Respected Sir,
Sub: Role of IBA Towards Bank Employees
We have been raising our concerns, since you came in office in 2014, with regard to casual and callous approach of Indian Banks' Association towards Bank Employees, whether in service or retired. Like many problems that you inherited from earlier UPA government, please allow us to say, you inherited IBA as biggest trouble perpetrators in Public Sector Banks owned by GOI. IBA handles HR issues, most important area concerning workforce, and through this role it has been taking such steps, as to disseminate discontentment, disgust, dissension among banking fraternity. As a result, PSBs workforce is boiling and Bank men are dismayed that the Government is not taking a note of this situation.
Sir, permit us to point out some of glaring instances of sheer provocations as under:
1. That, the then FM late Sri Arun Jaitley advised Banks/IBA in January, 2016 to start next wage revision talks to conclude settlement before 31.10.2017, expiry of existing settlement so that new one may be implemented from 1.11.2017. It was totally ignored, disregarded and kept aside, for unexplained motives. As far Unions are concerned, they have a clear motive to delay settlement, as arrears yield them levy. But, what was IBA motive? In fact IBA ushered in subservient role to benefit Unions by delaying wage revision, despite govt directive followed with 4 reminders to ensure new settlement before existing one expires. Bank men were quite jubilant, as it happened for first time after nationalization that the Govt played proactive role, but IBA punctured govt desire, just to benefit Unions and foster dissension among banking fraternity.
2. That, the IBA played mischief by offering 2% pay rise, a very reckless & irresponsible behavior to provoke Bank men against govt. Why against Govt? Because Bank men do know that PSBs are owned and controlled by MOF, GOI and IBA acts at the behest of MOF. If 2% pay rise was relevant and offered having applied full mind and reached to considered view, then how it is now trending on 12% hike? Please know from them whether they were joking at 2% or now at 12% offer! What's in their store as reliable?
3. That, the IBA has been taking a plea on Pension Revision that it would required fabulous money. It was their imagination based stand. This time for last one year in Pension revision matter again IBA was trending on imaginative figure of cost. They released hot air. Pension revision would entail huge funding of Rs.95000 crore. Just one may distance to hear such figure was their idea. However, now it is revealed that it may cause Rs.6300 crore. Sir, again same question, were they esrlier joking at Rs.95000 crore cost or now at Rs.6300 crore?
Sir, Pension in Banking was introduced as per Agreement on 29.10.1993, under ID Act, 1947. It is a legal agreement, still valid, as agreed by MOF as well. The agreement says, all other terms and conditions, including pension revision shall be as per RBI Pension Rules. Now, RBI Pension is revised Govt., which paved the way to Bank Pension revision, but IBA is bent upon to precipitate the situation on one or other pretext.
Like OROP, Bank men are denied their right to pension revision for over last 30 years. Family pension is just 15% with cap. Over one lakh pensioners had died so far.
4. That, the IBA ignored another directive of MOF, DFS in Welfare Fund utilization matter. The DFS vide it's letter No:F.14/7/92-IR(Vol-II) dated 24.2.2012 advised the Chief Executive, IBA that the Welfare Funds may be utilized to provide Health Insurance to working staff & retirees. The IBA held up this instruction and advised Banks sometime in 2015 to use WFs for working employees health cover and not Retirees. We don't know, how IBA could be extra-governmental authority to supercede Ministry directive?
Hon'ble Prime Minister,
We, aggrieved Bank employees & officers, seek your benign intervention and indulgence in following matters:
1. Please STOP IBA from playing with the sentiments of Bank employees, provocative & fissiparous tendencies and advise them to behave responsibly, since they handle HR issues of PSBs on behalf of Government of India. It's not Congress government, but of Modi that means responsibility and purposeful business. IBA steps are turning Bank men hostile to govt., an uncalled for and avoidable situation.
2. Adequate Pay Rise, which is all time depleted to bottom rock and immediate agreement in this regard,
3. Bank Pensioners Pension may please be revised as per Rules of Revision of RBI Pension in compliance with the terms of Pension Agreement dated 29.10.1993 under Indian Disputes Act, 1947. This 3 Decade Old issue, inherited by your govt from Congress Rule, like OROP, may please be resolved to grant justice to Pensioners.
4. The PSBs may please be advised to comply with DFS letter, referred to above, in Welfare Matter and health Insurance Cover provided to Bank Retirees from Welfare Funds, at par with working staff from 2015 and refund the premiums recovered from Retirees for health Insurance cover.

Some Suggestion to Smoothen Process
कार्यक्रम के अनुसार महीने भर के अभियान में हर दूसरे दिन एक कार्ड भेजना है, अर्थात महीने भर में एक आदमी से कुल 15 कार्ड. इसके लिए सबसे बेहतर निम्नवत होगा:
As per program, in month long drive, One Card every alternative day, means 15 Cards in all from one Person.
Best way will be as under:
1. कार्ड ढेर/बल्क में खरीदें. 15/15 कार्ड का पैक बनायें, रबर बैंड से बांधें.
1. Purchase Post Card in bulk. Bundle them in 15 lot bound by rubber band.
2. अब एक पैक 15 कार्ड का लें, एक साथी से सब पर हस्ताक्षर, नाम, बैंक का नाम, स्थान कार्ड के निचले भाग पर लें. सभी कार्ड को फिर रबर बैंड में बांधें.
2. Now get one bundle (15 card pack) signed with name, Bank, station on bottom side. Now bind them with rubber band.
3. अब, दिया गया संदेश हिन्दी या अंग्रेजी में हस्ताक्षर के ऊपर लिखें. दूसरी तरफ प्रधानमंत्री का पता लिखें. अब कार्ड तैयार है. दूसरे दिन एक कार्ड निकालें डेट डालें और पोस्ट बाक्स में डालें.
3. Now, you may write requisite message in Hindi or English as per draft above signature. On reverse write PM address. Now card is ready. Take one from pack, put date and drop in Post Box.
4. पोस्ट कार्ड की कीमत हर साथी से लें. और, प्रेरित करें कि लोग जरूरतमंद साथियों को, इस कार्य के लिए कार्ड दान करें. एक्टिविस्टस् को केवल श्रम और समय देना है. इसमें औरों का भी सहयोग लें.
4. Please recover Post Card cost from every person. And, motivate people to donate Card for needy people, for this purpose. Activists need to give time and labour only. In this task, enlist support of others.
5. यह अभियान पेंशन रिवीजन का है, अत: कर्मचारियों/अधिकारियों से सहयोग और समर्थन लें. उन्हें कृतज्ञ भाव से सामिल करें. पेंशन सुधार से उनका भी नाता है.
5. This campaign is of Pension Revision. Therefore, please seek participation and support of employees & officers. Enlist their support from gratitude. Pension Revision relates to them.
6. किसी के उकसावे में मत आयें, हमारा किसी भी कर्मचारी, अधिकारी या पेंशनर साथियों से किसी तरह का मतभेद नहीं है. हम कोई यूनियन नहीं है और हम चाहते हैं कि जो युनियनें हैं, वे मजबूती से काम करें और कार्यरत तथा रिटायरीज के मसलों को और कारगर ढंगसे निपटायें.
6. Please do not come in provocation of anyone, we don't have any difference with working or retirees staff. We are not Union and we just want that the unions work with powerfully and resolve the issue of working and retirees more effectively.

अथ् श्रीमहाभारत कथा. कथा है परमार्थ की, पुरुषार्थ की, कर्णप्रिय महाभारत की कथा में, सब ने सूना और देखा है. धृतराष्ट्र के पास आंख भर नहीं थी, बाकी सबकुछ था. बिदुर जैसा मंत्री, भीष्म जैसा कुरुवंश को समर्पित महायोद्धा, कर्ण जैसा दानवीर और योद्धा, द्रोणाचार्य, कृपाचार्य, अश्वत्थामा जैसे बलवान लोग और संजय जैसा सारथी जो अपनी दिव्य आंखों से सुदूर बैठे वह सब देखने में सक्षम था जो युद्धभूमि में हो रहा हो, या कहीं और जो धृतराष्ट्र देखना चाहते हों.. 100 पुत्रों का पिता धृतराष्ट्र. दुर्योधन गदाधारी का पिता धृतराष्ट्र. एक अदद शकुनी का जीजा धृतराष्ट्र था.
आज बैंकिंग में महाभारत के सारे पात्र उपलब्ध हैं.
धृतराष्ट्र की जगह सबसे बड़ी संख्या बल की यूनियन को रखना मजबूरी है, क्योंकि ऐसा न करना जायज नहीं होगा, हकतल्फी होगी. और, उनके काम-काज धृतराष्ट्र की तरह है और वे राजा भी है. साधारण शब्दों में, यदि ऐसा न किया जाये तो महाराज धृतराष्ट्र नाराज हो जायेंगे, और यदि हुआ तो प्रकृति का संतुलन बिगड़ जायेगा, आसमान फटकर जमीन पर गिर पड़ेगा. और, आप सभी जानते है कि प्रकृति का संतुलन बिगड़ने से भूकंप, सुनामी, हिमस्खलन, ग्लोबल वार्मिंग जैसी आपदायें आ सकती है. इस संतुलन को छेड़ने का दुस्साहस एक नासमझ ने कुछ दिन पूर्व किया था और चुनौती देते हुए भारत का अर्थ प्रवाह दो दिन को रोक दिया. फिर क्या-क्या हुआ, कैसे हुआ, क्यों हुआ, ये न पूंछो. हथियार डाल, गौरैय्या की तरह देश के एक कोना कोलकता से चेन्नई, मुंबई होते दिल्ली से फिर कोलकता तक भागते-भागते जयंत की तरह शरणागत पाहिमाम प्रभु, बौद्धम शरणम गच्छामि..हुआ! अंतत: घुटनों के बल आईबीए दफ्तर की सीढ़ियों को नापा, बात नहीं बनी तो सुनील मेहता के कार्यालय, दिल्ली, की सीढ़ियां चढ़, प्रभू हम तो आपके दास हैं की गुहार लगाते दिखे. सुनील मेहता वही,आईबीए के चेयरमैन, जिसे मान्यवर ने दिल्ली धरने के बाद मिलने के बजाय इंडिया फेम के पप्पू जी के श्री चरणों को धर पकड़ा था. कुछ नहीं हुआ, वही ढाक के तीन पात वाली बात. बहरहाल, बात आई-गई हो गयी.
इस महाभारत में बैंक कर्मचारी, अधिकारी द्रोपदी की भूमिका में हैं, जिनकी चीर धृतराष्ट्र की स्वीकृति से, तमाम महाबलियों की उपस्थिति में बार-बार हरी जाती है, द्रोपदी विलाप करती है, श्राप भी देती है, लेकिन उसके पास दुर्योधन का जंघा तोड़ने और दुस्सासन का सीना चीर लहू निकालनेवाला कोई पांडव नहीं होता. रिटायरीज इस महाभारत में राजाश्रयी हैं, वे धृतराष्ट्र, दुर्योधन आदि के साथ भयवस हैं. गुजर-सफर के लिए धृतराष्ट्र की कृपा की आस लगाये बैठे रहते हैं. महाभारत में शिखंडी एक महायोद्धा था, पर हिजड़ा था. रिटायरीज को हम शिखंडी भी नहीं कह सकते, क्योंंकि शिखंडी ने महाभारत के एक महाबली को मार गिराया था. पिछले पच्चीस वर्षों से रिटायरीज धृतराष्ट्र -दुर्योधन की जय-जयकार कर रहे हैं, लेकिन धृतराष्ट्र धृतराष्ट्र ठहरे, पुत्रमोह और सिंहासन से बधें धृतराष्ट्र ने रिटायरीज के विषय में संजय से भी कभी नहीं पूंछा और न राजधर्म निभाने का प्रयास किया.
शकुनी की भूमिका में आईबीए है. वह धृतराष्ट्र, दुर्योधन को बराबर साधने-बरगलाने में लगा रहता है. राजदरबार में अन्य महाबलियों की न चलने देने के लिए हर तरह की व्यूहरचना करता रहता है, और सफल रहता है. शकुनी महाभारत का सबसे बड़ा पात्र है, उसकी बहन महारानी है, जीजा महाराज है, भांजा युवराज और कुरुवंश का संभावित उत्तराधिकारी और सबसे बड़ा उसका दायित्व हस्थीनापुर को बरबाद करना है. आईबीए धृतराष्ट्र और दुर्योधन ही नहीं, हस्थीनापुर को बरबाद कर प्रतिशोध लेना चाहता है. आईबीए शकुनी है और यूयफबीयू के घटक सभी यूनियनें धृतराष्ट्र और उसके राज दरबारी हैं.
रिटायरीज को अगर पांडवों के रोल में फिट कर दिया जाये तो कोई गलत नहीं होगा. पांडवों की तरह, रिटायरीज न्यायप्रिय हैं.कूल हैं.धृतराष्ट्र और दुर्योधन को जेष्ठ पिता और अनुज मानते हैं. चाहते भी है कि गुजर-सफर के लिए पांच गांव ही मिल जाये. 14 के बजाय 25 वर्षों से बनबास झेल रहें हैं.. कुछ पर भी सहमत हैं, लेकिन धृतराष्ट्र से ज्यादा दुर्योधन अड़ा रहता है और कहता है कि पांच गांव क्या पांडवों को सुई की नोक के बराबर जमीन नहीं देंगें. अब पांडवों के सामने युद्ध का सीधा विकल्प बचता है. लेकिन, अभी तक पांडवों को कृष्ण नहीं मिले हैंं. पांडव विद्रोह की भूमिका में हैं. यधीष्ठिर से सहदेव तक हैं, द्रोपदी भी है. बस सखा कृष्ण अभी नहीं दिख रहे हैं.
बैंक कर्मचारी-अधिकारी (द्रोपदी) और रिटायरीज (पांडवों) को मिलकर किसी उपयुक्त पात्र को सुदर्शनधारी कृष्ण बना देना होगा. यह देश आस्था और विश्वास का देश है. यहां तो लोग बेजान पत्थरों में देवत्व मानते हैं. प्रकृति के हर ऋजन में देवत्व दिखता है. ऐसे में एक सुदर्शनधारी कृष्ण खोजना कोई मुश्किल काम नहीं होगा. जिसे मानों वही देव.
उम्मीद करता हूं कि कृष्ण को पांडव खोज लेंगे.
कृष्ण ने स्वयं कहा है:
यदा-यदा हि धर्मस्य ग्लानिर्भवति भारत ।
अभ्युत्थानमधर्मस्य तदात्मानं सृजाम्यहम् ॥
हे अर्जुन! जब-जब धर्म की हानि और अधर्म की वृद्धि होती है, तब-तब ही मैं अपने रूप को रचता हूँ अर्थात साकार रूप से लोगों के सम्मुख प्रकट होता हूँ।
परित्राणाय साधूनां विनाशाय च दुष्कृताम् ।
धर्मसंस्थापनार्थाय सम्भवामि युगे-युगे ॥
साधु पुरुषों का उद्धार करने के लिए, पाप कर्म करने वालों का विनाश करने के लिए और धर्म की अच्छी तरह से स्थापना करने के लिए मैं युग-युग में प्रकट हुआ करता हूँ॥
धर्म का सवाल है और उसे बचाना है तो कृष्ण को आना ही होगा. सीधे-सादे पांडवों की रक्षा करनी है, दुष्टों का संहार और धर्म को पुनर्स्थापित भी करना है.

Further to Issues raised in above question, Hon. MP had met FM, Sister Nirmala Sutharaman subsequently in her office. As we conveyed him about the inappropriate reply of Hon.State FM, in course of meeting with Hon'ble FM, Hon'rable MP has discussed Bank Pensioners health insurance and Pension Revision issues. As conveyed by his PA, Sri Arvind over phone, Hon'ble FM heard the issues patiently and assured the Hon'ble MP for doing the needful from her side in due course.
The Hon'ble MP's PA informed us further that the Hon'ble MP would continue his efforts to help Bank Pensioners & Bank employees, till their issues are not resolved. He would persuade her further when he meets her again in due course.
Let us hope his continuous support in all our issues.

Monitoring System of Campaign
1. Our Campaign/Movement is Ceaseless-Seamless, difficult to know quantum, compliance and accomplishments. It's voluntary and self help program, dedicated to countless nameless, faceless valiants of Bank Employees movement, dead or alive in job or retired. We are friend to all and enemy to none, neither the management, nor the government nor established trade Unions, provided they are on right path and work in the interest of nation & people.
2. Operational methodology is that you are an Activist on our role. We guide, advise and monitor you. All those who are on your contact list, individual or group, they are your Activists. You guide, advise and monitor them. Similarly, your Activists shall have similar role and activities, akin to us and so they and they onward. Suggestions and feed back shall move upward to reach at appex level for final decision. Suggestions shouldn't be circulated to group members. This discipline shall help to have uniformity in organizational decisions and approach.
3. "One Team-One Theme" is basic idea.
It's paperless, moneyless operation. Motive is to afford cost one self, if any. We shall look into any other options, if that's necessary and shall device operational strategies accordingly, project wise.

And set an example of new idea..
