    S. GURUMURTHY'S MISCONDUCT

We, the Bankers with hurt heart, would like to draw your kind attention to the baseless and objectionable remarks on Bank employees, made by S. Gurumurphy, Director, RBI at a function of 'Tughlaq' Tamil Magazine on 8.5.2022. We hope that you will denounce & disagree with his comment and take appropriate steps to ponder over the hurt that bank men felt. Gurumurthy's remarks caused deep anguish and anger among bank employees. Hon'ble Prime Minister, please take cognizance of this matter, because Gurumurthy's remarks have belittled the your own positive remarks about Bank men, which built up the positive atmosphere in Banking. 

You have praised the outstanding performance and contribution of the bank employees in public forums many times in the last 7 years. Hon'ble Finance Minister herself has also been a fan of the unprecedented contribution of the bank employees. In such a situation, Gurumurthy's remark is a contempt of praise of you and the Finance Minister.

On May 8, 2022, at a function organized by Tughlaq Tamil magazine, Gurumurthy called the bank employees as "scum and filth". Scum means crust, dross, scruff, spume, froath and filth means 'very bad or immoral people or a group of people'. It is unfortunate that the honorable Finance Minister herself was present as the Chief Guest at the function. His use of the words "Scum and Filth" was in stark contrast to the all-time opinion expressed by your good self and the Finance Minister about bank employees.

S. Gurumurthy is the editor of Tughlaq Magazine. He is free to express his views in editorials. But, hosting a function in which the Hon'ble Finance Minister herself was present as the Chief Guest, such a comment is an insult to Chief Guest, can be made by a Nasedi only. His remarks are like a slap on the Finance Minister, who has been appreciative of the contribution of bank employees. Gurumurthy is the Director of RBI. The Reserve Bank's boardroom is also available to Gurumurthy to vent his anger.

Freedom of expression must be factual and rational. Freedom is not without an accountability. Freedom does not mean wielding a pointed sword in the crowd, which can cut the necks of those present around.

Is it the proper terminology? Bankers are scum? Bankers are very bad, or immoral people or groups of people. If Gurumurthy has any concrete evidence, then he should  provide the same to the government, being owner of the Banks. We do not have any proof that his mental balance is not right, so we are not able to say so about him.

If there is a code of conduct for RBI directors, Gurumurthy's unforgivable behavior needs to be seen in the light of that.

The government has appointed Gurumurthy as the Director of RBI. There might be some conditions for the appointment of Directors, some rationale, some ethics,  sone code of conduct or there must be some accountability. It is requested that the government should take some exemplary steps considering his conduct as a cognizable grave misconduct.

Gurumurthy has no right to accuse or abuse whole banking fraternity. If he has any grievance, he is free to take up at appropriate, but not this way denouncing in public that too in presence of FM. His act is highly provocative, uncalled for and derogatory.

एस. गुरूमूर्ति जानेमाने आर्थिक, सामाजिक, राजनीतिक चिंतक है। उन्हें राष्ट्रीय स्वयंसेवक

संघ के विचारक (आडियलाग) के रूप में 

जाना जाता है। वे तमिल भाषा में प्रकाशित 

"तुगलक" मैगजीन के संपादक भी है। 2018 

से वे भारतीय रिजर्व बैंक के निदेशक भी हैं।

विगत 8 मई को उपरोक्त मैगजीन के किसी

कार्यक्रम में, जिसके वे खुद होस्ट थे और

माननीय वित्तमंत्री निर्मला सीतारमण बतौर

मुख्य अतिथि मौजूद थीं, गुरूमूर्ति ने 

बैंक कर्मचारियों और अधिकारियों को 

"स्कम एंड फिल्थ" कहा। हलांकि, माननीय

वित्तमंत्री ने अपने संबोधन में बैंककर्मियों

की फिर तारीफ की।

गुरूमूर्ति की आपत्तिजनक टिप्पणी को

लेकर बैंककर्मियों का नाराज होना

स्वाभाविक है। फोरम ने 15.5.2022 को

प्रधानमंत्री जी को मेल भेज कर उचित 

कार्यवाई की मांग की है। प्रधानमंत्री को

संबोधित मेल का हिन्दी वर्जन नीचे दिया

जा रहा है। इसकी प्रतियां वित्तमंत्री तथा

रिजर्व बैंक के गवर्नर को भी भेजी गईं

 है। एक बात और, फोरम ने राष्ट्रीय

स्वयंसेवक संघ के सरसंघचालक, डा.

मोहन भागवत को भी पत्र लिखकर

बैंककर्मियों की नाराजगी से अवगत कराते

गुरूमूर्ति से बिना शर्त माफी मांगने का

आग्ह किया है। अफसोस तो इस बात का

है कि जहां मह घटना हुई वहां बैंकिंग

ट्रेड यूनियन का जार बैठता है। उसकी

तो आदत है सुन कर अनसुना करने की।

ऐसा वह चिदंबरम की झिड़की पर भी

कर चुका है।

"हम, बैंकर्स आहत मन से, 8.5.2022 को 'तुगलक' तमिल पत्रिका के एक समारोह में एस. गुरुमूर्ति निदेशक, आरबीआई द्वारा बैंक कर्मचारियों पर की गई निराधार और आपत्तिजनक टिप्पणियों की ओर आपका ध्यान आकर्षित करना चाहते हैं। हम आशा करते हैं कि आप उनकी टिप्पणी को अस्वीकार करेंगे और असहमत होंगे और बैंक कर्मियों द्वारा महसूस की गई चोट का संज्ञान लेते उचित कदम उठाएंगे। गुरुमूर्ति की टिप्पणी से बैंक कर्मचारियों में गहरा आक्रोश और क्षोभ है। 

"आपने पिछले 7 वर्षों में कई बार सार्वजनिक मंचों पर बैंक कर्मचारियों के उत्कृष्ट प्रदर्शन और योगदान की प्रशंसा की है। माननीय वित्त मंत्री स्वयं भी बैंक कर्मचारियों के अभूतपूर्व योगदान के प्रशंसक रहीं हैं। ऐसे में गुरुमूर्ति की टिप्पणी आपकी और वित्त मंत्री की प्रशंसा की अवमानना ​​है।

"8 मई, 2022 को तुगलक तमिल पत्रिका द्वारा आयोजित एक समारोह में, गुरुमूर्ति ने बैंक कर्मचारियों को "स्कम और फिल्थ" कहा। स्कम  का अर्थ है मैल, मल, कीचड़ और फिल्थ का अर्थ है 'बहुत बुरे या अनैतिक लोग या लोगों का समूह'। यह दुर्भाग्यपूर्ण है कि समारोह में मुख्य अतिथि के रूप में माननीय वित्त मंत्री स्वयं उपस्थित थीं। उनके द्वारा "स्कम एंड फिल्थ" शब्दों का प्रयोग बैंक कर्मचारियों के बारे में आप और वित्त मंत्री द्वारा व्यक्त की गई सर्वकालिक राय और प्रसंशा के बिल्कुल विपरीत था।

"एस गुरुमूर्ति तुगलक पत्रिका के संपादक हैं। वह संपादकीय में अपने विचार व्यक्त करने के लिए स्वतंत्र हैं। लेकिन, एक समारोह की मेजबानी करना जिसमें माननीय वित्त मंत्री स्वयं मुख्य अतिथि के रूप में उपस्थित थीं, ऐसी टिप्पणी कोई नसेड़ी ही कर सकता है। उनकी टिप्पणी वित्त मंत्री पर एक तमाचा की तरह है, जो बैंक कर्मचारियों के योगदान की सराहना करती रहीं हैं। गुरुमूर्ति आरबीआई के निदेशक हैं। गुरुमूर्ति को अपना गुस्सा निकालने के लिए रिजर्व बैंक का बोर्डरूम भी उपलब्ध है।

"अभिव्यक्ति की स्वतंत्रता तथ्यात्मक और तर्कसंगत होनी चाहिए। आजादी का मतलब भीड़ में धारदार तलवार चलाना नहीं है, जो आसपास मौजूद लोगों की गर्दन काट दे।

"क्या यह उचित शब्दावली है? बैंकर मैल, मल, गंदगी, कीचड़ हैं? बैंकर बहुत बुरे होते हैं, या अनैतिक लोग या लोगों के समूह हैं? यदि गुरुमूर्ति के पास कोई ठोस सबूत है, तो उन्हें बैंकों के मालिक होने के नाते सरकार को उपलब्ध कराना चाहिए। हमारे पास इस बात का कोई प्रमाण नहीं है कि उसका मानसिक संतुलन ठीक नहीं है, इसलिए हम ऐसा नहीं कह सकते।

"अगर आरबीआई के निदेशकों के लिए कोई आचार संहिता है, तो गुरुमूर्ति के अक्षम्य व्यवहार को उसी के आलोक में देखा जाना चाहिए।

"सरकार ने गुरुमूर्ति को आरबीआई का निदेशक नियुक्त किया है। निदेशकों की नियुक्ति के लिए कुछ शर्तें हो सकती हैं, कुछ तर्क, कुछ नैतिकता, कुछ आचार संहिता या कुछ जवाबदेही होंगी। अनुरोध है कि सरकार उनके आचरण को संज्ञेय कदाचार मानकर कुछ अनुकरणीय कदम उठाए।

"गुरुमूर्ति को पूरी बैंकिंग बिरादरी पर आरोप लगाने या गाली देने का कोई अधिकार नहीं है। यदि उन्हें कोई शिकायत है, तो वे उचित स्तर पर कदम उठाने के लिए स्वतंत्र है, लेकिन इस तरह से सार्वजनिक रूप से आपत्तिजनक टिप्पणी करने के लिए नहीं, वह भी एफएम की उपस्थिति में। उनका कार्य उत्तेजक, अवांछित और अपमानजनक है।■■■"
