 *वित्त मंत्री:

   * पी. चिदंबरम (2004 – 2008)

   * प्रणब मुखर्जी (2009 – 2012)

   * पी. चिदंबरम (2012 – 2014)

 * प्रधानमंत्री: नरेंद्र मोदी

 * वित्त मंत्री:

   * अरुण जेटली (2014 – 2019) (इन्होंने आईबीसी कानून लागू किया और आरबीआई के जरिए बड़े एनपीए मामलों को एनसीएलटी भेजा)

   * पीयूष गोयल (2018 और 2019 में कार्यवाहक वित्त मंत्री)

   * निर्मला सीतारमण (2019 – वर्तमान) (इनके कार्यकाल में एस्सार स्टील, डीएचएफएल जैसी प्रमुख स्वीकृतियां और आईबीसी संशोधन हुए)

1. When Did These Accounts Become NPAs?

Most of the debt shown in the table was disbursed during the aggressive corporate lending boom between 2006 and 2012 (infrastructure, power, telecom, and steel expansion).

Recognition Period (2014–2016): For several years, these stressed loans were evergreen or repeatedly recast under schemes like Corporate Debt Restructuring (CDR) and Strategic Debt Restructuring (SDR).

When the Reserve Bank of India (RBI) launched the mandatory Asset Quality Review (AQR) in late 2015, banks were forced to reclassify these disguised loans as formal Non-Performing Assets (NPAs) between 2014 and 2016.

NBFCs like DHFL defaulted later, becoming NPAs around 2018–2019 following the IL&FS liquidity crisis.

2. When Did Recovery / IBC Proceedings Start?

May 2016: The Parliament enacted the Insolvency and Bankruptcy Code (IBC).

June 2017: The RBI issued directions identifying the initial "Dirty Dozen" accounts (including Bhushan Steel, Essar Steel, Monnet Ispat, Electrosteel, Amtek Auto, and Bhushan Power), which accounted for nearly 25% of the total banking system's NPAs, ordering banks to file them under the IBC immediately.

2018–2021: Actual recovery cash-ins and ownership transfers occurred as the National Company Law Tribunal (NCLT) approved resolution plans (e.g., Tata Steel taking over Bhushan Steel in 2018, ArcelorMittal taking over Essar Steel in late 2019, and Piramal taking over DHFL in 2021).

3. Why Was There a Compromise / Haircut?

These resolutions were market-driven resolution bids under IBC, not traditional bilateral compromises:

Asset Erosion & Obsolescence: By the time these companies reached the NCLT, interest had compounded for years, and plants were either shut down, under-utilized, or heavily depreciated. Total claims had inflated far beyond the intrinsic physical value of the enterprises.

Liquidation vs. Going Concern: Lenders accepted high haircuts (often 60%–80%) because the alternative—liquidation (selling plants for scrap)—would have fetched even lower recoveries (often less than 5%–10%) and resulted in complete closure.

Competitive Bidding: Acquirers (like Tata Steel, ArcelorMittal, Piramal, and Vedanta) based their offers on current market cash flow potential, refusing to take on legacy unviable debt.

Barring Defaulting Promoters: Under Section 29A of the IBC, wilful defaulters and existing promoters were legally barred from bidding, leaving banks to accept the highest compliant third-party market offer.

4. Who Was the Prime Minister and Finance Minister?

During the Heavy Loan Sanction Period (2004 – 2014)

 * Prime Minister: Dr. Manmohan Singh (May 2004 – May 2014)

 * Finance Ministers:

   * P. Chidambaram (May 2004 – Nov 2008)

   * Pranab Mukherjee (Jan 2009 – June 2012)

   * P. Chidambaram (Aug 2012 – May 2014)

During the NPA Recognition, IBC Enactment & Resolution Period (2014 – Present)

 * Prime Minister: Narendra Modi (May 2014 – Present)

 * Finance Ministers:

   * Arun Jaitley (May 2014 – May 2019) (Enacted IBC 2016, implemented AQR, and directed initial 12 large insolvency cases)

   * Piyush Goyal (Interim/acting in 2018 and early 2019)

   * Nirmala Sitharaman (May 2019 – Present) (Oversaw major settlements including Essar Steel, DHFL, and subsequent IBC amendments)
