Brief Report on Central Committee Meeting

                   Re: Brief Report on Central Committee Meeting held
                         At Ujjain on 7th & 8th October, 2017

Central Committee meeting of AIBRF was held at Ujjain on 7th and 8th October, 2017 at Ujjain (M.P.) to discuss, deliberate and decide action programme on pending issues of retirees as per the agenda circulated for the meeting.

2. The meeting was attended by 32 office bearers, 73 central committee members and 53 observers. 58 office bearers and central committee members participated in the discussion. We below give the details of the major decisions taken in this meeting in brief for your information and necessary action.

MAJOR DECISIONS.

  1. House noted with satisfaction on the handling of legal case in the Supreme Court in 100 per cent DA matter by AIBRF and UBIRWA in very effective manner and authorised central office / core committee to handle the developments after the pronouncement of judgement by the Supreme Court to protect interest of retirees.
  2. House comprehensively deliberated the various issues related to the group insurance policy of UIICL in particular of renewal premium for domiciliary option, inordinate delay in settlement of claims of retirees, non-consultation with retirees by IBA/ Bank managements before finalising its terms and conditions and introduction of two Super Top Policies for bank retirees. The house welcomed this development ( introduction of Super Top) and were of the unanimous view that availability of Super Top policy to the bank retirees at reasonable cost is entirely because of the various steps taken by AIBRF. On compressive discussion which removed various doubts and reservation, the house was of unanimous view that Super Top Policy offered by New India Insurance Company is superior and in the interest of retirees. Therefore it was unanimously resolved that AIBRF affiliates would take immediate steps to create awareness among members about Super Top Policy of AIBRF and help the members to complete the procedure who have willingness to go for super top up policy.      

It was also decided that AIBRF would continue to take steps by holding discussion with IBA/ insurance company for reduction in premium and improvement in other terms and conditions in base policy. Periodical review in this area will be done to decide further steps. It was also decided that AIBRF should  represent to the government to waive GST on the premium and hospitalisation charges payable by retirees/ senior citizens who have limited source of income.

  1. The committee took note of the Charter of Demands submitted by AIBRF delegations to UFBU constituents and IBA during the months of July and August 2017. Central Office was asked to take necessary steps to keep close watch on the developments on wage negotiations and continue to keep coordination with the UFBU and its constituents for taking up retiree issues effectively during the negotiation. It was made abundantly clear that AIBRF believes in settlement of retiree issues through discussion and coordination with employee unions. Legal option will the last step in case all other steps fail to bring the desired results.
  2. The committee asked all its affiliates to be in readiness for action programmes as and when call is given by AIBRF to pursue retiree issues.
  3. During the central committee meeting , Convenors of two sub committees (a) Sub- committee on discipline (b) Sub Committee on issues of Private Banks, Foreign Banks and RRBs were submitted. They were taken on record for further action in due course. Request for representation to private and foreign banks  in office bearers committee was noted. The necessary steps will be taken on this request at the time of next election. Further it was pointed out that as per provisions of AIBRF constitution, those private/ foreign banks having membership of more than 1000 can nominate one permanent invitee in office bearers meeting.
  4. Central Committee unanimously adopted resolution making specific provisions to ensure better discipline in the organisation. The committee also passed resolution disapproving some objectionable portions of the communication  issued by one of the affiliates.

03. Meeting ended with vote of thanks to the host unit for making arrangements for comfortable stay and warm hospitability.

04 Detailed circular on proceedings of the central committee meeting will be issued shortly for information of affiliates. We request all affiliates to spread the decisions taken in central committee among the membership during the grass root level meetings to create awareness among them about the functioning of the AIBRF.

No extension of last date for filing GSTR-1 for July, 2017
The last date for filing GSTR-1 for the month of July, 2017 is 10th October, 2017. An extension of two months has already been given. There will be no further extension given to taxpayers for filing their GSTR-1 return for July. Taxpayers who have not yet filed their GSTR-1 for July are advised to do so immediately.

Once a taxpayer files GSTR-1 by 10th October, the corresponding entries in GSTR-2A of his buyer shall get auto populated. The buyer shall finalize his GSTR-2 after making modifications (additions, corrections or deletions), if required, in GSTR-2A. The Input Tax Credit (ITC) shall be availed by the buyer based on his GSTR-2. If a taxpayer does not file GSTR-1 by 10th of October, then his buyer may face difficulty in availing ITC of the tax paid on his supplies. It is therefore advised that all suppliers of goods or services, especially B2B suppliers, furnish their outward supply details in GSTR-1 by the due date so that no difficulty is faced by their buyers in availing ITC and the return cycle can be completed in due course.
