Today's Talk On Wage Revision

In today's meeting IBA has not increased its earlier offer but proposed discussion on Performance Linked Pay (PLP) by forming a sub-committee. UFBU decided to meet on 11th Sept to deliberate on this and take a view.

Today's meeting with IBA n UFBU concluded. Management discussed on *Mandate ,Variable* *Pay n Wage Increase.* 
UFBU tried to discuss on wage increase as well as five days banking, updating of pension, family pension medical insurance n other residual issues, but IBA did not move further.

They have made their three issues as pre-condition for further talks.
For this, it has been  fixed to hold *UFBU meeting on 11th of Sept 19  at Delhi* to take review of these adamant view of IBA.

In today's meeting with IBA, AIBOC was represented by Com. Debasis Ghosh, President and Com. Soumya Datta, General Secretary. The following points were raised by  AIBOC during the talks:

1) The mandate issue has to be resolved.

2) 5 day Banking and reduction of cash presentation hours.

3) Updation of Pension and revision of Family Pension.

4) Ramification of the Codes of Wage Act, 2019.

5) Ramification of the recent instructions of DFS on granting permission to CBI under Section 17(A) of PC Act, 2018.

6)  Reference to the Madurai Court Case.
The talks were inconclusive. IBA insisted on introduction of PLP.
UFBU will meet on 11th September'19.

On Thursday *29 August,* 2019

Immediately after XI Bipartite talks, IBA gave following updation on "Renewal of Medical Insurance Scheme" *:*

This year Renewal process was started early by IBA. Committee of General Managers from different Banks was formed to decide everything in this regard.

The Review Committee sent questionnaires to all Banks for getting their views such as,
1. Whether to continue scheme in present form ?
2. Are brokers needed ?
3. Should we revert back to old "bank level" scheme ?

Based on Banks' views, following decisions were taken up by the Committee :
1.  No Brokers required.
2.  Bids should be invited from all capable Co.s including ones in Pvt Sector.
      Accordingly *31* Co's were identified by IBA Committee. Letters were sent to those Cos inviting bids during July 2019.

3.  *8* Companies sent their bid cum proposals. Out of 8, three cos are public sector and 5 are from Pvt sector.
4.  Bidding with *6* types premiums came.
5.  Closed cover bids were opened and one Co was finalised. 

This Co.  Is to be approved by IBA in it's Board level meeting scheduled on Friday 30 August, 2019.

Then the name of selected Co. with premiums on different policies will be announced.

"Retirees were always sufferers," is the fact kept in mind by IBA. IBA is satisfied with process carried out by them.

IBA also wants to take an undertaking from selected Company broadly on following lines *:*
1.  Time line for every claim settlement with penalty on Co. for delay. Say within *30* days.
2.  There will be dedicated sufficient manpower for our scheme.
3.  Escalation Matrix.

Such agreement is New thing. 

According to IBA quality and premium wise the BEST Company is chosen.

Great initial victory.

 IBA and Government were directed to come to the Madurai court before 28th so that orders can be passed before 29th regarding MIN WAGES SETTLEMENT.

Saravanan An officer of CANARA BANK MADURAI before Hon’ble Mr Justice D KRISHNAKUMAR at  Madurai bench of Madras High Court  today and Hon’ble Bench has directed to issue notice to IBA secretary returnable  on 28/08/2019 in the writ petition filed by Sri.R.Saravanan,to revise salary as per code on wages - 2019. The Hon’ble Judge also has permitted the counsel for the petitioner to send private notice to the SECRETARY IBA through email and speed post and posted the above writ petition on 28/08/2019.

I would like to inform you that I filed W.P. 22161/2018 on behalf of my client R.Saravanan for writ of mandamus directing you to implement the minimum starting pay of group A officers in Government service as the minimum starting pay for all JMG scale 1 officers in banks by taking in to account the union cabinet decisions notified vide their letter no. 19/04/2017 – welfare, Government of India, Ministry of finance, Department of financial services dated 6-12-2017 and the consequential revision of pension in accordance with 7th CPC formula, which came up for admission before the Hon’ble Madurai bench of Madras high court on — and the above WP was admitted and the notice was issued to you,

In the meanwhile I filed a petition for direction vide W.M.P.( MD) No.14820/19 in     W.P.( MD) No. 22161 of 2018 to direct you not to proceed to fix and finalise, either fully or partly or in any manner the Bank men pay contrary to the 7th CPC ( CENTRAL PAY COMMISSION) formula of minimum wages fixed for each cadre as on 01 01 2016 and not in violation of the code on wages enactment- 2019 either on the scheduled date or any other subsequent date, which came up for hearing today( 26th August 2019) before His Lordship Mr Justice D. Krishnakumar and His Lordship was pleased to issue notice to you, returnable on 28 08 2019 as well as His Lordship has also pleased to permit me to take private notice to you through e-mail as well as through speed post. Hence, I am issuing this private notice to you.

Therefore, I hereby call upon you to appear on 28th August 2019 either in person or through your counsel, failing which, the above matter will be decided in your absence.

    Ufbu and iba have found a new way to drag on wage revision.
    I think Xi bipartite settlement will be given goodbye . Let us hope to achieve in the next century.
