous works all these years on behalf of govt or PSBs?
Under circumstances, it is necessary that IBA may please be dismantled forthwith. The government may establish a Competent Authority to work as legal body for PSBs to deal with their businesses and Industrial relation issues.
We hope, you consider it sympathetically and take a decision in the interest of Public Sector Banks. Creation of a Competent Authority is only way to bring normalcy, stability and better productivity in Banking. It will revitalize, energize & motivate banking workforce.
