Re: Proceedings of Central Committee Meeting held at Lonawala from 24th to
26th September, 18 .
As per the Notice dated18.06.2018 issued, Central Committee Meeting of AIBRF was held at Lonawala (Maharashtra) from 24th to 26th September,18. It was attended by 32 Office Bearers & 100 Central Committee Members as per the attendance taken for the meeting.
2. Deliberations on General Secretary’s Report and as per the agenda items circulated covering various issues of retirees and organisational matters had taken place in the meeting in which 52 Central Committee Members and 8 office bearers participated. At the end based on suggestions/ inputs given during the deliberations and General Secretary response on various issues the following major decisions were taken.
(a) RENEWAL OF IBA SPONSERD GROUP INSURANCE POLICY FOR 2018-2019
The house unanimously disapproved the renewal premium quoted by UIICL for retirees for 2018-2019 and circulated by IBA as increase of 140 per cent was considered very high and not as per the sprit of the settlement and also beyond the reach of retirees in particular family pensioners, pre-1986 retirees and those retired before 2002.
The General Secretary presented detailed report on efforts being made to persuade insurance company, IBA and UFBU leadership in coordination with CBPRO to bring reduction in the quote given by UIICL at the acceptable level. The General Secretary also informed the house about various suggestions given to IBA through UFBU so required reduction can be brought to the acceptable level. Suggestions included sum assured can be from 1 to 4 lakhs slabs instead of present two slabs of 3 & 4 lakhs. There can be some celling on bed charges etc.
The house was of unanimous view that AIBRF, in coordination of all concerned parties, should continue to make all efforts for continuance of IBA Group medical scheme for retirees at the acceptable and affordable renewal premium so the policy can be renewed before the date of expiry without any inconvenience to the membership.
(b) Merger of three public sector banks
The house discussed the recent announcement of the government to merge three public sector banks namely Bank of Baroda, Vijaya Bank and Dena Bank. The house was of the unanimous view that the proposed merger is neither in the interest of public nor employees and no useful purpose will be served through this process. On the contrary, it is likely to create demoralisation among the workforce and confusion among the public.
It was unanimously decided to extend all out support to the agitational programmes being organised by our affiliates from these 3 banks against the move and AIBRF will also take up the issue at appropriate level opposing the government move for merger.
(3) Review of Supreme Court Decision on 100 per cent DA case
The house did detailed and comprehensive review of Supreme Court judgement dated 16.05.2018 in the matter of 100 per cent DA which came as big and unexpected shock to the bank retiree community. The house noted various contradictions found in the judgement which were contrary to the documents presented and arguments presented. The house endorsed the various decisions taken in the core committee meeting held at Delhi on 2nd and 3rd June 2018 and as circulated vide circular dated 05.06.2018.The committee also noted that the main petitioner, UBIEWA has filed review petition in Supreme Court against the judgment and decided to extend support to them in pursuing the petition in the court effectively. Decision on curative petition, if required to be filed, will be taken at appropriate time after the outcome of review petition.
(4) Recent achievements for retirees
Due to court judgements and organisational efforts , about 1.2 lakhs retirees have received arrears in the form of re-fixation of basic pension for 1616-1684 index, pension option to the compulsorily retired employees as per settlement of 2010 and benefit of notional service to specialist officers in terms of regulation no. 26. It was noted with satisfaction that IBA has specifically advised private banks to pass on benefit of 1616-1684 to the eligible retirees.
The General Secretary requested affiliates to inform the central office in case they face in difficulty in effective implementation of IBA advice at the bank level, to enable us to take up with IBA.
The house asked the affiliates to ensure that the benefits reach each and eligible retirees and help the concerned member to complete required formalities.
(5) On going Bipartite Settlement Negotiations
The house noted with disappointment the very slow pace of negotiation and very low offer of 6 per cent given by IBA. House unanimously decided to extend all support with active participation in action programs of UFBU launched by them from time to time for early settlement.
The General Secretary informed details of the efforts being made in coordination of CBPRO to raise pending issues of retirees during the negotiation for solution with UFBU/IBA. He placed before the house various joint communications issued in this regard.
(6) Action Programs
The General Secretary informed the house that committee of 3 members namely two joint convenors of CBPRO & General Secretary of AIBRF has been formed in the joint meeting of 8.09.2018 to chalk out details of action programs to be launched jointly from November/ December, 18 to achieve pending demands of retirees in the forthcoming wage settlement. All affiliates/ state bodies of AIBRF were asked to be in readiness for launching joint call successfully in their state/ area.
(7) Coordination with CBPRO
The General Secretary placed before the house details of the various steps taken for joint efforts of AIBRF and CBPRO on identified issues as per the decisions taken in the meeting of3.06.18 and 8.09.18 and communications issued on them from time to time.
They were unanimously approved and it was decided that such joint coordination should be on continuous and regular basis.
(8) Next Delegate Session of AIBRF
As per the decision taken in the office bearers’ meeting held at Vijayawada , it was decided to hold next delegate session of AIBRF in Delhi from 1st March to 3rd March, 18. The conference will be hosted by Delhi State Committee. The Central committee noted the decisions and unanimously confirmed the same.
Based on the presentation given by the General secretary, Delhi State Body, Shri A.K.Bansal the following further decisions were taken for organising the conference:
(a) Registration fee to attend the conference will be Rs. 3000 each delegate and each observer
(b) AIBRF will extend financial help of Rs. 10 lakhs to Delhi State Committee for organising this conference.
(c) Delegates entitlement of affiliates will be in terms of provision in AIBRF constitution to be reckoned on the basis of membership as on 31.12.2018 and subject to clearance of all dues latest by 31.01.2019.
(d) The affiliates will be entitled to nominate observers maximum 30 per cent of their entitlement for delegates with minimum one.
(e) The affiliates will also extend financial help to Delhi State Committee by raising funds from their own sources as per the minimum amount fixed in the meeting for each affiliate based on their membership. The amount will be advised to each affiliate separately.
Details of the conference/ arrangements made etc. will be intimated to the affiliates from time to time by the Central office and Delhi State Committee from time to time. Delhi State Committee/ Central Office extended invitation to all affiliates to attend the conference with their delegates and observers and make it grand success.
(9) Constitutional Amendments
Vice- President Shri J.B.Dave who is handling registration related work in Gujarat presented various constitutional amendments carried out in Trissur Conference for post-facto confirmation of the central committee and subsequently to be placed for confirmation of next delegate session to meet registration requirement. The house unanimously approved the amendments as presented.
The Convenor of Sub Committee on constitutional amendments Shri Niranjan Mishra presented report on constitutional amendments proposed on the basis of various suggestions received , for adoption in next delegate session.
Shri Dave explained that registration authorities expect that amendments in the constitution of registered bodies should be minimum and not too frequent. The authorities are very reluctant to approve frequent amendments.
The house constituted committee of four namely President, General Secretary, V.P. Shri Dave and V.P. Shri Mishra to examine the proposed amendments in the light of the above observations and submit the fresh proposals for consideration of the central committee meeting to be held before the next delegate session.
(10) Private Banks. Foreign Banks & RRBs
After deliberations, the house assured affiliates from private banks/ foreign banks/RRBs that AIBRF will take up their issues at all India level for solution and will consider their request for appropriate position in office bearer team of AIBRF.
The house congratulated representatives of RRBs for their successful legal battle to achieve pension scheme in RRBs . This is very significant achievement for RRBs. They were assured by the house that AIBRF would extend all support to ensure successful implementation of pension scheme as per the Supreme Court judgement.
(11) Functioning of State Bodies
The house placed on record the appreciation for very effective and successful contribution of state bodies in implementing AIBRF programs and policies in their areas successfully. However it was noted with concern that some state units of affiliates are not either joining state bodies or if joining not attending meetings and not responding organisational calls and not clearing dues for long time despite having mandatory provisions in AIBRF constitution to do so. All such state units are requested to reconsider their present stand and extend full cooperation in implementing constitutional provisions. State bodies are requested to file their reports in this regard for taking appropriate view on them.
(12) Centralised Pension Fund
Andhra Pradesh State Committee had carried out detailed study to prepare concept paper to examine whether AIBRF should raise demand with the government for constituting of centralised pension fund for bank pensioners as solution to meet all pending demands. The report was presented by the office bearers of the state body.

(13) Organisational Discipline
Two pending issues and decisions taken on them in Vijayawada Office Bearers’ Committee Meeting were placed before the house for confirmation/ ratification.
The house unanimously rectified suspension of Shri R.K Verma and also decision taken in respect of IOB matter with one more and last extension of time for clearance of dues up to November,18
Letter received from All India Union Bank Retirees’ Federation withdrawing various letters written by their office bearers in the matter of Shri R.K. Verma was placed before the house which was noted by it.

In none of issues raised by UFBU managements have clear reply which drops the minutes then & there except one or two. They have made mockery of negotiations. Our leaders don't understand or simply wish to enjoy these meetings for next settlement. If any settlement is finalized within timeline of one year. The inflation pressure falls on DA merged with basic & load factor. Frauds perpetrated long ago could not be an excuse. What is the fault of employees who are working at the whims of Executives, who got promotions & retire honorably,
