AIBEA Circular on Wage Revision Process

Dear Comrades,
We reproduce hereunder the letters addressed by UFBU to IBA on

  1. Expediting the wage revision settlement and

  1. Protesting against the proposed restrictions on discussions on officers charter of demands only upto Scale III officers.

WAGE REVISION FOR EMPLOYEES AND OFFICERS

We refer to the submissions made by us during the last two rounds of disucussions held between IBA and UFBU to the need to expedite the wage revision settlement at the earliest and in any case not later than by the end of October, 2017.  We were happy that IBA also sounded positive and expressed the same desire and intention.  

To ensure that we complete the entire process in time, we suggested that the negotiations and discussions should be held regularly and continuously.  We note that IBA has set up a Negotiating Committee and hence it is necessary to speed up the discussions.  But, the first round of discussions took place on the 2nd May, 2017, the 2nd round of talks on the 5th June, 2017,  thereafter, we have been awaiting communication from the IBA to proceed with the discussions on the Charter of Demands submitted by Employees Unions and Officers’ Associations.  In the past, holding discussions once in a month have resulted in delaying the settlement and hence there is need to hold regular, periodical and continuous discussions.

In the meeting of UFBU held at Mumbai on the 28th June 2017, it was felt that unless it is ensured to hold frequent meetings and discussions, negotiations cannot be completed in time.  Hence we urge upon you to advise the Negotiating Committtee to expedite the process to complete the Settlement before the time limit i.e.October 2017.

RESTRICTIONS IN NEGOTIATIONS
ON CHARTER OF DEMANDS FOR OFFICERS

You are aware that prior to 1979, pay scales and service conditions of Bank Officers were different in different Banks.  But having regard to the need for uniformity, the Government appointed Pillai Committee on standardisation of pay scales and service conditions and thus, since then, the entire set of rules and service conditions for Officers of all Scales and in all Banks have been standardised and made uniform.  

Right from 1984, when the first Joint Note was signed between IBA and Officer Associations, the pay scales, service conditions, etc. have been made composite from Scale-I to Scale-VII notwithstanding the fact that even at that time,   Scale-VI and Scale-VII Officers were defined as Top Management Grade Officers.  In all the subsequent discussions and Joint Note signed between IBA and Officers Associations including the last one signed in May, 2015, it has been a composite one.  

In this background, we find that the stand of some of the managements to restrcit their mandate upto Scale-III only is illogical and unfair.  Further, based on this conditional madate of a few Banks, the IBA has also taken a stand that the discussions on the Charter of Demands of Officers will be restricted upto Scale-III Officers only.  You will appreciate that the majority of the Banks have given unconditional mandate and hence the stand of the IBA to restrict the negotiations is unacceptable as it will vitiate the existing procedure followed so far.  

Having regard to the practice and the Officer Service Rules(OSR) being a composite set of rules for Officers from Scale-I to VII and since large majority of the Banks have given their full mandate, it would be fair and proper not to restrict the negotiations upto   Scale-III.  While conveying our strong resentment, we urge upon the IBA to relook and re-examine the matter so that negotiations are upto Scale-VII.
