The condition of Public Sector Banks is boiling with anger and anguish. It is due to enept handling of wage & pension issues by IBA. IBA has been showing very casual and callous attitude which go directly against the image of government. Employees & officers take it as at the instance of government, while it is not. IBA plays it to instil trouble in banking.
We have had written many communications to Hon'ble Finance Minister very frequently, but of no relief. We have also written few letters to your good offices as well.
To-day, we have again, written a letter to Hon'ble Finance Minister and apend below the same for your kind information and necessary action as you deem fit & proper.
Sir, referred issues need composition view. Since RBI pension is settled by govt, other bank men pension needs revision accordingly as per pension settlement under ID Act, 1947.

Respected Sister,
Greetings & Good Wishes for next milestone 2020 of journey. Hope & wish, 2020 shall prove to be a turning year for Banking sector, passing through most difficult phase in history. All Banks shall redeem and look forward to serve nation and economy, and economy too shall gather momentum from the steps initiated by you in this regard.
Sister, our addressing you as 'sister' in our communications have been a mocking subject for our detractors on social media and definitely, we feel, they may have a reason to do so, as nothing could be done so far in issues referred to you by us.
We have repeatedly invited your kind attention to issues related to Bank employees & officers, working or retired, since they have host of problems, not being resolved by Banks and/or their representative body, IBA. There prevail a most chaotic conditioning in Banking, never in history so, due to inept handling of HR issues by IBA/Banks. We have written to you on 17.8.19, 1.9.19, 20.9.19, 1, 4, 6, 10, 24, 19, 24, 28, 29 Oct, 2019 and 1, 3, 7, 14, 16, 26 Nov.2019 on following issues:
1. Minimum health cover to retirees
from Welfare Funds as envisaged by
DFS vide their letter dt. 24.2.2012.
Despite very clear instruction to
cover retirees from Welfare Funds,
IBA asked Banks to cover only
working employees from WFs &
not Retirees. This resulted in that
75% retirees could not take medi
Insurance cover due to unbearable
Premium and meagre pension.
IBA played criminal conspiracy in
this matter, just spoiling the image
of Government.
2. Family Pension revision from 15% to
30%. 15% with cap. Family pension
become negligible and meaningless.
Right from 1986, today over 90000
widows are languishing under most
oppressed economic conditions
added with social adversities for a
widows. Who will listen to their
voice, if not a woman Finance
Minister of India.? We don't expect of
flying Bank executives or Unions
Leaders of 5 star Character and
Culture doing something for them.
3. Pension Revision as done in RBI,
since our Pension Revision is linked
to RBI Pension Revision as per
Pension Agreement dated 29.10.1993.
The Agreement dated 29.10.1993
under ID Act,1947 is a legal document.
Agreement says in very unambiguous
terms that all terms & conditions
'including pension revision' shall be
as per RBI scheme. Now, when RBI
Pension had been revised by Govt.
what's the hitch on the part of Banks
not to initiate steps in this regard?
Now, it's right of pensioners, but to
get right IBA & Banks have
been pushing poor pensioners from
Courts to courts. Over 20 cases are
filed in various High Courts of the
Country. Never in past such number of
cases were filed by individuals/
groups on any issue in banking.
4. 100% DA compensation to all
Pensioners, as some of them get
less %age, causing discrimination.
Why discrimination in compensation
matter? It's totally against the spirit
of Hon'ble Supreme Court judgement,
which says, there can't be different
rules for compensation in same
establishment. How in Banking,
as one establishment there can be
different rate of DA? DA is a
compensation in lieu of price rise.
5. Quarterly DA to Pensioners as in
case of working staff to end
discrimination in compensation.
Working staff gets DA increase/
decrease on quarterly CPI average
increase/decrease, by Pensioners
get on half yearly average, for
unexplained logics & reasonings!
Hon'ble SC had said of no
Discrimination in compensation in
same industry, as we mentioned
in para 4 above.
6. We invite your kind attention
to various acts of omission
& commission of IBA to prove them
as trouble perpetrator, instead
trouble shooter in HR matters, in
banking Industry.
Entire banking workforce is
bitterly under, distress, duress,
frustration and didgust
on account of IBA acts.
7. IBA, through its various modus
Operandi has been fueling anti-Modi
Govt.atmosphere among 15 lakh
Bankers in service or retired.
8. IBA has been casual and callous
in HR issues and provoked unrest
by offering 2% wage increase &
denying pension revision by
quoting imaginary cost figure
as Rs.95000. We have serious
problems with IBA
and urged to disband
it and bring in place a competent
Authority to deal with HR issues
for PSBs.
10.Despite Govt instruction to start
next wage revision talks in Jan. 2016
followed with 4 reminders from DFS,
IBA remained silent and till date
nothing is done. Govt is aware of
unrest in the mind of banking
fraternity and to tide over it, DFS
had to release one month's Pay as
advance against wafe revision
arrears, but no such relief to
pensioners.
We haven't got any relief from your good offices in all above issues. We have written or endorsed many mails to Secretary, Finance or Secretary, DFS, but no action report at all from them too.
We don't find that our mail ID is blocked or your mail id or of Secretaries are inactivated. All mails are invariably delivered to all concerned
With such loaded frustration and under distress nothing tangible can be achieved. Such an attitude on whosoever part is against the spirit of Modi Govt, which is taken as swift acting Govt.
Sister, please look in to Banking issues and must ensure legitimate order whether in wages, pension or service conditions, being owner of PSBs which control over 72% of banking operations in India. Banking people can't be left on IBA, which have mind set of earlier UPA govt.
Hope, you advise DFS to pick up the issues lying in dust bins of IBA and give them logical resolution to instil a healthy industrial atmosphere in Banking.
