New Delhi: Prime Minister Narendra Modi on Friday made an appeal to all Indians to donate generously to the PM's National Relief Fund for the flood-affected people in Jammu and Kashmir.
In his appeal, Modi said, "My Fellow Citizens, You are all aware that unprecedented floods have caused havoc in the state of Jammu and Kashmir. A large number of persons have died or have been temporarily displaced.
"Property and infrastructure worth crores of rupees have been damaged. Our fellow countrymen in Jammu and Kashmir need our help at this critical hour to tide over the calamity and to rebuild their lives."
The Prime Minister said the Centre was extending full cooperation to the state government in the measures for rescue, relief and rehabilitation, besides direct assistance to the affected people.
"I request all fellow countrymen to stand shoulder to shoulder with our distressed brothers and sisters in Jammu and Kashmir and be part of the national effort to support them in this hour of crisis. I appeal to all citizens to donate generously to the Prime Minister's National Relief Fund (PMNRF)," Modi added.
Asking the people to be part of the national effort, a PMO statement also gave details of various modes for payment to the Fund including online contributions through the PMO website.
Payment may be made by cheque/draft/cash in the name of "Prime Minister's National Relief Fund" and sent to the PMO in South Block, the statement said, adding as per directions on the subject, the nationalised banks will not charge any commission on preparation of drafts favouring the PMNRF.
Modi's appeal came a day after all officers and staff in his office voluntarily contributed their one day's salary to the Fund for the flood-affected people.
In the worst-ever floods to hit the state in 109 years, over 250 people have lost their lives while more than 1.25 lakh people have been evacuated from the affected areas by the armed forces. Authorities fear that the number of dead could be higher.

National Calamity – Disaster Floods in Jammy & Kashmir (J&K)‟
Dear Comrades,
There is a great loss in the worst floods in Kashmir Valley. There is not contact between the staff and their families being failure of everything in the valley. We wrote a letter dated 11.09.2014 to the Chairman and Managing Director for extending help to the affected employees.
The contents of the letter are as under: -
"Date: 11.09.2014 The Chairman and Managing Director, Punjab National Bank, Head Office, 7, Bhikhaiji Cama Place, New Delhi – 110066. Respected Sir, Reg: National Calamity: Disaster Floods in Jammu & Kashmir (J&K).
The worst floods in Jammu and Kashmir in the past 60 years and the subsequent devastation due to a combination of unprecedented and intense rain, unplanned urbanization and lack of preparedness. It was a sudden natural calamity and Jammu and Kashmir does not have a flood forecasting system, not even a separate disaster management plan. The J&K state suffered badly due to continuous rains and floods in the past few days. The visuals shown in the media tell the harrowing tale of the valley. It is apprehended that lacs of people have become homeless and thousands have lost their lives in this big unfortunate disaster. Infrastructure of roads, bridges and buildings is damaged extensively leading to virtual chaos all around. The army has to be deployed in addition to the columns of navy with more than 100 boats for rescue operations in the Kashmir valley. The disaster was so worst that the Government had to deploy Air Force also to evacuate the stranded persons to safer places. More than one lac people have been airlifted to safer places.
Sir, it is also not out of place to mention here that the branches of our bank in Kashmir are not functioning as the entire valley is water logged. There is no connectivity at all. We as well as the families of staff working in the Kashmir valley are worried as they are unable to contact them. The condition of Badami Bagh area was worse two days ago and people were stranded and had to take refuge on third floor of the buildings as two stories were water logged. The whereabouts of staff, their safety and security should have been the priority of the management.
Though the State Govt has setup relief cells / camps for Kashmir division but no action seems to have been taken by our management to ensure the safety and wellbeing of our staff. It is the prime duty of the Management to ensure safety of its employees.
Sir, it is further apprehended that when the level of the water will be down, then our branches may not be able to function normally and there will be big queues of customers for transacting bank business after such disaster. But due to the high level of water due to floods the record and the systems apparently have been damaged. The people, who have lost everything in the floods, as has been clearly indicated by the Government, will beeline to the banks for making transactions and in the face of system collapse can lead to law and order threat thus endangering lives of our dear colleagues working in Kashmir valley.
In view of the above circumstances, we appeal your good self to take stock of the situation personally on top priority so that the safety and security of staff is ensured. The functionaries of the State Govt./ Administration must be contacted without wasting a moment. Keeping in view the corporate social responsibility our bank should come forward to extend helping hand to the sufferers of this natural calamity in the State of Jammu and Kashmir.
We suggest that one day privilege leave may be allowed to donate for extending monetary help in the Prime Minister Relief Fund. We once again appeal that efforts be initiated to know the whereabouts of Staff so that necessities of life are provided to them. Arrangements may be worked out to airlift them to Jammu so that their families and near ones can have a sigh of relief. A suitable policy may be formulated for rehabilitation of our staff working in the Kashmir whose houses have been damaged and who have lost their households due to disastrous floods. A special scheme for repairs and renovations of house may be launched for the employees working in Kashmir Valley on simple rate of interest, keeping in view the huge loss of their houses and households.
We extend all help and support at this crucial juncture".
