IBA Permits Ad-hoc Payment Of Arrear Pending Bipartite Settlement



Good News on ad-hoc payment  may be read by clicking on following  link . 

It is however  heard that UFBU has lodged it's protest against IBA's unilateral  adventure  of permitting one month's salary  to bank staff against possible arrears of wages keeping in view festive season. This is because credit of such good gesture on the part of Finance Minister has gone to persons other than  UFBU.

 I think it is for the first time in the history  of trade union that leaders of militant unions ask IBA not to give 
adhoc payment  to bank staff. It should open the eyes of bank staff who are blind followers of their unions. 



@nsitharaman Thanks, considering our request dated 20.9.19. Today IBA advised Banks to release 1 month's salary as adhoc payment against arrear. Now please advise IBA to grant 10% interim relief every month pending final settlement. IBA termed it as gesture, let it really be gesture. It's new beginning. Great in deed! A new beginning!

'मोदी हैं तो मुमकिन है': First time in the history of Banking, an 'ad-hoc' payment of one month's salary is paid against arrear of pay rise. Thanks for considering the request made in our letter dated 20.9.2019.

In our letter we urged 10% interim payment from Oct., 2019 pending settlement. IBA released one month's pay, which is equal to last 10 months.

Good gesture, indeed at a very opportune time when banking is passing through very fluid situation in HR side. To strengthen this spirit, we reiterate our request as made in our letter referred to above to please advise IBA to release 10% as interim relelief from Oct.2019 every month subject to adjustment on final settlement. This will be like a cool breeze over a hot situation prevailing in banking.

This will be a halfway approach, if Bank Pensioners, languishing for Pension Revision for over 3 decades and facing financial difficulties, plights are ignored. They are entitled to Revision at par with RBI Pension Revision, granted by you.

Please, therefore, give a generous thought and human touch to these suffering 5 lakh aging, ailing and dying species who toiled their hard to bring banking at this height. Please advise IBA to direct it's member banks to release 10% as adhoc increase in Pension from October, 2019 pending final adjustment on settlement. If one month's pension is released in advance, it will really be a great boon in this festivity season. It will create a new human bondage between government and Bank Pensioners.

AIUBPARF LETTER  TO CENTRAL MANAGEMENT ON MIS
The AIUBPARF has addressed a letter to the CEO of Union Bank of India today demanding :
1):facility of remitting insurance premium  in monthly / quarterly  / half yearly instalments
2) Credit of October  Pension on the same day of salary of working staff
3) grant of loan at lower rate of interest to pay insurance premium
4) Subsidy of Rs 10000 in premia for pre 1986 retirees.

Unilateral IBA letter to Banks no. HR&IR/XIBPS/7944 dated 01.10.2019
Date: 01.10.2019
This has reference to your communication dated 01.10.2019 seeking our views on the unilateral decision of IBA to pay an adhoc amount equivalent to one month’s salary(BP+ DA thereon) in view of the festive season. As you mentioned in your letter, we also concur unequivocally that this arbitrary decision smacks of sheer unilateralism. We, the four officers’ organisations would like to articulate our views on the above letter of IBA and request you to incorporate the same in your communication to IBA on behalf of UFBU.
We strongly show our resentment on the above letter on the following counts:
  1. When UFBU is in talks with IBA on wage negotiation and the same is far from reaching any conclusion, they should have had the courtesy to discuss / consult UFBU before issuing the communication.
  2. During the present negotiation talks, no meaningful discussion has taken place on the Charter of Demands submitted by the four officers’ organisations. We strongly feel that the said letter under reference would create a confusion amongst rank and file that the bipartite talks are nearing conclusion. This communication therefore, is highly objectionable and disruptive of the consultative process.
  3. We strongly register our protest against unilateral approach of IBA thereby candidly demeaning the bilateral exercise over a period of nearly 4 decades. It would be in order for the IBA to immediately convene a meeting of the representatives on priority basis to avoid the needless misunderstanding and also derailment in industrial relation climate.
  4. We also enjoin upon you to communicate to IBA to advise the members not to act on the communication for the time being, till any dialogue with UFBU.

वी बैंकर्स द्वारा हड़ताल की सूचना ज्यों ही भारतीय बैंक संघ (आईबीए), यूएफ़बीयू के घटक संघठनों व सार्वजनिक क्षेत्र के बैंकों को 51 पृष्ठ लम्बे उठाए गए मुद्दों के साथ मिली-उसने तहलका मचाने का काम किया है । हमें भारतीय बैंक संघ (आईबीए) के पूर्व मानव संसाधन सलाहकार का संदेश प्राप्त हुआ है जिसमें उन्होंने कहा है कि अभी उन्होंने कुछ ही पृष्ठ पढ़े हैं फिर भी वे यह कहने को बाध्य हैं कि वी बैंकर्स ने सही मायनों में मुख्य मुद्दों को प्रभावशाली तरीक़े से उठा दिया है । वी बैंकर्स द्वारा विवरण के साथ वी बैंकर्स की आरटीआई टीम द्वारा माँगी गयी सूचना के जवाब में विभिन्न बैंकों द्वारा दी गयी सूचना लगा देने का परिणाम यह हुआ है कि आईबीए ने एक महीने के तदर्थ वेतन भुगतान किए जाने के आदेश आज जारी किए हैं । संभवतः यह आदेश वी बैंकर्स की उस माँग को कमज़ोर करने के लिए चालाकी के साथ खेले जाने वाले उस खेल का हिस्सा हैं जिसमें वी बैंकर्स ने बैंकों द्वारा सम्भावित वेतन वृद्धि के मद्देनज़र किए गए provision को बैंक कर्मियों को अविलम्ब तदर्थ वेतन वृद्धि के रूप में दिए जाने की माँग इस आधार पर कि है कि जब इस provision के बराबर राशि को लेकर कोई विवाद नहीं है -भला फिर बैंक कर्मियों को देय इस राशि को provision के रूप में रखे जाने का क्या तुक है -यह राशि बैंक कर्मियों को अविलम्ब भुगतान की जानी चाहिए । यूएफ़बीयू के घटक संघठन के नेता सकते में हैं ।


एक बात जो पूरे सम्मान के साथ कहनी है और जिसे अन्यथा नहीं लिया जाना चाहिए वह यह कि यदि बैंक कर्मियों को किसी चीज़ से सर्वाधिक नुक़सान पहुँचता है तो वह है उनका वह अतिशय ज्ञान जिसे वे इधर उधर से सुन कर अर्जित करते हैं और स्वयं मिली हुई जानकारी को जाँचने परखने का कोई यत्न नहीं करते । ऐसे सभी विद्वानों से विनम्र आग्रह है कि वे पहले वी बैंकर्स के 51 पेज लम्बे प्रतिवेदन को ठीक से पढ़े-अपने ज़ेहन में उठने वाले सवालों के जवाब के लिए गुरु गूगल की सेवाएँ लें और फिर भी शंका का समाधान न हो तब सवाल करें । वैसे होना तो यह चाहिए कि जब यूएफ़बीयू के सारे घटकों को जाँच परख चुके तब अपनी अन्तरात्मा की आवाज़ पर वी बैंकर्स के आंदोलन को बिना विद्वतापूर्ण सवालों के सफल बनाने के इसलिए जुट जाना चाहिए कि जिनके वे सदस्य हैं -आख़िर एक बार वी बैंकर्स का पूरी तरह साथ देते हुए उसे परखने में हर्ज ही क्या है ?
