 ज़्यादातर वार्ड में BLO या तो अपनी सुस्ती, जानकारी की कमी या काम के भारी बोझ के कारण ठीक से काम नहीं कर पा रहे हैं। 

लेकिन यह सच है कि कई सही वोटरों को तकनीकी कारणों से नोटिस मिले हैं और BLO सहयोग नहीं कर रहे हैं। वे नोटिस तो भेज रहे हैं, लेकिन वोटरों को किसी सेंटर पर भारी भीड़ में अपना काम करवाने के लिए बहुत समय और ऊर्जा बर्बाद करनी पड़ती है। 

BLO को नए वोटरों से फ़ॉर्म 6 लेने में कोई दिलचस्पी नहीं है; अगर नए वोटर उनसे संपर्क भी करते हैं, तब भी वे कोई दिलचस्पी नहीं दिखाते।


अत्यंत महत्वपूर्ण सूचना: अपने वोटर आईडी कार्ड को कटने से बचाएं! 


झारखंड में वोटर लिस्ट के विशेष सुधार अभियान (SIR) के तहत लाखों मतदाताओं के नाम पर नोटिस जारी किएगए हैं या उनके नाम वोटर लिस्ट से हटा दिए गए हैं। अगर बीएलओ (BLO) की लापरवाही या भीड़ के कारण आपको परेशानी हो रही है, तो घबराएं नहीं! आप घर बैठे अपने मोबाइल से इसका समाधान कर सकते हैं।


आपका नाम वोटर लिस्ट में क्यों खतरे में है?

  1. नो-मैपिंग (No Mapping): यदि आपका पुराना वोटर डेटा नए डिजिटल सिस्टम से लिंक नहीं हो पाया है।
  2. ASDD लिस्ट: यदि आपको गलती से मृत, कहीं और शिफ्टेड या अनुपस्थित मान लिया गया है।


बीएलओ (BLO) के चक्कर काटे बिना घर बैठे समाधान:

  • नया नाम जोड़ने के लिए (नए वोटर): मोबाइल ऐप या वेबसाइट पर जाकर Form 6 भरें।
  • नोटिस सुधारने या नाम ठीक करने के लिए: वेबसाइट पर जाकर Form 8 भरें।


ऑनलाइन प्रक्रिया (मात्र 10 मिनट में):

  1. भारत निर्वाचन आयोग के आधिकारिक पोर्टल voters.eci.gov.in पर जाएं या अपने मोबाइल मेंVoter Helpline Appडाउनलोड करें।
  2. अपने मोबाइल नंबर से साइन-इन (Log In) करें।
  3. Form 6 या Form 8 चुनें और अपना वोटर आईडी (EPIC) नंबर डालें।
  4. अपना आधार कार्ड, उम्र का प्रमाण या नया पता अपलोड करें और सबमिट कर दें।
  5. सबमिट करने के बाद मिलने वाले Reference ID को संभाल कर रखें, इससे आप अपने आवेदन की स्थिति ट्रैक कर सकते हैं।

अगर आपके क्षेत्र के बीएलओ (BLO) फॉर्म लेने से मना करते हैं या सहयोग नहीं कर रहे हैं, तो तुरंत टोल-फ्रीनंबर 1950 पर कॉल करके उनकी शिकायत दर्ज कराएं।

अगर आप 18 वर्ष के हो चुके हैं या नया वोटर आईडी कार्ड (Form 6) बनवाना चाहते हैं, तो चुनाव आयोग ने आपकी सुविधा के लिए नियमों को बहुत आसान कर दिया है। अब सरकारी अधिकारियों या BLO की मनमानी नहीं चलेगी!
✅ नए नियमों के तहत आपके अधिकार:
  1. अतिरिक्त घोषणा पत्र (Declaration) की अनिवार्यता खत्म:
    नया वोटर बनने के लिए अब माता-पिता या दादा-दादी के 2003 के पुराने रिकॉर्ड या विशेष सुधार (SIR) से जुड़े अतिरिक्त फॉर्म भरने की बाध्यता को हटा दिया गया है। अब आप बिना किसी फालतू कागजी कार्रवाई के सीधे आवेदन कर सकते हैं।
  2. आधार कार्ड देना अनिवार्य नहीं:
    वोटर आईडी बनवाने के लिए आधार नंबर देना पूरी तरह से आपकी इच्छा पर निर्भर है। यदि आपके पास आधार नहीं है, तो भी अधिकारी आपका फॉर्म रिजेक्ट नहीं कर सकते। आप पैन कार्ड, ड्राइविंग लाइसेंस या राशन कार्ड जैसे अन्य दस्तावेज दे सकते हैं।
  3. BLO फॉर्म लेने से मना नहीं कर सकते:
    सभी बीएलओ (BLO) को सख्त निर्देश दिए गए हैं कि वे नए मतदाताओं की मदद करें और उनके फॉर्म स्वीकार करें। यदि वे लापरवाही करते हैं, तो उनकी सीधे उच्च अधिकारियों द्वारा डिजिटल ट्रैकिंग की जा रही है।
  4. भाषा या मामूली कमी के आधार पर फॉर्म रिजेक्ट नहीं होगा:
    यदि आपने फॉर्म अंग्रेजी या स्थानीय भाषा में भरा है, या आपको अपने विधानसभा क्षेत्र का नंबर नहीं पता है, तो इस आधार पर चुनाव कार्यालय आपका आवेदन रद्द नहीं कर सकता। यह सहायता करना अधिकारियों की जिम्मेदारी है।

It can be incredibly frustrating to deal with administrative bottlenecks, especially when you are trying to fulfill your civic duty and are met with non-cooperation or massive crowds. 


The scale of the current revision in Jharkhand—with over 43 lakh notices issued—has clearly put a massive strain on the local system, and it is completely understandable that voters feel their time and energy are being wasted due to systemic inefficiency or a lack of proactive assistance from local Booth Level Officers (BLOs).


When dealing with uncooperative or overwhelmed BLOs, relying on them entirely can delay your process. Here are the most effective ways to bypass the local bottleneck and ensure your voter registration or notice rectification is processed without depending on your BLO:


1. Bypassing the BLO: Use the Online Direct Route

The absolute best way to completely avoid dealing with an uncooperative BLO or waiting in long lines at public centers is to submit everything directly through the central digital portal.

  • Go to the Central Portal: Use the official ECI Voters' Service Portal or download the official Voter Helpline App.
  • Direct Submission: When you upload Form 6 (for new voters) or Form 8 (for notice rectifications/corrections) online, your application bypasses the manual gatekeeping of the BLO and goes directly into the digital database of the Electoral Registration Officer (ERO).
  • Tracking Accountability: Once submitted online, a Reference ID is generated. The system logs the exact date of your submission, making it much harder for local staff to ignore or sit on your application, as higher authorities monitor the pending digital queues.


2. Escalating the Issue: Grievance and Complaint Channels

If a BLO is actively refusing to accept Form 6 from a new voter or is refusing to cooperate with a valid voter trying to resolve a technical notice, you have formal administrative channels to report them:

  • Call the National Voter Helpline: Dial 1950 (toll-free). This connects you directly to the election helpline where you can register a formal complaint against the specific BLO of your polling booth.
  • National Grievance Service Portal: You can file an official complaint online at the ECI National Grievance Service Portal. Select the category for "BLO related issues" or "Non-receipt of forms."
  • Approach the ERO / AERO Directly: Every assembly constituency has an Electoral Registration Officer (typically the Sub-Divisional Officer/SDO or Block Development Officer/BDO). If the BLO is unhelpful, you or the new voter can bypass them entirely and submit physical forms directly at the ERO’s main administrative office at the block/sub-division level.


3. Alternative Solutions for New Voters (Form 6)

If new voters are being turned away or ignored by the BLO:

  • Encourage them to use the Voter Helpline App. The mobile application is streamlined specifically for young voters. They can take a photo of their Aadhaar card and a selfie directly through the app to complete their Form 6 application within 10 minutes, completely eliminating the need to ever see or speak to a BLO.

Following recent updates, the Election Commission of India (ECI) issued critical updates and clarifications to Booth Level Officers (BLOs) and Electoral Registration Officers (EROs) regarding the processing of Form 6.


1. Reversal of the Mandatory "SIR Declaration" (September 26, 2026)

  • What changed: The ECI officially rolled back the mandatory requirement that forced all new applicants to attach an extra declaration detailing their parents' or grandparents' status in the Special Intensive Revision (SIR) or 2003 voter records.
  • The Directive: The additional declaration page is now strictly restricted only to states or areas where active SIR operations are currently underway. For all other states/regions where the SIR phase has concluded, applicants can submit Form 6 standardly without it.
  • Online Integration: Following this order, the IT department removed the forced double e-signature and parent-detail fields from the online ECINet platform, Voters' Service Portal, and Voter Helpline App (VHA).


2. Standard Processing Guidelines for Election Officials & EROs

  • No Ground for Rejection on Language/Fields: EROs cannot reject an application if a user fills out Form 6 in English or the local state official language. Furthermore, missing Assembly Constituency (AC) numbers should not be used to reject a form; officials are directed to assist the applicant in locating it.
  • Aadhaar Seeding is Voluntary: The submission of Aadhaar numbers for authentication via Form 6 is entirely voluntary. If an applicant doesn't provide an Aadhaar card, officials must accept other valid identity documents (such as PAN, MGNREGA card, Driving License, etc.) without penalising the user. 
  • Special Verification for Homeless Citizens: If an eligible citizen does not hold a standard proof of residence, EROs must mandate a special field verification officer (typically a BLO) to perform physical checks (such as night visits) instead of outright denying registration. 


3. Core Directives and Duties for BLOs

  • Mandatory Assistance: BLOs are legally bound under the Representation of the People Act, 1950, to maintain a clean stock of physical Form 6, 7, and 8 booklets and actively assist citizens approaching them.
  • Field Verification Role: Upon submission of Form 6 (whether online or offline), the application is routed to the BLO’s application dashboard. The BLO must physically verify the applicant's "ordinary residence" (defined as their actual regular sleeping place) and verify age documents for applicants aged 18–21.
  • No Gatekeeping of Submissions: BLOs are instructed to forward verified data up the chain promptly. Accountability for delayed queues is tracked directly by District Election Officers (DEOs) and CEOs via the updated ERONet 2.0 / ECINet monitoring suite.
