Hon'ble Prime Minister,
Govt. of India,
New Delhi
Hon'ble Finance Minister,
Govt of India,
New Delhi
Sirs,
Kindly permit me to submit followings:
I am from banking fraternity, had worked 4 decades in Bank and leader of bank employees. After retirement in 2008, I recused from Union, but continue working as Chief Editor of House Magazine of UP Bank Employees Union, being one of founders, after retirement.
We see total directional change in policies & programs of Modi government with tremendous success. We are proud of our Prime Minister for taking country to new dimension globally. We need not to highlight those here. Our concerns are different and most important as under:
1. Still we find all powerful and corrupt contractors of earlier governments ruling the roost. Honest people have no qualifying terms fixed for the tender. People with technical/professional qualifications should have been exempted from 'work experience' condition up to Rs.50 lakh contract.
2. Right minded people need livelihood support, hitherto ignored. They have associated and dedicated themselves to bring about this change in Govt. We see in them great disappointment and distress.
3. Your party workers hitherto had struggled only. They never achieved sustainable life. Other parties helped their cadre, who are their living force, though not in govt. Workers must be looked after in their economic needs.
4. We have written dozen of letters to you, Hon'ble Prime Minister & Finance Minister, in Bank Personers' issues, made very passionate appeal to resolve their Pension Revision issue, pending for over 25 years. It's like OROP touches the households over 5 lakhs. But nothing happened so far.
5. The goodwill of govt. achieved by govt direction to PSBs Chiefs & IBA Executives to start next wage revision talks some 22 months in advance in Jan. 2016 is lost due to dilly-dally attitude of authorities. Unions are dead against your government. This very fact, though I need not to say here. But, bank employees/officers are not against government, rather they deadly criticism and condemn their leaders and hold them responsible for delay in their wage revision or for inadequate increase. If a cursory look of social media is taken a very dismaying situation emerges.
6. Ten lakh households are based on banking. Their pain is to be taken into consideration and government must make its sincere endeavour to resolve Bank employees wage revision issue. Unions want delay so as to result in arrears on which they collect levy from their members. Members know it well.
Since, deeply involved in these issues, now we find bank pensioners and employees/officers blaming government. We find it sometimes difficult to convince them & defend govt. All right minded people are branded as 'bhaktas' and we are too by our arch followers. We don't mind their accusations.
Sir,
We appeal as under:
1. Please Direct, the Banks/IBA should arrive at settlement, latest by January 2019 end, by holding day to day sittings.
2. Please Direct, the Banks/IBA to settle Pension Revision issues alongwith Bipartite settlement, make Pension revision an Integral part of wages and service conditions.
3. Please direct, no wage settlement without Pension Revision.
These very clear directions shall make the govt position very clear and positive.
We believe, our Hon'bless Finance Minister and skill enough and artful to tackle such situations. Wages & pension are present day issues, please resolve them. Your acts and intervention will be highly appreciated.
Regards,
J. N. Shukla
