A lot of misgivings and disinformations have been spread in public on PM CARES account. What's the difference between PMNRF & PM-CARES we need to understand. Bank men are the torch bearer. First, they should equip themselves with truth and then they can enlighten others in national interest.

People who never stood to the prudence of public probity in all these years of independence in free India, are out to seek account of PM CARES, which has just started. Foetus test is prohibited, but these people want to know the gender in womb.

Prime Minister is the ex-officio Chairman of the PM CARES Fund and Minister of Defence, Minister of Home Affairs and Minister of Finance, Government of India are ex-officio Trustees of the Fund. The Chairperson of the Board of Trustees (Prime Minister) shall have the power to nominate three trustees to the Board of Trustees who shall be eminent persons in the field of research, health, science, social work, law, public administration and philanthropy. Any person appointed a Trustee shall act in a pro bono capacity. 

Under PMNRF, the criterion for disbursement of money and selection of beneficiaries is purely at the 'discretion of the PM and in accordance with the PM's directions.' 

Founded in 1948, even before the Parliament was born, PMNRF It was handled as 'private trust' and managed by management committee, which includes Congress President as permanent member along with some India's private sector people. In 1985, Rajiv Gandhi entrusted to himself the sole management of PMNRF, the sanction power of management committee to himself. Since then, the PM has had the sole discretion of appointing Secretary to manage the Fund. No separate office or staff. Inder PMNRF, disbursement and selection of beneficiaries is purely at the 'discretion of the PM & in accordance with The PM's directions.

Modi's PM CARES now delegates that power of deliberation and decision making to 3 other ministers of the govt, who handle some of most crucial portfolios.

Modi who will chair the trust, as chairman of the PM CARES trust, Modi still has the responsibility of sanctioning and approving his minister's recommendations; but  unlike  PMNRF he is not proverbial 'judge, jury and executioner'.

By the looks of it, Prime Minister Narendra Modi seems to have diluted the powers of his own office over the crucial fund with the creation of PM CARES & it's management.
It's more democratic, systematic and inclusive. It's no more closed room. PM is not 'judge, jury & executioner's in himself. We totally fail to know problem, other than the loss of dynasty, which always works on anti-Modi plank.
