Once upon a time ,it was Congress party which introduced and promoted the idea of Adhar Card to replace all other cards in phased manner, now the same Congress Party party is protesting application and use of Adhar card on some plea or the other.
Some people are reminding how Mr. Narendra Modi , the then Chief Minister of Gujarat protested introduction of Adhar card on some plea or the other. Now the same Modi is propagator of Adhar based transaction in all matters .
Bitter truth is that , Leaders of the then Congress Party led Government made a lot of propaganda on Adhar Card issue but could not ensure issue of card to all , could not convince people and could not properly reply judiciary on benefits of Adhar card and AC based identity .
On the other hand Mr. Narendra Modi after coming to power used his entire administrative force to make Adhar Card process safe, to ensure issue of Adhar Card to maximum people at higher speed and finally has got success in using Adhar not only for distributing benefits to poor section of society but made it prominent tool for KYC compliance. Modi led Government has also from time to time given suitable response to queries raised by various courts in this regard.
Individual and the approach of the individual is more important in building consensus and making a policy success .
Once upon a time , i.e. in seventies and eighties there used to flow a wave against Congress Party. All parties in opposition camp gathered together under the leadership of Jai Prakash Narayan to remove Congress party from power. Later in this decade , Kejriwal launched agitation to remove Congress party from centre as well as from Delhi government Now all these parties including Congress party are trying to unite to dethrone BJP and Modi from power.
Now they, opponents of BJP put entire blame on BJP and RSS for all sins of the past as if the thief is crying before police to catch the thief. Now it has become a fashion in the camp of anti-BJP camp to point their accusing fingers towards RSS for all sins which they had committed during their rule. Some of journalists are playing their role to propagate mischievous line of action propagated by clever leaders of Congress Party and other opponents of BJP.
Time changes the mindset of greedy people . Honest persons stick to their principles but persons who love money , power and position may take U-turn on any point anytime. This is why time is called powerful.
Congress party could not and did not want to introduce GST and continued politics for ten years on it. But Modi led BJP government created consensus and made full preparation to bring GST into action from 1st of July this year. To formulate policy is easier, to create consensus is a difficult art in democracy and then to ensure its perfect execution is the beauty of individual who are at the helm of affairs. This is why it is said , "Individual makes the difference”. It is easy to make policy but difficult to get it executed in true spirit and true sense.
Some people quote few lines uttered by Mr. Modi when he was in opposition camp when he reportedly protested and ridiculed GST on some point or the other. They ask how the same Modi is now behind GST. I submit below how GST came to this stage.
It is important to mention here that the idea of GST was first bring into light by none other than Mr. Atal Vihari Vajpayee, leader of BJP . The Vajpayee Govt. started discussion on GST by setting up an empowered committee. The committee was headed by Asim Dasgupta (FM of West Bengal).
Later on In 2002 to 2004, The Kelkar Task Force on Implementation of Fiscal responsibility & Budget Mgmt.(FRBM) Act, 2003 and suggested a comprehensive Goods & Service Tax. In 2006, A proposal to introduce a national level GST by 1st April 2010 was first mooted in Budget of FY 2006-07.
In 2007, In May, EC (empowered committee) of state FMs , on request, started work on GST roadmap. Further in Nov, The Joint Working Group submitted its report to the EC on 19th Dec. In 2008, EC finalized views over GST and submitted report named “A model and roadmap for GST in India.
In 2009, First discussion paper on GST released by EC. In 2010, Mentioned in speech of FM – “GST to be introduced in April 2011”. In 2011, The Constitution 115th amendment bill introduced in Loksabha for levying of GST on all goods & services except specified goods. In 2013- In Aug, Standing Committee submitted its report on GST. In Nov ,EC rejected Govt’s proposal to include petroleum products.
In 2014- The Constitution 122th amendment bill presented in Loksabha or levy of GST on 19th Dec 2014.
Modi government by passing a Constitution amendment constituted a constitutional body called GST council which was formed by members of each state in addition to key members of central government. GST council has held several meetings till now since its formation to discuss threadbare various issues related to GST and to create and develop consensus each point of controversy. And now , as a outcome of consistent effort for three long years taken by Modi Government , GST is finally on the verge of its implementation from !st of July this year.
During this period of three years , BJP government not only developed consensus in law making body, it also created mass awareness in people of India, it developed technology based software and tools to assist tax payers in compliance of new GST based tax regime , trained people to facilitate taxpayers in submission of reports online , used various channels like media , audio and video methods to teach people about GST and finally made all administrative preparation to ensure its introduction from Ist of July 2017.
This is called devotion and this proves the holy attitude of current government and focused attitude of Mr. Narendra Modi and his team whose concerted effort with visions, wisdom and relentless efforts has taken India to greater height.
Time and Individual both are important and vital for success of any project or any government.
Congress Party used poor for six decades but failed to do any fruitful and memorable work for alleviation of poverty from India. Congress Party framed several policy and several scheme for welfare of poor and specially for agriculturists, but status of poor and farmers is still miserable .Now when Mr. Modi has really started doing work in this direction, leaders of Congress Party and their sympathiser media men are trying their best to malign image of Mr. Modi and BJP led NDA government.
All sins of the past are not getting exposed and clever leaders of Congress Party who are real sinners are now pointing their accusing fingers towards Mr. Modi and BJP government as if poverty is created by Mr. Modi during last three years of his rule or as if farmers are committing suicide due to misrule of Mr. Modi.
Whatever opponents may say and cry on misleading informations and whatsoever camping they resort to spread misleading information, Mr. Narendra Modi will o all good works for poor Indians, poor farmers , poor traders and in general for common men , at least better than all his predecessors. God bless him. Media propaganda let loose by some anti-national elements will also undoubtedly fail in their mischievous style of functioning.
Truth will win and win only .Time will teach lessons to all those who are creating chaos and confusion , who are trying to divide society on caste and communal line , who are trying to disturb communal harmony and national peace and finally who are trying to weaken India and malign its good image.

Time And Individual ,Both Are Key To Success
Time is great teacher. Once upon a time, bank employees used to protest computerisation in banking industry and they are now demanding maximum use of computers.
Once upon a time bank employees demanded separate bipartite settlement for wage revision of bank employees and now they are demanding wage revision under the banner of pay commission. Time is great.
Once upon a time bank employees protested pension and agitated against it. Then they started demanding second option of pension and now they are demanding third option for residual members. This is why time is called teacher.
