HAND ON HAND? 

It's online era. Now, our mind set is as such that we place the order and get home delivery on time. But, the matter of Bank Pensioners is not online issue. This is a completely off-line and back-office issue. Inherently, it takes time. Anyway, we Pensioners are outsider for this system. Our voice is like the sound of a trumpet in a theater. Irrespective our said position, we should continue our work taking inspiration from the mythological squirrel. 

The prevalent system in banking is the bilateral System, under which wages, allowances, service conditions, promotions, postings etc. are decided by the Management and the Unions jointly. Pension settlement is also through this system. It is not that in this system there has been no conflict between Management and Unions regarding demands. Conflicts have been there. There have been protests, demonstrations and strikes. But, there has never been any conflict on Pension Revision, since it didn't come to discussion level any time so far. 

There is a practical and legal mechanism to resolve conflicts. The disagreement in the 10th Settlement regarding salaries etc. had turned into tension. IBA was not ready to give wage load more than 13.5% and Unions were adamant on 17%. In this dilemma, the Unions requested to meet the Finance Minister jointly. Both IBA and UFBU  jointly met then Finance Minister Late Sri Arun Jaitley ji. 

During the meeting with the Finance Minister, as it happened, the IBA went up a bit and the Unions came down a bit and the matter was settled at 15% wage load. We may say, the right initiative at the right time in any matter regarding never fails. 

Our question is, did IBA and Unions ever have a standoff regarding Pension Revision? As per  records, till now the issue of Pension Revision has never reached the level of talks, so what can we talk about tension or conflict. And to be clear, the demand for pension revision was always stuck at number 22/24 of the COD. In fact this never reached discussion level. 

The Unions kept making various fake narratives in revision matter. In such a situation, there was no opportunity for agreement or disagreement on this issue, and when such an opportunity did not come, then what to talk about stubbornness! 

There is a section of pensioners who keep cursing the government very off and on. When they were in service, they used to say "Down with the government" as an amateur. They are not giving up this habit even after retirement. This is the easiest thing to do on social media. 

Unions are not hit even though they are representative organizations of Bankmen. It is the responsibility of the Unions to solve the problems of Bankmen. This is a contractual matter between the Unions and the Bankmen. The basic condition of this contract is that "Bankmen give the subscription & levy to Unions & Unions would provide you good wages, allowances, pensions, service conditions' agreements as well as protection from managerial exploitation and harassment." Catch hold your Contractor, not the Government. Rather, seek help from the Government as the contractor has run away from his responsibility, taking along payments. 

People know that there will be no action for abusing the government. But, Bankmen will have to face the consequences of saying something against Union leaders. The bank employees have not chosen the Union leaders, but "Bhai", the same "Bhai" as in the films. Sometimes this "bhai" was really savior of the Bankmen from the tyranny of the management. But now this "bhai' has changed. It can be said that this " Bhai" of the bank employees is now lap kid of the management. He is now double-cross. Bank employees are afraid because their "bhai' is now a pet of the management, but till date we have not understood why the Pensioners are afraid. 

Hit these double-crosses. This makes a difference. This time the bank employees did a small experiment. The Unions resorted to the tactic of forcibly get levy deducted from the arrears by sitting in the lap of the management. Within no time, 100% of the levy was recovered from Canara Bank, but bank employees in other banks exposed this conspiracy. Said 'no' to levy. A Federation of Retirees also tried to impose a levy on the arrears of ex-gratia, but that too failed. The lifeline of these scoundrels is subscriptions and levy. Choke this lifeline. Union funds have turned leaders into criminals. Union funds are the oxygen of leaders. We have seen a leader barking like a mad dog over the levy blockage, writhing in agony as if someone had removed an oxygen pipe from his nose.

जमाना आन लाइन का है। हमारा माइंड सेट बन चुका है कि हम आर्डर दें और समय से होम डिलीवरी हो जाए! लेकिन, बैंक पेंशनर्स का मामला आनलाईन का नहीं है। यह पूर्णतया आफ -लाइन और बैक-आफिस का मामला है। इसमें समय लगना एक स्वाभाविक बात है। वैसे भी हम पेंशनर्स इस सिस्टम के बाहर के लोग हैं। हमारी आवाज नक्कारखाने में तूती की आवाज जैसी है। लेकिन हमें गिलहरी से प्रेरणा लेते अपना काम जारी रखना चाहिए। 

बैंकिंग में प्रचलित प्रणाली, अर्थात द्वितीय समझौता प्रणाली, है, जिसके तहत वेतन, भत्ते, सेवा शर्तें, प्रमोशन, पोस्टिंग आदि मैनेजमेंट और यूनियनें मिल कर तय करती रही है। पेंशन समझौता भी इसी प्रणाली की देन है। ऐसा नहीं है कि इस प्रणाली में मांगों को लेकर बैंकों और यूनियनों मे टकराव न हुआ हो। टकराव होते रहे हैं। धरना, प्रदर्शन, हड़तालें होती रहीं हैं। लेकिन, पेंशन रिवीजन को लेकर कभी इस तरह की तनातनी की स्थिति का उल्लेख नहीं मिलता। 

टकराव को दूर करने का एक व्यवहारिक और कानूनी मेकानिज्म है। वेतन आदि को लेकर 10वें समझौते में असहमति तनातनी में बदल गई थी। आईबीए 13.5% से ज्यादा वेज लोड देने को तैयार नहीं था और यूनियनें 17% पर अड़ी हुईं थी। इस अड़ा-अड़ी में यूनियनों ने वित्तमंत्री से मुलाकात की बात रखी। आईबीए और यूयफबीयू, दोनों एक साथ तत्कालीन वित्तमंत्री स्व. अरुण जेटली जी से मुलाकात की। 

वित्तमंत्री से मुलाकात के दौरान, जैसा हुआ, आईबीए थोड़ा ऊपर गया और यूनियनें थोड़ा नीचे आई और मामला 15% वेज लोड पर तय हो गया। सवाल स्थिति और उसके सापेक्ष व्यवहारिक पहल की है। समस्या को लेकर सही समय पर सही पहल कभी असफल नहीं होती। 

हमारा सवाल है, क्या पेंशन रिवीजन को लेकर कभी आईबीए और यूनियनों में अड़ा-अड़ी हुई? रिकार्ड के अनुसार अभी तक पेंशन रिवीजन का मामला कभी बातचीत के स्तर तक पहुंचा ही नहीं, तो तनातनी या टकराव की क्या बात की जाए। और स्पष्ट कहें, तो पेंशन रिवीजन की मांग, मांगपत्र के 22/24 वें नंबर पर हमेशा अटकी रही। यह बातचीत के धरातल पर कभी लाई नहीं गई। इसको लेकर यूनियनें तरह -तरह की जुमलेबाजी करतीं रहीं। ऐसे में इस मुद्दे को लेकर सहमति और असहमति का मौका आया ही नहीं और जब ऐसा मौका ही नहीं आया तो अड़ा-अड़ी की क्या बात करें! 

पेंशनर्स का एक वर्ग है, जो पानी पी-पी कर सरकार को कोसता रहता है। सब सर्विस में था तो शौकिया "सरकार मुर्दाबाद' करता था। सेवानिवृत्ति के बाद भी यह लत नहीं छूट रही है। सोसल मीडिया पर यह सबसे आसान काम है। यूनियनों को हिट नहीं किया जाता, जब कि वे बैंककर्मियों के प्रतिनिधि संगठन हैं। बैंककर्मियों की समस्याओं के निराकरण का दायित्व यूनियनों का है। यह यूनियनों और बैंककर्मियों के बीज संविदात्मक मामला है। इस कांट्रॅक्ट में यह बुनियादी शर्त है कि "तुम हमें चन्दा- लेवी दो - हम तुम्हारे लिए अच्छा वेतन, भत्ता, पेंशन, सेवा सुविधाओं के समझौतों के साथ -साथ प्रबंधकीय शोषण और उत्पीड़न से रक्षा करेंगे। सरकार को नहीं, अपने ठीकेदार को पकड़ो। सरकार से मदद मांगों कि ठीकेदार अपने दायित्व से पैसा लेकर भाग गया है। 

लोगों को मालूम है कि सरकार को गाली देने से कोई एक्सन नहीं होगा। लेकिन, यूनियन नेताओं को कुछ कहने का दुष्परिणाम भुगतना पड़ेगा। बैंककर्मियों ने यूनियन नेता नहीं 'भाई', वही फिल्मों वाला भाई  चुना है। कभी यह भाई वाकई मैनेजमेंट की गुंडागर्दी से बैंककर्मियों की रक्षा करता था। लेकिन अब यह भाई बदल गया है। कहने को तो वह बैंककर्मियों का भाई है, लेकिन वह अब मैनेजमेंट की गोद में भी बैठा है। डबल- क्रास हो चुका है। बैंककर्मी डरते है, क्योंकि उनका भाई अब मैनेजमेंट का पालतू है, लेकिन पेंशनर्स क्यों डरते हैं, यह बात हमारे समझ में आज तक नहीं आई। 

इन बेइमानों को हिट करो। इससे फरक पड़ता है। इस बार बैंककर्मियों ने एक छोटा सा प्रयोग किया। यूनियनों ने मैनेजमेंट की गोद में बैठकर एरियर से जबरन लेवी वसूलने का तिकड़म भिड़ाया। देखते देखते कनारा बैंक से शतप्रतिशत लेवी वसूल हो गई, लेकिन अन्य बैंकों में बैंककर्मियों ने इस षड्यंत्र का भंडाफोड़ कर दिया। लेवी 'नो' कर दिया। रिटायरी की एक फेडरेशन ने भी एक्सग्रैसिया के एरियर पर लेवी का दांव चला, लेकिन वह भी फेल हो गया। इन बदमाशों की लाइफलाइन चन्दा और लेवी है। इस लाइफलाइन को चोक करो। यूनियनों का फंड नेताओं को अपराधी बना दिया है। यूनियनों का फंड नेताओं का आक्सीजन है। हमने एक नेता को लेवी में हुई रुकावट को लेकर पागल कुत्ते की तरह भौंकते देखा है। उसे तड़पते देखा, जैसे उसकी नाक से किसी ने आक्सीजन पाइप निकाल दिया हो।
