The official details of the frolicking of 13.4.2022 were released two days later, yesterday on 15.4.2022 after due diligence. This frolic sitting was informal, meaning it had no notice, no agenda, no talks and so no formal minutes signed and exchanged. Just it was on hearty wish of parties. Try to understand that it had been a long time, since they met last. People wanted to see the Gateway of India, so it was pleasantly trip accomplished. We have already said our point about the photo shoot memoirs.
UFBU issued two messages on 15.4.2022. One circular addressed to the Unions and the other, a copy of the letter addressed to the IBA Chairman, for the information of the people. It would be appropriate to take both the messages as an attempt to formalize the above meeting. The letter written to the Chairman states that in the meeting the Unions took up the issues written in the letter with them, the Chairman 'heard patiently and assured the solution by IBA'. Take it as a testimony from Unions that the issue in question before Hon'ble Supreme Court is under negotiation between the parties. This letter is a ploy to block SCI proceedings.
Meetings of Officers Associations and Employees Unions were held separately. Convener was not present in the Officers Assns meeting, because he represents workmen Union NCBE. What happened in the meeting of Officers Assns, how can the Convener tell? Imagination or guess? Then, when the Chairman of IBA listened patiently and assured of solution of the issues, then the wait on is legitimate course. Then, why so urgent a letter & the need for dialogue? That is, this meeting was with a view to show in the Supreme Court on 22.4.2022 that IBA-UFBU, the parties to the pension scheme, is in the process of taking due diligence, so that the issue in question can be resolved. These letters and circulars are an attempt to hoodwink the entire banking community.
The meeting was informal, as we have already said. All pending issues are common issues of officers/ workmen. But not all Unions got together in this informal meeting. There was no agenda. Neither of officers nor of employees. Etiquette is not even together in the meeting. There is no unity among them on common issues. The separate meetings of both the cadres, i.e. officers and employees Unions, raises the question where is the UFBU?
It is good for both the cadres to accept that officers and employees are like two different civilizations. With this, two civilizations can live in cohesion, tells the history. This will put an end to the growing bitterness & hostility and may help even maintain unity & cordiality on common issues. Till when the draft letter-circular of Chennai will continue to be issued by the Convener from Chandigarh? The letter may go in Hindi. English is not necessary for Trade Union. English oriented Banking Trade Union Leaders have made banking trade union an object of Trade. A few of banking trade Union leaders, call them brokers, have mortgaged the bankmen prospects. We cannot say anything about the future of bank Officers & employees, but the days of Bank Pensioners are expected to be fine in days ahead.

भिखारियों के पास कोई विकल्प नहीं होता
13.4.2022 को आमोद-प्रमोद की बैठकें
बैंक पेंशनर्स पेंशन रिवीजन की मांग को एक धर्मयुद्ध मान कर लड़ें। हक के लिए महाभारत हुआ, जिसे धर्मयुद्ध कहा गया। हक के लिए युद्ध को श्रेष्ठ कर्म कहा गया। कुरुक्षेत्र में अपनों ने अपनों के खिलाफ युद्ध किया और एक दूसरे का संहार किया। यहां भी हम हक के लिए उनसे लड़ रहे हैं, जो हैं तो अपनें, लेकिन हमें हमारा हक नहीं दे रहे हैं। पूर्व यूनियनें हमारी अपनीं है, लेकिन वे हमें हमारे हक से वंचित कर रखीं हैं। वे दीवार बन कर पेंशन रिवीजन को वर्षों से रोके हुईं हैं।
बैंकिंग में किसी का कोई हक नहीं रुका है। अगर किसी का रुका है तो वह बैंक पेंशनर्स हैं!
हम इसे एक बिडम्बना मानते हैं। 'आईबीआई ने बुलाया है' का ढिढोरा क्या पिटा, पेंशनरों की आतुरता सातवें आसमान पर दिखने लगी। जैसे इनके मुद्दे पर समझौता होने वाला हो। पेंशनरों का उतावलापन उनकी कातरता दर्शाता है। इनसे ज्यादा धैर्य तो भिखारियों में दिखता है। वह हर दरवाजे पर दस्तक देता है, थोड़ा रुकता है, मिला या नहीं मिला, आगे बढ़ जाता है। बैंक पेंशनर तो इतने अधीर लगते हैं, उन्हे हर पीली चीज सोना लगती है। कोई मीटिंग हो या कोई अदालती तारीख, हर अवसर पर उन्हे पेंशन रिवीजन दिखनें लगता है। कई मामले हाई कोर्ट में हैं। हर तारीख पर लोग मान लेते हैं कि फैसला आएगा। यह भूल जाते हैं कि सिंगल बेंच का फैसला डबल बेंच में जाता है। डबल बेंच का फैसला सर्वोच्च न्यायालय में जाता है। भारतीय अदालतों का तारीख पर तारीख का सिंड्रोम जग जाहिर है। बैंकें हाई कोर्ट में हारेंगी, तो सर्वोच्च न्यायालय में अपील करेंगी। उनके पास संसाधनों की कोई कमीं नहीं है। वे हार मानने वाली नहीं हैं।
जहां तक आपरेटिंग यूनियनों का सवाल है, तो वे कब से ' राजा की नई पोशाक' में हैं! निर्वस्त्र हो कर हाथी पर घूम रहे हैं। यह बात हम बार-बार बता चुके हैं, लेकिन बैंक पेंशनर मित्र भूल जाते हैं। पेंशनर्स भूल जाते हैं कि यूनियनें खुद भिखारी है और एक भिखारी दूसरे भिखारी को भीख नहीं देता है। आज जो भी वे अपनों के लिए हासिल करते हैं, वह भिक्षा है। पेंशनरों को भिक्षा नहीं, उनका हक चाहिए। आपरेटिंग यूनियनों को पेंशनर्स बड़ी बाधा लगते हैं। गनीमत है कि पेंशन पेंशन ट्रस्ट से मिल रही है, वरना ये यूनियनें बैंकों की खराब वित्तीय स्थिति के लिए पेंशनरों को दोषी ठहरानें में देर न करतीं। कैसे भूला जा सकता है कि ये वर्षों तक पेंशन रिवीजन के मामले में फंड का रोना रोते रहे। आईबीए से ज्यादा आंसू यूनियनों ने बहाया।
बहरहाल, 13.4.2022 की आमोद-प्रमोद की बैठक को लेकर कल हमनें एक तश्वीर पेश की थी। मित्रों से आग्रह है, उसे दोबारा पढ़ें। पहली पाली में अधिकारी यूनियनों की आईबीए के साथ बैठक हुई। एक शानदार फोटो सेसन हुआ। आईबीए के 4 हुकमरान सूट-बूट-टाई में चार कुर्सियों पर बैठे और उनके पीछे फटेहाल, बेतरतीब पोशाक और गुलाम मुद्रा में 4 अधिकारी संघों के 6 नेता खड़े आमोद-प्रमोद का जीता जागता चित्र सोसल मीडिया पर साझा किया। ऐसा नहीं था कि कुर्सियों की कमीं थी। श्री राव व श्री भगत के बगल कुर्सियां खाली पड़ीं थी, लेकिन हुकमरानों की बराबरी नौकर कैसे कर सकते हैं? हमारा सुझाव है, इस फोटो का बैज बनाकर देश के बैंक अधिकारियों के गले में डाल देना चाहिए। इससे उन्हें गुलामीं का आत्मबोध होगा। वैसे भी गले में पट्टा डालने की बात कोई नई नहीं है। बैंक मैनेजमेंट ऐसा कर सकता है!
दूसरी पाली की ऐसी कोई तश्वीर साझा नहीं हुई। संभवतः ऐसा सोसल मीडिया में पहली तश्वीर को लेकर हुई तीखी प्रतिक्रिया के मद्देनजर न हुआ हो। आमोद-प्रमोद का कोई व्योरा भी नहीं आया। यह भी जानबूझकर हुआ होगा। बहरहाल, सीधे 5 दिवसीय बैंकिंग, 11वें समझौते के स्टैगनेशन इंक्रीमेंट, डी.ए. बेस 1960 से 2016 करना, कल्याणनिधि को शुद्ध लाभ के बजाय आपरेटिंग लाभ पर करने, रिजाइनीज को पेंशन आप्सन, पुरानी पेंशन का रिवीजन, रिटायरीज का स्वास्थ्य बीमा लागत कम करनें, नगदी लेनदेन का समान समय, जैसे मुद्दों का उल्लेख आया, जिस पर आईबीए ने देखने को कहा। स्मरण करें, पिछली बैठकों में भी आईबीए के सामनें ऐसे ही 18 मुद्दे जनवरी, 2021 में उठे थे। जैसा हम कहते रहे हैं, ऐसी बैठकें टाइम पास करने और संबंधों में गर्मजोशी बनाए रखने के उपक्रम के रूप में होती हैं।
बीमा प्रीमियम कम हो, लेकिन बीमा प्रीमियम बैंकें पे करें जैसा सरकारी आदेश है, की मांग नहीं की गई। पुरानी पेंशन की बहाली की कोई मांग नहीं है, जबकि इसकी बहाली का सिलसिला शुरू हो गया है। स्पेशल एलावंस पर पेंशन पात्रता की कोई मांग नहीं, क्योंकि वह तो जानबूझ कर किया गया है। कोई एबरेशन नहीं है! ऐसा रश्मीं बैठकों का कोई मतलब निकालना बैंककार्मिकों की मूर्खता का परिचायक होगा। पेंशनर्स तो भटके हुए बुड्ढे हैं। दो मिनट में भूल जाते हैं।

Fight the demand of pensioners pension revision as a crusade. There was Mahabharata for Haq, which was called Dharma Yuddha. Fighting for the right was called the best work. In Kurukshetra, loved ones fought against their loved ones and killed each other. Here also we are fighting for the rights against those who are ours, who are not giving us our rights. The former Unions are our own, but they have deprived us of our entitlements. They have been stopping pension revision for years by becoming a wall.
In banking none's right is forbidden. If anyone's is forbidden, it is Bank Pensioners!
We consider this an irony. The moment news crept in that 'IBA has called', the eagerness of pensioners started showing on the seventh sky. As if there is going to be a settlement on their issue. The haste of the pensioners shows their faintheartedness. More patience than this is seen in a beggar. He knocks on every door, pauses for a while, finds it or not, moves on. Bank pensioners seem so impatient, they find everything yellow to be gold. Be it a meeting or a court date, they start seeing pension revision done on every occasion. Many cases are in the High Courts. On every date people assume that the verdict will come in their favour, forgetting date up on date syndrome or that the decision of a single bench goes to a double bench. The decision of the double bench goes to the Supreme Court. If the banks lose from the High Court, then they will prefer appeal in Supreme Court. They have no shortage of resources. They are not going to give up.
As far as the operating unions are concerned, how long have they been in the 'The Emperor's New Clothes'! Walking naked on an elephant!! Even after our repeatedly telling the Bank Pensioner friends forget that the operating Unions are themselves a beggar and one beggar does not give alms to another beggar. Today whatever they get for their loved ones is alms. Pensioners don't want alms, they want their rights. Operating unions find pensioners a hindrance. It is fortunate that the pension is being paid from the Pension Trust, otherwise these unions wouldn't have delayed in blaming the pensioners for the poor financial condition of the banks. How can it be forgotten that for years they kept crying for the 'fund paucity' on the issue of pension revision. Unions shed more tears than IBA.
However, on 12.4.2022, we presented a likely picture regarding the meeting to be held on 13.4.2022. Friends are requested, please read that again.
In the first shift, the Officers' Unions had a meeting with the IBA. Had a great photo session.The 4 IBA tycoons, seated on four chairs in suit-boot-tie, and the six leaders of 4 Officers' Unions standing behind them in their shabby, tattered dress and slave pose, have sent a vivid picture of pleasantry they exchanged. It was not that there was a shortage of chairs around. The chairs were lying empty next to Mr. Rao and Mr. Bhagat, but how can the servants match the industry tycoons? We suggest, make a badge of this photo and put it around the neck of all bank officers of the country. This will give them self-realization of slavery. Anyway, the thing of putting a leash around the neck is nothing new. Bank management can do this at it's cost to boost it's power!
No such picture of the second shift has been shared. Perhaps this is due to the quick reaction on social media about the first one. Pleasantry was or not is not even mentioned. This too must have happened intentionally. However, 5 days banking, stagnation increment of 11th agreement, D.A. Base from 1960 to 2016, Welfare Funds on operating profit instead of net profit, pension option to resignees, revision of old pension, reducing health insurance cost of retirees, same timing of cash transactions like issues are mentioned on which IBA tell to see, is the end of pleasantry.. Recall, in the previous meetings also similar issues were raised before the IBA. However in January, 2021 it were 18, now about 10. As we have been saying, such meetings are meant to pass the time and keep the relationship warm. It happened so.
Reduce insurance premium for retirees, but the insurance shouldn't be from WF as advised by government! It's their demand as against retirees demand of free health insurance. There is no demand for restoration of old pension, while the process of its restoration has started. No demand for pension eligibility on special allowance! To make any sense of such formal meetings would be a sign of the foolishness of the bank personnel.
