Re: Progress in Wage Negotiation
We are happy to note that some more positive developments have taken place on demands during the wage negotiations held on 29.2.2020 and in view of this UFBU have taken decision to defer strike call of 2 days and other agitational programs.
2. We are also happy to note that IBA has agreed to work out updation formula for retirees in this wage settlement and now this issue has entered in very crucial and historical phase for solution.
3. These positive developments on negotiation front could be achieved due to various organisational action programs including observance of strike by bank employees launched by UFBU & its constituents. We convey our congratulations to UFBU leadership for this success. We may mention that Bank retirees under the banner of AIBRF have also actively participated in large number in such action programs organized by UFBU.
4. AIBRF firmly believes that improvements in pension scheme including updation can be achieved through organisational efforts and action programs. We have been continuously pursuing various organisational programs for last several years in this direction in coordination with UFBU and its constituents. We know that introduction of pension scheme in banking industry which provided respect and dignity to lakhs and lakhs of bank retirees itself is the outcome of long struggle and organisational efforts only. We always remember and relish this fact with respect.
5. Along with UFBU, AIBRF has also been carrying out various action programs from time to time to mobilize support on pending demands of retirees. Recently, during the months of January and February 2020, AIBRF launched nationwide action programs in support of pending demands of retirees. Brief details of our action program are as under
(a) AIBRF State Committees in all states contacted members of public in 150 cities and collected 206660 signatures in support of our demands during the months of January and February 2020.
(b) Memorandum on pending demands along with 206660 signatures of public has been submitted to PMO, Finance Minister and IBA Chairman.
(c) During this action program, Woman Delegation of AIBRF (from Karnataka State) met Finance Minister, Smt. Nirmala Sitharaman in Bangalore on 17.02.2020 and submitted memorandum on pending demands of retirees. It is matter of proud for us that she immediately gave instructions to the concerned government officials to take appropriate actions on our memorandum. Earlier, on 9th February, 20 AIBRF delegation from Bareilly (U.P.) met to Shri Santosh Gangwar, Central Minister and submitted memorandum who was kind enough to forward the same to FM with favorable recommendations immediately. Recently, Finance Minister of State Shri Anurag Thakur has written to Member of Parliament in response to his letter that memorandum submitted by AIBRF on pending issues is being examined for appropriate action.
(d) Our state committees during signatures campaign programs carried out during the months of January and February 2020 met 24 Members of Parliament, Several MLAs, Municipal Corporations elected representatives, prominent citizens of the cities, leading professionals, senior citizens, ladies and sought their support and signatures on our memorandum.
(e) Many Members of Parliament have raised questions on updation in Lok Sabha/Rajya Sabha during the Budget Session.
(f) AIBRF action programs have been widely covered by national and regional media and at least 54 news items have appeared in print media in different parts of the country.
6. AIBRF has great satisfaction that due to its continuous struggle of last several years, and with active support of UFBU leadership, some important issues of bank retirees have reached to stage of serious consideration in this settlement and are very close to final achievement.
7. When, in coming days, important issue of Updation will be negotiated and finalized, it is our humble request to you and to entire UFBU leadership through you to kindly consider the following suggestions:
(a) We fully support any innovative and out of box formula worked out in the best interest of retirees to achieve breakthrough in the long pending demand of updation
(b) AIBRF want that Updation demand should be achieved during this settlement itself.
(c) We desire that updation benefit should be extended to retirees of all settlements.
(d) We demand that while working out any formula for updation principles laid in RBI formula should be applied.
(e) Pensioners retired up to 31.10.2002 are the worst sufferer due to passage of long time, their advancing age and non-availability of benefit of 100 per cent DA and they should be given special consideration while evolving formula for updation.
8. We note with dismay and regret THAT some individuals’/fringe groups who have very limited followings have been on continuous basis spreading news/rumors on retiree issues in highly negative basis. In the process they use highly objectionable, un-parliamentary, abusive language and language of character assentation many times against authorities, UFBU and AIBRF leadership. We contempt use of such language and are of the view that they are doing great disservice to the retiree cause. But it is matter of satisfaction they have no support of masses. Number of such people may not be even in three figures. Lakhs and lakhs of retirees believe in organisational efforts for resolution of retiree issues. We hope UFBU leadership will take care of interest of majority of retires ignoring such unwarranted criticisms.
9. We would like to mention that AIBRF cadre is fully geared up to launch further organisational programs in support of pending issues if situation so warrant in coming days in coordination and support of UFBU.

आज बैंक कर्मियों के बीच दो तरह की विचारधाराएँ हैं जिनमें से किसी एक विचारधारा का चयन उन्हें अपने विवेक से करना है । एक विचारधारा है अभी तक स्थापित परम्परागत यूनियनों की विचारधारा जिसके अन्तर्गत वेतन पेन्शन आदि का निर्धारण भुगतान क्षमता/लाभ प्रदता के आधार पर सामूहिक सौदागिरी के सिद्धान्त के ज़रिए वे नेता करते हैं जो बैंक कर्मियों द्वारा नहीं बल्कि प्रतिनिधियों द्वारा चुने गए नेता आईबीए के साथ वार्ता के ज़रिए करते हैं । दूसरी वी बैंकर्स की व्यवस्था परिवर्तन की विचारधारा है, ग़ैर राजनैतिक, पूर्णतया प्रजातांत्रिक पारदर्शी विचारधारा जो अवैधानिक आईबीए के अस्तित्व को नकारते हुए वेतन, पेंशन, कार्य-दिवस आदि में केंद्रीय सरकार व अन्य सार्वजनिक क्षेत्र के उपक्रमों के कर्मचारियों को मिलने वाले वेतन, पेन्शन आदि के समता और बराबरी हांसिल करने के लिए संघर्षरत है । इस तरह वी बैंकर्स बैंकों के श्रमिक संघ आन्दोलन में एक बदलाव का नाम है-ऐसे सरफिरे दीवाने परवाने क़िस्म के युवा रणबाँकुरों के दिमाग़ की उपज है वी बैंकर्स जो बैंकिंग उद्योग के श्रमिक संघ आंदोलन में क्रान्ति लाना चाहते हैं ।
सोशल मीडिया पर वी बैंकर्स के आन्दोलन को व्यापक समर्थन मिल रहा है, तरह तरह की आवाज़ें हैं, तरह तरह के सुझाव हैं-अब वक़्त है इन उठने वाली आवाज़ों और मिलने वाले सुझावों को धरातल पर उतार कर वी बैंकर्स के आन्दोलन को व्यापक आधार देने का, इसे आम बैंक कर्मियों के आन्दोलन के रूप में रूपान्तरित कर देने का और इसके लिए ज़रूरी है कि मिले हुए सुझावों पर सार्थक बहस हो, निर्णय लिए जाएँ, जो लोग मोर्चे से अगुवाई करना चाहते हैं, उन्हें नेतृत्व के अवसर दिए जाएँ, आम बैंक कर्मी संघठन में सक्रिय भागीदारी करें, अपनी अपनी पसन्द की ज़िम्मेदारी लें । इसी उद्देश्य से डॉक्टर बाबासाहेब भीमराव अम्बेडकर की जयंती 14 अप्रैल को कानपुर में राष्ट्रीय अधिवेशन करने का निर्णय वी बैंकर्स की टीम ने लिया है -अपने इस अधिवेशन में हम उन सभी व्यक्तियों और संघठनों को आदर के साथ आमंत्रित कर रहे हैं जो अपने अपने स्तर से IBA और यूएफ़बीयू के ख़िलाफ़ संघर्ष करते चले आ रहे हैं - हमारी कोशिश है कि ज्ञान और अनुभव के साथ संघर्ष करते चले आ रहे व्यक्तियों, संघठनों का सामंजस्य युवा बैंक कर्मियों के जोश और उत्साह के साथ बैठाते हुए यूनाइटेड फ़ोरम ऑफ़ वी बैंकर्स के रूप में हम बैंक कर्मियों को यूएफ़बीयू से बेहतर विकल्प उपलब्ध करवा सकें ।
अगर वास्तव में आप वी बैंकर्स की वैचारिक क्रांति के लिए कुछ करना ही चाहते हैं, व्यवस्था में बदलाव लाना चाहते हैं तो अपनी अपनी यूनियन भी छोड़ो -नेता पूँछें क्यों छोड़ी तो बोलो हमारी माँग समता और बराबरी की, वेतन आयोग के दायरे में लिए जाने की जबकि तुम्हारी माँग भुगतान क्षमता और लाभ को आधार बना प्रतिशत बढ़ोत्तरी का खेल खेलने की -इसलिए रास्ता अलग है । हमारी माँग के साथ हो जाओ ।
वी बैंकर्स का अगला क़दम द्विपक्षीय समझौता बनाम वेतन आयोग के मुद्दे पर गुप्त मतदान के ज़रिए बैंक कर्मियों के बीच निस्पक्ष एजन्सी के ज़रिए राय शुमारी की आवाज़ को ज़ोरदारी से उठाना है -तब संख्या बल महत्व रखेगा, अन्तिम फ़ैसला तो बहुमत से ही होगा -यूनियन में बने रह कर तुम ख़ुद नेताओं को यह प्रमाणित करने का अवसर दे रहे हो कि वे लाखों बैंक कर्मियों का प्रतिनिधित्व करते हैं -उन्हें इस अवसर से वंचित करो -यूनियन छोड़ो -वी बैंकर्स से नाता जोड़ो ।
आज से ही 14 अप्रैल के अधिवेशन को ऐतिहासिक रूप से सफल बनाने के अभियान में जुटिए, साथियों के बीच अधिवेशन की चर्चा कीजिए, छोटी छोटी बैठकें कीजिए, आरक्षण करवाइए, अधिक साथी एक साथ आ रहे हैं तो बस करके आइए, अपने अपने सुझाव और उन्हें क्रियान्वित किए जाने के लिए रूप रेखा बना कर अधिवेशन में भाग लीजिए । वी बैंकर्स न केवल आपको अपने सार्थक सुझावों को अमल में लाने के लिए बैंक कर्मियों के बीच रखने का अवसर देता है बल्कि वी बैंकर्स को अपने पसंदीदा संघठन के रूप में ढालने के लिए नेतृत्व का अवसर भी । हम आपको विश्वास दिलाते हैं कि आप सबके सहयोग और समर्थन के बूते वी बैंकर्स की आवाज़ आम बैंक कर्मियों की अवाज के रूप में देश भर में गूंजेगी ।
झुकती है दुनिया झुकाने वाला चाहिए ......
