Respected Sir,
Reg: Ever increasing misuse of power, Use of abusive / derogatory / threatening language by Senior Executives of the Bank under the regime of your goodself; culminating into the fatal incident at Chandigarh.
We would like to draw your kind attention to a series of communications informing your goodself from time to time the ever increasing misuse of power, use of abusive/ derogatory / threatening language by Senior Executives of the Bank across the various Circles of the bank. We are constrained to point out that such incidents, having ignored at the level of bank authorities, have escalated especially under the regime of your goodself. Having turned a deaf ear to the issues raised by us during various meetings with top management as well as informing regularly through our communications, the authorities preferred to play cool and ignore these issues resulting in giving a boost and free hand to the executives at high posts. May it be the GMs, Circle Heads; thee staff has been mercilessly left at their mercy. The total inaction at the Head Office level marks a big question on the control aspect.
About the happenings at Chandigarh Circle, I had brought to your kind notice through my earlier circular No. 36 dated 01.07.2014 sent through E-mail. The indifferent and sadistic attitude of our Circle Head Chandigarh had been highlighted in the said communication. The same had been brought to the notice of the Field General Manager a number of times. The very posting of such an incompetent Circle Head who has been a failure at all his previous assignments is also questionable.
Sir, after one day of my communication to your goodself, only assessment came true and a poor Chief Manager Shri Ajay Sehgal BO: Sector-20 Panchkula – Haryana committed suicide by jumping in front of a train due to inhumane behaviour of the Circle Head Chandigarh. It is reported that he was called at the FGMO and had a meeting with the Circle Head and FGM. Immediately after attending the meeting he went to the Railway track and took the extreme step. The suicide note left by the departed officer found in his diary at the site of incident names the Circle Head and the FGM responsible for his death.

Sir, the background of the incident had initiated at the last meeting of incumbents held in Circle Office Chandigarh where the Circle Head Chandigarh humiliated Shri Sehgal too much in the presence of other incumbents. He was virtually tortured and humiliated before his colleagues and when he argued with the Circle Head that it is not the right way then the arrogant Circle Head took it otherwise. I also took up the matter with the Circle Head Chandigarh and tried to pacify the issue. But the callous attitude and the false prestige because of his posting through his Godfather despite of his incompetence, came in the way to have a reasonable attitude. He rather started a cold war from that day. He would find one or the other pretext to humiliate. Mr. Sehgal started losing confidence day by day. He was threatened by the Circle Head for his transfer to a far off place.
Sir, it is a matter of record that the Circle Head Chandigarh himself a big non- performer, why he was not threatened by the higher authorities at Head Office for his transfer to North East states? Rather he was bestowed with the coveted posting as a Circle Head of an important Circle such as Chandigarh after his failure from the IT Division Head Office. This is a big question mark on the decision of the Head Office. Whereas the officers down the line are made a scapegoat? Why these officers are treated as soft targets? Perhaps when a meeting was called by the FGM Chandigarh and a communication was sent through E-mail under the head ‘Chronic Non-Performer’ then Mr. Sehgal might have felt demoralised and humiliated and was apprehending more humiliation on that day.
Circle Head Chandigarh is instrumental to create circumstances to ensure his non-performance. This is very easy for a bigheaded Circle Head. He was not provided with the proper staff in his branch. He even ensure that no Peon / Daftri be provided to the branch.
Is the Chief Manager is expected to do a peon job? How the important work of stitching of vouchers be done? If something misplaces, then who will be held responsible for it? The hammer will again fall on the poor Chief Manager and Circle Head will not be questioned. The Chief Manager was sitting on seat of SWOP at the counter. It is shameful for the bank for creating such an environment for the Chief Manager. How performance can be expected under such adverse circumstances prevailing at the branch? Is this the way to humiliate an officer? I strongly took up with the Circle Head for posting of one particular MMG Scale-II Manager who hails from the same Sector to support Shri Sehgal so that the branch may perform better. But the Circle Head was adamant and turned down my request and never agreed to the proposal. He had a very vindictive attitude and did not change his view point.
But now this blue eyed Circle Head will meet his fate. His Godfathers at the Head Office must be feeling uneasy as how to save him now even after such a heinous act on his part. Sir, I would like to inform that a number of officers who fell victim to the nefarious acts of the Circle Head are ready to stand as witness to his arrogant behaviour and to expose his misdeeds in the Hon’ble Court. Sir, the head office and his Godfathers may still be contemplating the ways to save him. Your goodself will agree that The God Almighty will do justice to the aggrieved family and the innocent children. It is time for the inhuman Circle Head and his family who will have to pay for his misdeeds.

In another example, another branch headed by the AGM in Chandigarh is also suffering from his negative attitude of the Circle Head Chandigarh. Inspite of transfers and promotions from his branch no staff was given to him in the recent transfers as substitute and the AGM is feeling very difficult to run the branch. Is this the rationale attitude of a Circle Head?
Sir, the position of our bank is before everybody and our bank as a whole is not performing up to the mark, it is known to everybody. But nobody has ever realised the real reason for the same. The image will be further tarnished as Electronic and Print media were present at the time of investigations by the Police authorities as well as when the suicide note was found at the site of incident. The suicide note mentions the names of the Circle Head as well as the FGM.
Sir, though we have opened new Divisions like Pragati and New Initiative Divisions but these division have miserably failed to identify the real reasons for non-performance of our bank. It seems that such ventures had been initiated to cover up poor governance. Sir, apart from shortage of staff and other reasons, one of the major reasons for non-performance of our bank is the improper deployment of staff. Majority of the people are misfit the jobs assigned to them. Capable people have been sidelined and incapable people are running the show. Sir, at Head Office some coteries are working. One of them is General Manager – HRD. She is the king for deployment of all officers Scale-IV and above. Some of the privilege class is enjoying good postings with her blessings.
Recently a lady officer of Pune Circle waitlisted at serial no. 400 for Scale-IV was posted at FGMO: Mumbai by General Manager-HRD. Since there was 374 vacancies and 24 refusals and total comes to 398. How the officer at serial no. 400 was posted in advance. Perhaps the lady was working in the zone of officer director and it was done to appease him. Is this the fair game play in postings. If your goodself venture to review all the postings, your goodself will find that some of her nears and dears on promotion were posted at the same station by changing a building only and from one administrative office to another administrative office. She herself is enjoying posting at Delhi for the last 10 years appx. Out of this period once she was posted at Kolkata and within a few months she was posted back at Delhi. But these people are maintaining good image in the eyes of your goodself. So long she is posted as General Manager-HRD, the working of the bank will not improve.
Similarly while posting circle heads and others officers she has not seen any merit and incapable people like Shri AK Gupta were posted as Circle Head Chandigarh immediately after his failure as DGM in IT division. His results shows his capability. During the quarter ending June 30 2014 his performance is below March 31st 2014. Is he not questionable? He was earlier 2nd man of Shri JK Gupta FGM while his posting at Patna – Bihar. We fail to understand how such a wise FGM opted this arrogant and incompetent Dy. General Manger to work under him for the second time. In fact Shri JK Gupta is a matured officer and he is sufferer from the acts of Circle Head Chandigarh. Circle Head is also misfit for maintaining industrial relations. True to his track record, the Circle Head is again a failure at Chandigarh as well.

Now one of the honest, sincere and dedicated officer has lost his life and it is an irreparable loss to the family. His children are small. This is a brutal murder. Mr. AK Gupta don’t deserve any financial / legal help from bank and we request your goodself not to sanction him any such help. It is a result of his own vindictive attitude, it is not an act while discharging his official duties. We also urge upon that a suitable strong action be taken against Shri AK Gupta Circle Head Chandigarh apart from his transfer to a far off place, so that the other executives toeing the same line also learn a lesson. The law will, of course, will take its own course.
